DECISION 5/2008/GB OF THE GOVERNING BOARD OF THE EUROPEAN POLICE COLLEGE ESTABLISHING THE PROJECT GROUP DEVELOPMENT OF A CONCEPT FOR CONSOLIDATING, UPDATING AND PUBLISHING SEPE, APPROVING THE APPOINTMENT OF THE CHAIR AND TWO MEMBERS OF THE PROJECT GROUP AND AMENDING DECISION 10/2007/GB OF THE GOVERNING BOARD OF THE EUROPEAN POLICE COLLEGE Adopted by the Governing Board on 20 February 2008

THE GOVERNING BOARD, Having regard to Council Decision 2005/681/JHA of 20 September 2005 establishing the European Police College (CEPOL) ( 1 ), and in particular Article 10(10) thereof; Having regard to Decision 10/2007/GB of the Governing Board of the European Police College establishing Committees, Working Groups, Project Groups and Subgroups and laying down rules governing the creation of Committees and Groups ( 2 ), and in particular Article 6 thereof; Having regard to the proposal of the Training and Research Committee ( 3 ), submitted by Italy; Having regard to the opinion of the Strategy Committee ( 4 ); Whereas: (1) At their 6 th meeting the Governing Board asked the Training and Research Committee to discuss further options around accessibility and updating of the report Survey on European Police Education and Training (SEPE) ( 5 ). (2) The report, which reflects the period until 2006 could only be updated by making the survey again. An update is necessary because of the very dynamic development in the field of police education and training in connection with the ongoing Bologna process - in most of the Member States. (3) Due to its dimension a detailed concept for a new survey needs to be prepared. (4) It is therefore desirable to establish a Project Group Development of a concept for consolidating, updating and publishing SEPE. (5) It is for the Governing Board on the basis of Decision 10/2007/GB to approve the appointment by Committees of chair and members of Project Groups. (6) It is appropriate the appointment of Eduardo FERREIRA (Portugal), who is member of the Research and Science Working Group as chair and Rossanna FARINA (Italy), who is member of the Working Group on Learning and ( 1 ) OJ L 256, 1.10.2005, p. 63. HAS ADOPTED THIS DECISION: Article 1 Amendment Decision 10/2007/GB of the Governing Board of the European Police College establishing Committees, Working Groups, Project Groups and Sub-groups and laying down rules governing the creation of Committees and Groups ( 1 ) is amended as follows 1. Annex 1 is replaced by the text in Annex 1 to this Decision; 2. Annex A4.C1 is added as detailed in Annex 2 to this Decision. Article 2 Entry into force This Decision shall take effect on the day following that of its adoption. Annex 2 Annex A4.C2 Project Group Development of a concept for consolidating, updating and Assigned to: Training and Research Committee Chair: Eduardo FERREIRA (Portugal) Members: Rossanna FARINA (Italy) Ivan FORT (Czech Republic) Purpose: Purpose of the Project Group is to enable the Governing Board to decide on the continuation of SEPE. Objectives: The Project Group shall develop a concept for consolidating, updating and publishing SEPE. Tasks: The Project Group shall establish a report corresponding to their purpose and objectives, which shall in particular deal with the following items: a) definition of parts of the first report to be consolidated and updated (priorities); b) feasibility of cooperation with the Association of the European Police Colleges (AEPC) regarding questions on the Bologna Process; c) possibilities for focusing on international aspects of police education/training in the Member States; d) appropriate methods for - the systematic collection of new information and data, in particular in order to find the commitment and efficient cooperation of all Member States; - the assessment and analysis of data; - the presentation of the results, including CEPOL s electronic network; e) timeframe; f) resources; g) cost calculation. The report shall be transmitted to the 10 th meeting of the Training and Research Committee and subsequently to the 14 th meeting of the Governing Board. 5/2008/GB (20.2.2008) Annex 2

Support: The work of the Project Group shall be supported by the CEPOL Secretariat. Number of meetings: The Project Group shall have no more than two ordinary meetings.
