COUNCIL CONFERENCE MEETING MINUTES MAY 19, 2009 CITY HALL 5:00 PM A Conference Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 5:10 p.m. in the Council Conference Room, City Hall. The meeting was called to order by Councilman Melone. Councilman Melone announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meeting Act. FY 2008-2009 annual notice was mailed to the Times and the Trentonian Newspapers, posted on the first floor bulletin board in City Hall, and filed in the City Clerk s Office on June 19, 2008 by Resolution No. 08-341. The agenda for this meeting was mailed, posted and filed on May 15, 2009. ROLL CALL: PRESENT: ABSENT: Messrs. Bethea, Coston, Ms. Lartigue (via telephone 5:15 pm), Messrs. Melone, Segura, Ms. Staton (arrived at 5:20 pm), Mr. Pintella (arrived at 5:14 pm) 7. NONE EXECUTIVE SESSION: (Council went into Executive Session at 5:16 pm) Adoption of the following resolution to go into Executive Session was moved by Councilman Melone, seconded by Councilman Coston and carried by unanimous vote of Council. RESOLUTION AUTHORIZING EXECUTIVE SESSION OF THE CITY COUNCIL TO PERMIT DISCUSSION OF PENDING LITIGATION WHEREAS, the City Council deems it necessary and essential to conduct discussions concerning pending litigation, specifically the cases listed below; Funding of the Water Sale Alfredo Fernandez v. City of Trenton, et al Docket No. MER-L-0312-07 Sonya Dennis-Cooper v. RESOLVED by the City Council of the City of Trenton that a discussion be held on May 19, 2009 at or about 5:00 p.m., in the Council Conference Room at which session the public will be excluded pending the discussion of said matters only. The public shall be informed of the determination of the City Council with respect to the final disposition of said pending proceedings, which final disposition shall be memorialized appropriately and adopted at a public meeting as soon as practicable. PARKING AUTHORITY COMMISSION: Appearance: Mrs. Juanita M. Joyner, Acting City Clerk Mrs. Joyner notified City Council that she would submit a report on the Parking Authority Commission on May 21, 2009 providing the names and resumes of the individuals that responded to the City s inquiry. She also stated that she had provided a copy of her recommendations for 2009-2010 Annual Notice. She notified Council that she had increased the number of doubleheaders for the upcoming year. Mrs. Joyner stated that Council had 56 meetings in 2007-2008. For the year 2008-2009 she reduced it to 40 meeting and if Council agrees they could reduce the meeting for the year 2009-2010 to 30 or 32 meetings. Her recommendation did not include any of the ABC Meetings or Special Meeting they may schedule. Council President Pintella welcomed Mr. James Allen, Assistant Public Works Director back to work after his surgery. Councilman Bethea asked for any update on the two City employees that had a problem last week. Mr. James Allen stated that the two employees were improving one was home and the other remained in the hospital. B. BOARD OF SCHOOL ESTIMATE: Council President stated that he provided a copy of the 2008-2009 School Budget to Councilman Segura to discuss the school levy. Councilman Segura made a request to invite the following individuals to appear before Council: Ms. Howard, School Business Administrator Mrs. Kimberly Bray, Library Executive Director City Council Conference: Minutes May 19, 2009 2

Council President Pintella stated that the Audit was being worked on and should be completed in November. City Council members had a brief discussion on the School Budget followed by a question and answer period. Council members made the following comments; The school district should not be making new positions when people are being laid-off. Requested a copy of the table of organization for the School Board. The City of Trenton does not qualify under State rules to have seven Assistant Superintendents Trenton should only have three. C. TOWING: Appearance: Mr. Irving Bradley, Police Director Mr. Dellaira, Detective/Sergeant Mr. Dennis Gonzalez, Acting Business Administrator The following was discussed regarding the towing ordinance: 283-13 - Storage fee schedule 283-14 - Acquisition of Clear and Junk Titles The following individuals appeared before Council to discuss and give their opinion on the ordinance: Mr. Brian Hawkins, owner of Hawks Towing Mr. Michael Risoldi, from Risoldi Towing Council President Pintella asked Mr. Gonzalez to provide in writing the City s procedures from when a car is towed to when it is sold at auction. City Council will discuss the towing issue at the next Council meeting. Council President Pintella asked Mrs. Juanita M. Joyner, Acting City Clerk to put Towing as a discussion item on the next Council meeting. D. UPDATE REPORT OF SUMMER PROGRAMS AND INITIATIVES Appearance: Mr. Samuel Frisby, Director Recreation Natural Resources and Culture Mr. Frisby gave a break down of the summer programs the City will provide: Summer Camp City will not run (requesting proposals) YWCA will run a camp out of PJ Hill School at no cost to the City Summer Camp price will vary based on family income 200 slots for summer camp (City will subsidize so that parents are paying about the same as last year) City Council Conference: Minutes May 19, 2009 3

Summer food service program will be available (the State reimburses the City) There will not be a summer park program Five pools will be open this summer - from 1:00 pm to 7:00 pm Summer Camps that want to use City pools will have to pay for the life guards. Take it to the Streets will stay the same Chess Camp will be held at Joyce Kilmer School from August 10 14, 2009 from 12:00 pm to 4:00 pm Soccer summer program will run this year through a grant Mr. Frisby stated that Heritage Days cost the City $237,000, last year this year it will be held at Mill Hill Park for one day only. PUBLIC COMMENTS: Dion Clark, 323 Walnut Avenue Asked about the information he requested concerning pit bulls; spoke about an abandoned property in the Wilbur Section infested with cats; he felt that it was too expensive to have a Grand Master Chess Player come for a Chess Camp; AmTrak train tracks need to be cleaned. Bethea and Coston, Mrs. Lartigue, Messrs. Melone and Segura, Ms. Staton and Mr. Pintella Motion was made by Councilman Melone that all Communications, Petitions and Reports including 3d and 3e on the addendum be accepted and referred to the proper departments, seconded by Councilman Segura and carried by vote of City Council: Messrs.
