It was moved and seconded to approve the minutes of the April 25, 2008 meeting. The motion passed. MSCA Officers' Reports: President C.J. O Donnell New Board Member/Guests On behalf of the Board, President O Donnell welcomed Arthur Aldrich, the newly elected director at Massachusetts Maritime Academy; Deb Foss, who will assume the chapter presidency at MCLA effective July 1, 2008; and William O Brien, who will assume the chapter vice presidency and director position at Worcester State College effective July 1, 2008. Introductions were made. Distributed was a revised copy of the Board Directory. Transition President O Donnell thanked everyone for their cooperation during the transition. The MSCA President s office will remain at Salem State for the month of June. It is hoped that all files and equipment will be moved to the Academy no later than early July 2008. The Salem State Chapter will be moving into this space as soon as the president s office is relocated. The Academy has located space in the Hurley Library for President O Donnell s new office. Two faculty members will be displaced and moved to offices that are being constructed this summer. It was the only space that could sustain the MSCA President and an administrative assistant. President O Donnell has signed a contract extending Chris Melin s service as administrative assistant to the president through July 18, 2008. She will continue to work out of the Salem office during that period. An advertisement for an administrative assistant will be placed in the Cape Cod Times soon. The officer section of the website has been updated so that those seeking to contact an officer will have the correct information. Presidential Appointments President O Donnell has made the following appointments, further appointments are being considered. Webmaster of the MSCA Website: Nancy George June 1, 2008 to May 31, 2010 Committee Appointments: It was moved and seconded to approve the following committee nominations: Robert Donohue Grievance Committee (Framingham) Glenda Ouelette Grievance Committee (Fitchburg) Joe Murphy Day Bargaining Committee (MMA) Gerry Concannon Day Bargaining Committee, Alternate (MMA) The motion passed. It was noted that all MSCA committee appointments expire at the end of September in even-numbered years. The committees are reconstituted October 1 of even-numbered years. 2008-2009 MSCA Board Schedule A copy of the proposed Board Meeting schedule was included in Board members mailing; an updated copy was distributed with President O Donnell s report. It was moved and seconded to approve the 2008-2009 MSCA Board Schedule as distributed. The motion passed. Commonwealth Transfer Advisory Group (CTAG): A copy of the draft report was provided to the MSCA at the May 18, 2008 meeting of the Employee Relations Committee. The MSCA has insisted that the proposal, or at least the appropriate portions of it, be put through the governance committees at each campus before the final report is implemented. Ken Lemanski, Executive Officer for the State College Council of Presidents has stated that the State College Presidents and Academic Vice Presidents support this position. President O Donnell has been informed that there is resistance from the Board of Higher Education to include language in the report specifying that the proposal will be put through the governance system at the state colleges. At this point it appears that the BHE is poised to approve the implementation of the task force recommendations to take effect in September 2009. President O Donnell has requested to address the BHE at the June 25, 2008 meeting prior to their vote on the proposal. In addition, President O Donnell may also request that the two MSCA members of CTAG, Paul McGee (Salem) and Jean Stonehouse (Bridgewater) have an opportunity to address the BHE at this meeting prior to the BHE s vote on the proposal. Readiness Project Demonstration On June 2, 2008, the MSCA was joined by members of MSP-Amherst, MCCC, APA, the MTA consultant for PSU, and members of MTA leadership at a demonstration at Framingham State College before a town hall meeting of the Readiness Project. Six of the nine chapters were represented. The MSCA-MSP joint flyer was distributed with President O Donnell s report. The demonstration was well-attended with roughly 30 demonstrators. Before Governor Patrick s arrival, Education Advisor Dana Mohler-Faria asked MSP-Amherst President Max Page, MTA Director of the Higher Education Division Arthur Pippo and President O Donnell to meet briefly with the governor. The governor then met with the demonstrators and invited the group to meet with him privately immediately following the town hall meeting. Governor Patrick met with roughly 25 of the demonstrators for nearly 30 minutes. The meeting was cordial and respectul. The governor listened, but did not indicate when economic parameters would be forthcoming. President O Donnell s stated that it is not his intent, nor does he believe it is the intent of the 2

