Town Hall, Suite 200: conference room 17739 Main Street Dumfries, VA 22026 Present: Mr. James Ksanznak, Board Member Mr. Gary West, Board Member Mr. Timothy Jabs, ARB Chairman Mr. William Larson, ARB Vice Chairman Ms. Monae Nickerson, ARB member, Vice Mayor Call to Order and Roll Call The meeting was called to order at 6:04 pm by Mr. Timothy Jabs, who administered the roll call for the Board. All board members were present. Adoption of Minutes: October 9, 2018 ARB meeting minutes The minutes for 11-15-2018 ARB meeting was adopted as submitted. Motion was originated by GW (1) and was seconded by BL (2). The motion carried by 5-0. Public Comment for Citizens to Address the Board No public comments were made to the ARB by citizens. New Business 1. The item #2 for feedback on digital signs, the following facts were discussed & noted. The Williamsburg city and Smithfield city ordinance requirements were briefly discussed. The digital signs make it convenient that information can be easily changed & communication is lot more effective in a timely manner. The flashing and changing pattern, timing and 75 percent of total sign area to be used were also discussed. The other aspects also included the traffic safety, illumination, fonts, luminosity, if at all be allowed, then only for government use or schools use only, were discussed. 2. The ARB board took a vote for no illumination signs be allowed per ARB guidelines. TJ (1) initiated & JK (2) seconded. The motion passed 4-0 & Vice Mayor abstained from this vote. 3. Vice Mayor also indicated that she would like to continue as ARB member.

Open Forum No discussion in the open forum Adjournment The ARB meeting was adjourned at 6.47- pm. The motion was initiated by GW (1) & seconded by JK (2).

Attendance: 2 out of 3 members present. This gives The Board Commission a quorum. 1. Elections were held. a. James Turner made a motion for Nancy West to be Chairperson and there were two votes in support b. Nancy West made a motion for James Turner to be the Vice-Chair and there were two votes in support 2. Proposed calendar dates for meetings in 2019 was adopted 3. James Turner indicated that he had completed the training for Board of Zoning members 4. Acknowledgement of Mr. Willie Tony s presence and interest in joining the BZA 5. Acknowledgement of Ms. Catyana Falsetti, the Town Planner 6. Ms. West made a motion to adjourn. Mr. Turner seconded the motion. Meeting adjourned at 7:39 PM.

Attendance: 5 out of 7 members present. This gives The Commission a quorum. 1. Capital Improvements Program FY2020-2024 discussion by Greg Tkac 2. Site plan discussion for 17911-17915 Main Street given by Alexander Obang and Ibin Shafi 3. Digital signs were discussed 4. Discussed lowered the minimum acreage under the PMUD zone Mr. West made a motion to adjourn. Ms. Knez seconded the motion. Motion carried 4 to 0. Work session adjourned at 7:04 PM. REGULAR MEETING: Call to order: Meeting called to order at 7:05 PM by Chairperson Webb. Attendance: 5 out of 5 members present. This gives The Commission a quorum. 1. Ms. Waggy made a motion to approve/adopt the Minutes from December 10, 2018, PC Regular & Work Session Meetings Mr. Brown seconded the motion. Motion carried 5 to 0. 2. CIP improvement program was reviewed and approved to be moved Town Council. Motional to approve was made by Mr. Webb and seconded by Ms. Waggy. Motion carried 5-0. 3. Annual calendar dates for the Planning Commission meetings were reviewed and amended. Motion to approve the calendar was made by Ms. Waggy and seconded by Mr. West. The motion carried 5-0.

4. Mr. West made a motion to recommend the PMUD zoning reduction from five (5) acres to two (2) acres to be moved to the Town Council for approval. Motion made by Mr. West and seconded by Ms. Waggy. The motion carried 5-0. 5. Mr. West made a motion to adjourn the meeting. Mr. Brown seconded the motion. Motion carried 5 to 0. Meeting adjourned at 7:16 PM.

Merchant Park Rentals - $500 to rent park, additional $100 to rent kitchen. Refundable deposit to secure date: $100.00. Non-profits given 20% discount; First Responders, Service Disabled Military, and Active Duty: 25% o HDVI members can rent park at special rate of $250 once per fiscal year - Renter must have approval from the Town of Dumfries: Obtain Temporary Use Permit with Fee and purchase liability insurance covering the event. The renter must have an ABC license to serve alcohol. Programs Update President s Day Celebration - Please visit us from 1:00-3:00pm on President s Day to enjoy a special themed tour featuring Mason Locke Weems and George Washington. Tours start at the top of the hour and will end with cherry treats in the Annex. Collections/Interpretation Black History Month - Exhibit in Annex featuring Prince William County/Dumfries oral histories, photographs, and resources from the Lee-Lansing Library and Archives Maintenance Annex Repairs - 2nd floor restroom repaired! Snow/Ice Removal - Thanks to the person(s) who helped clear the snow from HDVI s property! It was sincerely appreciated. Multi-Year Maintenance Recommendations - Will contact Town to schedule a time to meet and discuss funding options, coordinate larger repairs
