(2) Reporting Fire Hydrant Outages. (Herrera) (a) Direct staff to set up a system for San Jose water retailers to notify the San Jose Fire Department of any inactive/out of service fire hydrants. (b) Direct staff to share database records with the San Jose Fire Department regarding out of service fire hydrants for the last 6 months. (c) Place the item on the May 3,2016 Council Agenda for approval. Documents Filed: Memorandum from Vice Mayor Rose Herrera, dated April 21, 2016, recommending placing Reporting Fire Hydrant Outages on the May 3, 2016 Council Agenda for approval. District 8 Assistant Jennifer Gonzales explained that Vice Mayor Rose Herrera was proposing this memorandum to help clarify the process and streamline the communication. Committee discussion ensued. Chappie Jones and carried unanimously, the Committee referred the Item to Staff. Staff directed to return to the Rules and Open Government Committee in two weeks. (3-0-2. Absent: Carrasco, Herrera.) (3) Public School Zoning. (Oliverio) (a) Rezone all public school parcels from their current designation to the PQP (Public/Quasi-Public) designation. Documents Filed: Memorandum from Council Member Pierluigi Oliverio, dated April 15, 2016, recommending rezoning all public school parcels from their current designation to Public/Quasi-Public Zoning District (PQP) Designation. Council Member Pierluigi Oliverio recommended that all public school parcels be rezoned from their current designation to the PQP Public/Quasi-Public Zoning District Designation. April 27, 2016

Action: Upon motion by Council Member Johnny Khamis seconded by Council Member Chappie Jones and carried unanimously, the Committee referred the item to the Director of Planning, Building and Code Enforcement for consideration in the General Plan Update. (3-0-2. Absent: Carrasco, Herrera.) (4) Spur Reports & Recommendations. (Oliverio) (a) Schedule a City Council Study Session in September or October to analyze reports and recommendations prepared by SPUR San Jose. Documents Filed: Memorandum from Council Member Pierluigi Oliverio, dated April 15, 2016, recommending scheduling a Council Study in September or October to analyze reports and recommendations prepared by SPUR San Jose. Council Member Pierluigi Oliverio explained that SPUR has produced several reports containing suggestions for San Jose and recommended that the Council schedule a Study Session in October to analyze the reports and recommendations prepared by SPUR. Discussion ensued. Mayor Sam Liccardo opened the floor for public testimony. Public Comments: Laura Tolkoff, SPUR, acknowledged that she would be pleased to work with the City of San Jose in this regard. Action: Upon motion by Council Member Chappie Jones, seconded by Council Member Johnny Khamis and carried unanimously, the Committee referred the item to Staff for a work load assessment. OPEN FORUM Mayor Sam Liccardo pointed out that no Committee action will be taken on items discussed during Open Forum. Council Member Johnny Khamis announced there will be an upcoming community meeting covering this topic in the near future. The following speakers urged suspension of further garbage delivery to the Guadalupe Mines Landfill citing a detrimental impact to the community in terms of unhealthy fumes, methane gas, traffic congestion, odors and safety issues: Jessica Lin, Dayo Kaviani, Tran Le, Hans Tan, Loreta Tarozaite, Michael Drljaca, Ken Ravon, Tiajia Wang, Jjian Su, Joanie Santos, Yanghuan Guo, Qian Tan, Youwei Zhang, Dan Pan, Jing Sun, Jasmine Chen, Ed Dee, Wcnchcng Lu, Yexin Zhey, Vicky Xu, Ji Li and Lanfeng Lin. Mayor Sam Liccardo thanked everyone who spoke on the Guadalupe Mines Landfill and acknowledged that the City of San Jose is exploring options at this time and will share the information at the upcoming Community Meeting. Richard McCoy suggested providing street signs denoting "Senior Zones" at all the Senior Centers in San Jose. Blair Bcckman expressed concerns pertaining to radio frequencies and smart light poles.