bargaining committee, to now back off from pressuring the governor to get a fair and equitable offer on the table, sooner rather than later. MSCA members in attendance included: Glenn Pavlicek (and son Ryan), James Hayes-Bohanan, Joel Litvin, Ann Mrvica, Lucy Deschene, Robert Donohue, Sue Dargan, C.J. O Donnell, Pat Markunas, Chris Masi, Ken Haar, and Cheryl Stanley. MTA representatives included: Donna Sirutis, Vice President Paul Toner, Director of the Higher Education Division Arthur Pippo, Maura Sweeny and Sarah Nathan. Also in attendance were MSP-Amherst President Max Page, MCCC President Joe Leblanc and APA Interim President Rick McDermott. President O Donnell plans to send a thank you note to each person who participated in the demonstration. Two news articles regarding the demonstration were distributed, one from the MetroWest Daily News and one from the Hampshire Gazette. Another article from the Hampshire Gazette regarding higher education negotiations was also distributed. MTA All-President s Meeting Regarding the Income Tax Ballot Question On May 31 st President O Donnell attended the MTA All-President s meeting at the Natick Crowne Plaza along with Jim Quinn, Robert Donohue, Dan Shartin, Jayne Avery, Chris Masi, and Donna Sirutis. Consultant Sirutis reported on this meeting under her report. Vice President Amy Everitt Vice President Everitt stated she is looking forward to receiving assignments from President O Donnell and participating in the role of MSCA Vice President. Secretary - Nancy George Secretary George discussed the current status of the MSCA Archives. The MSCA Archives, formerly housed in the now closed Salem State College library building, have recently been moved to the MSCA President s office in the Sullivan Building at Salem State College. They are being prepared to be moved to an off-site archival storage facility by Chris Melin and MSCA Past-President Markunas. Discussion followed. Treasurer - Glenn Pavlicek Treasurer Pavlicek distributed his report and briefly reviewed it. It was moved and seconded to approve reimbursement of travel, meals, registration, and on-campus lodging (or equivalent on-campus rate if a member stays off-campus), with a total cap of $5,000, for the MTA s 2008 Summer Conference, Williams College, Williamstown, MA, August 3-7. The motion passed. It was moved and seconded to approve a contribution of $500 to support the Higher Education Cocktail Reception at the MTA s 2008 Summer Conference. The motion passed. MSCA Committee Reports: Day Bargaining Dan Shartin Election Committee Deb Foss The Election Committee s final report was mailed out to Board members. Chair Foss was present to answer any questions Board members might have. 3

Grievance Committee Margaret Vaughan The most recent open mediation/arbitration report was distributed and reviewed by Chair Vaughan. MTA Reports Day Bargaining Unit Donna Sirutis Consultant Sirutis provided Board members with a presentation on the Income Tax Ballot Question. Literature on the Income Tax Ballot Question was distributed to Board members. It was moved and seconded that the Board of Directors of the MSCA is committed to doing all it can to help defeat the ballot question that would eliminate the income tax. The motion passed. DGCE Bargaining Unit - Bob Whalen Not present. Director - Len Paolillo Not present. Chapter President's Reports: Bridgewater The Bridgewater MSCA chapter had some initial difficulties in commencement leafleting activities, but those were resolved prior to commencement. Provost Nancy Kleniewski is leaving the college to assume the presidency at SUNY-Oneonta. Dean Howard London, School of Arts and Sciences, is serving as interim provost. Fitchburg Passed. Framingham The graduation leafleting event went well. Framingham State College President Tim Flanagan wore one of the MSCA stickers. President Flanagan has created committees outside of governance. This is being corrected. A policy concerning summer stipends is being developed. Mass Art In was noted that materials and links should be using college s new name, Massachusetts College of Art and Design. MCLA After an eight year hiatus, Deb Foss, will again be serving as chapter president at MCLA. David Eve, MCLA s chapter treasurer, will serve as director of the chapter. Leafleting took place at MCLA s graduation. 4

MMA In anticipation of MMA s upcoming graduation, it was requested that leftover leafleting graduation cards be sent to MMA s chapter office. Salem Graduation leafleting went well. Administrators even offered to help distribute cards. 4000 cards were placed on seats. 1300 students graduated this year. It was recently announced at a Salem State College Board of Trustees meeting that the library building will probably be torn down. Westfield Westfield State College President Evan Dobelle brought in a consultant to examine the administrative structure of the college. Faculty and librarians were then asked for their recommendations on restructuring the administration. The chapter is pleased to see that the college s new president believes in shared governance. President Dobelle is also determined to build a $40+ million performing arts center. This would renew the downtown area and in turn make the college more attractive to prospective students. Worcester Worcester State College President Janelle Ashley is elusive and ineffective. The president s secretary has stepped in, to cover for the president, and is an active participant in upper-level administrative decision making. This is a substantial problem for the MSCA and its members at Worcester. The meeting adjourned at 1:15 p.m. Respectfully submitted, Nancy George MSCA Secretary 5
