At the beginning of each meeting the Secretariat will ascertain whether the Executive is sufficiently representative for a vote to be taken. A proposal shall be carried if it obtains at least 2/3 of the votes of the members present or represented. The General Secretary shall be the spokesperson of the Confederation and the coordinator of all activities, and shall have overall responsibility for the internal organisation of the Secretariat. The Secretariat shall be assisted in its work by the Institutes set up for this purpose by the Confederation. 10

ETUC YOUTH AMENDMENTS TO ETUC CONSTITUTION FOREWORD: The following amendments have been drafted by the ETUC bureau after debate and discussion at the occasion of the ETUC meeting on December 18, 2014 in Brussels. The main objective is to reach full representation of youth in the different bodies of the constitution, but is not mentioned as such in the specific section (page 18 artt. 24 25 26). The proposed amendments are aimed at overcoming such ambiguity.
