Page 2 Welcome: Time: 2:00 p.m. Mr. Blair welcomed everyone to the concurrent teleconference meeting of the and the Roofing TAC. He provided information for the callers on how to mute systems to avoid background noise. Roll Call: Mr. Blair performed roll call for the. A quorum was determined with 9 members present. Agenda Approval: Mr. Lavrich entered a motion to approve the agenda for today s meeting as posted. Mr. Chang seconded the motion. The motion passed unanimously with a vote of 9 to 0. Approval of Minutes from June 13, 2018: Mr. Lavrich entered a motion to approve the minutes from June 13, 2018 as posted. Commissioner Schock seconded the motion. The motion passed unanimously with a vote of 9 to 0. Commission: Mr. Madani provided information on the research plan and requirements for recommendation. Mr. Blair explained the process to provide a recommendation to the Commission. 1.) Investigate the Costs/Benefits of Requiring Installation of Infrastructure In New Construction John Hall, TAC Member Electrical TAC, Miami-Dade County Department of Regulatory and Economic Resources 2.) PV Research Proposal Jeff Sonne, and Donald Metzger, FSEC 3.) A study of the water resistance performance of the exterior envelope of buildings, particularly relating to the fenestrations, during minimal high wind events (Hurricane Irma). Dan Lavrich 4.) Proposals for Assessing Performance of Vinyl Siding and Soffits following Premature Failures in Hurricane Irma, Dr. David Prevatt, UF 5.) Potential Implications of sea-level rise and changing rainfall In Florida Building Code for communities of Miami-Dade County Vince Seijas, Miami-Dade County Department of Regulatory & Economic Resources

Page 3 Commission (cont.): PV Research Proposal Jeff Sonne, and Donald Metzger, FSEC Jeff Sonne provided a brief background of the project through a power point presentation. TAC Comment: Commissioner Schock stated it was a good study but he did not feel it was needed at this time. Do Kim stated it was a good presentation and asked if there have been any issues brought forward or failures that they have been made aware of. Mr. Sonne responded stating that at this time there are no issues or failures reported they are trying to get ahead and be proactive. Mr. Fardelmann stated he felt it was too soon since there have been no failures reported. Mr. Gascon stated he supported this project. Mr. Chang stated he supports this project and it is good to start before there are issues. Investigate the Costs/Benefits of Requiring Installation of Infrastructure In New Construction John Hall, TAC Member Electrical TAC, Miami-Dade County Department of Regulatory and Economic Resources Mr. Hall provided a brief summary of this research project request. TAC Comment: Commissioner Schock stated he has concerns of infrastructure as a code requirement. Mr. Chang stated he is not in favor at this time. Mr. Gascon questioned the multi family housing.

Dan Lavrich Mr. Lavrich provided a detailed summary of his project and stated that he wanted a workgroup put together to provide a very detailed study of this issue from different professionals and stake holders. Commissioner Schock stated he likes the workgroup idea and feels that testing is needed to enable a workgroup to define where the problems are occurring. Mr. Wilhelm spoke in regards to maintenance records and product failure and what role installation plays. Mr. Gascon stated he supported the idea of a workgroup but agrees that testing needs to be completed and reviewed. Mr. Chang stated he feels this is a worthwhile study on installation and is in support. Public Comment: Doug Buck, FHBA provided his opinion on this project. Proposals for Assessing Performance of Vinyl Siding and Soffits following Premature Failures in Hurricane Irma, Dr. David Prevatt, UF Dr. Prevatt provided a power point presentation for the project. Commissioner Schock stated he is in support of this project and stated reasons for support. Mr. Kim stated this is an excellent topic and questioned if this was a phase II of the last hurricane project and also spoke on the vinyl siding failures. Dr. Prevatt addressed comments from Commissioner Schock and Mr. Kim.

Commissioner Schock stated he is in favor but would like it expanded to other areas and not just Miami Dade. Mr. Seijas stated this would cover other areas and not just Miami Dade. Mr. Blair performed the ranking with the TAC for the five projects, the results were: #1 -Proposals for Assessing Performance of Vinyl Siding and Soffits following Premature Failures in Hurricane Irma, Dr. David Prevatt, UF #2 A study of the water resistance performance of the exterior envelope of buildings, particularly relating to the fenestrations, during minimal high wind events (Hurricane Irma).
