SOUTHWESTERN COMMUNITY UNIT SCHOOL DISTRICT NO. 9 Piasa, Illinois 62079 REGULAR BOARD MEETING MINUTES The regular scheduled meeting of the Southwestern Board of Education was called to order by President-Julie Loy at 7:00 p.m. Julie Loy-President asked Pat Milner Recording Secretary, to call roll showing those members present were: Julie Loy-President, Frank Rothe-Vice President, Steve Reed, Marty Johnson, Rodney Bailey and Jim Wickenhauser. Steve Ritzhaupt was absent. Larry Elsea-Superintendent and Pat Milner-Recording Secretary were also present. A motion was made by Jim Wickenhauser and seconded by Rodney Bailey to approve the regular school board minutes of February 19, 2008 and the executive session minutes of February 19, 2008. A motion was made by Frank Rothe and seconded by Marty Johnson to approve the February bills and the consent agenda bills. Ayes: Reed, Johnson, Bailey, Wickenhauser, Loy and Rothe A motion was made by Steve Reed and seconded by Frank Rothe to approve the imprest bills and the extra pay and substitute pay. Ayes: Johnson, Bailey, Wickenhauser, Loy, Rothe and Reed A motion was made by Steve Reed and seconded by Frank Rothe to approve the financial report, as presented by Larry Elsea, Superintendent, for the month ending February 2008. Committee Reports: Julie Loy stated that the Employment Committee Meeting Minutes would be discussed in executive session as it was dealing with personnel. Future Committee Meetings were set for: Facilities Committee Mtg. Monday March 31, 2008 @ 6:00 a.m. Employment Committee Mtg. Monday March 31, 2008 @ 7:00 a.m. Policy Committee Mtg. Monday March 31, 2008 @ 8:00 a.m. Lubo Ustanik and Mark Ritter from Design Architects were present to present the architectural plans for the upcoming project at Medora Elementary. Meeting and completion dates were announced as follows: April 10, 2008 Mandatory Pre-Bid Meeting 1:00 p.m. April 17, 2008 Open Bids August 1, 2009 Completion Date $500.00 /day for each day past completion date November 1, 2009 Demolition A motion was made by Frank Rothe and seconded by Marty Johnson to employ the following: Jessica Scott Brighton West Teacher Aide 4.25 hours, effective 1-28-08 Trish Catlett HS Cafeteria Manager Effective 2-25-08 Debbie Strebel Shipman Cafeteria Worker 5.5 hours, effective 3-10-08 Amber Ford Guidance Counselor 2008-2009 School Year Discussion was held. Frank Rothe asked to rescind his motion. A motion was made by Jim Wickenhauser and seconded by Rodney Bailey to discuss 7.1 agenda items in executive session. Ayes: Bailey, Wickenhauser, Loy, Rothe, Reed and Johnson A motion was made by Jim Wickenhauser and seconded by Steve Reed to approve Employee A Family Medical Leave of Absence request, effective April 16, 2008. A motion was made by Jim Wickenhauser and seconded by Steve Reed to approve the substitute list as presented. Ayes: Loy, Rothe, Reed, Johnson, Bailey and Wickenhauser Mr. Elsea, Superintendent reported that enrollment numbers show enrollment as being 10 students below totals this same time last year. A motion was made by Frank Rothe and seconded by Steve Reed to approve the enrollment report as presented. District Highlights this month featured the Special Classes at Southwestern High School. Gwen Barcum presented numbers of students and Special Services offered throughout our district. Mrs. Barcum introduced Deonia Mathis, teacher at Southwestern High School. Mrs. Mathis turned the program over to her students Brittanee Buchanan and Samantha Sykes who did an excellent job explaining the Student Work Training Program offered at the high school. Student Work Training Program: Available to Juniors and Seniors Student workers receive a grade, class credit and an hourly wage Maintain passing grades in all classes Student workers may work 1 or 2 class periods Enrolled in Consumers Education or Vocational Occupations class Student Work Training Jobs Include: Laundry School Store Wednesday Weight Room Cleaning Custodial Assistant (Cleaning Cafeteria, sweeping hallways, cleaning trophy case, football field clean-up) Recycling bin collection Greenhouse assistant Woodshop assistant Guidance/Office assistant Laundry Duties Include: Wash, dry, hang, inventory and deliver all sports uniforms for Middle School and High School. Football, Volleyball, Cross Country, Basketball, Baseball, Softball and Track. Sort, inventory, wash and fold all kitchen towels and aprons for HS, BN, BW, Medora and Shipman. 3

Public Comment: None Old Business: None A motion was made by Marty Johnson and seconded by Steve Reed to approve the 2008-2009 School Calendar as presented giving flexibility to change the graduation date if needed. Ayes: Reed, Johnson, Bailey, Wickenhauser, Loy and Rothe At 7:35 a motion was made by Jim Wickenhauser and seconded by Frank Rothe to go into executive session for the purpose of reviewing and discussing employee evaluations and hearing a parent/student issue. Ayes: Johnson, Bailey, Wickenhauser, Loy, Rothe, and Reed At 11:10 p.m. a motion was made by Jim Wickenhauser and seconded by Steve Reed to open the meeting to regular session. Ayes: Loy, Rothe, Reed, Johnson, Bailey and Wickenhauser A motion was made by Frank Rothe and seconded by Steve Reed to approve the minutes of the employment committee meeting held on March 7, 2008 as presented. A motion was made by Jim Wickenhauser and seconded by Steve Reed to approve the ESP request for 12 month employees to work a 4 day/10 hour day summer work schedule beginning June 9, 2008 through August 4, 2008 as requested. Ayes: Johnson, Bailey, Wickenhauser, Loy, Rothe and Reed 4

A motion was made by Steve Reed and seconded by Marty Johnson to authorize the Superintendent to post for a full-time second roving custodian. Ayes: Bailey, Wickenhauser, Loy, Rothe, Reed and Johnson A motion was made by Marty Johnson and seconded by Rodney Bailey to employ Jessica Scott Brighton West Teacher Aide 4.25 hours, effective 1-28-08 Trish Catlett HS Cafeteria Manager Effective 2-25-08 Debbie Strebel Shipman Cafeteria Worker 5.5 hours, effective 3-10-08 Amber Ford Guidance Counselor 2008-2009 School Year Ayes: Wickenhauser, Loy, Rothe, Reed, Johnson and Bailey A motion was made by Jim Wickenhauser and seconded by Steve Reed to approve the resolution to honorably dismiss as full-time educational support personnel and reemploy as part-time educational support personnel for the 2008-2009 school year: Heather Williams Ayes: Loy, Rothe, Reed, Johnson, Bailey and Wickenhauser A motion was made by Steve Reed and seconded by Frank Rothe to approve the resolution that the following part-time educational support personnel hereby be dismissed and not reemployed for the 2008-2009 school term because of the decision by the Board of Education to decrease the total number of educational support personnel employed: Pamela L. Long Cindy M. Roberson Jessica Scott A motion was made by Jim Wickenhauser and seconded by Steve Reed to reemploy all administrators for the 2008-2009 school year. 5
