FUN FACT AAJ KA GYAN PART 1 The IIT Kharagpur has decided to set up a Re-Water Research Center to replenish and rejuvenate water resources. It will be seed-funded by two alumni members Aneesh Reddy & Aditya Choubey. The purpose of the Aditya Choubey Center for Re-Water Research is to tackle the challenge of resolving two burning issues faced by urban India sewage disposal and access to clean potable water. The institute will set up an on-campus plant which will convert 1.35 million litre of sewage water from the hostels to 1.2 million litre of potable water, on a daily basis. The project is being developed to attract potential entrepreneurs and government agencies to take up sewage treatment at a large scale and with a business model for banks to gain confidence in funding such businesses. The pilot plant is expected to be ready by March 2019. PART 2 On August 17, the 2018 International Conference on Recent Advances in Food Processing Technology (icrafpt) has started at Indian Institute of Food Processing Technology (IIFPT), Thanjavur in Tamil Nadu with theme Doubling farmers income through food processing. The 3-day conference is the valuable and important platform for inspiring international and interdisciplinary exchange at the forefront of food research. In it, internationally renowned speakers will share their research experiences in the areas of advances in food engineering and its industrial applications, food product development, food biotechnology, nano foods. The IIFPT is the premier national Institute working under the administrative control of Ministry of Food Processing Industries (MoFPI) and its headquarters is located in Thanjavur.

RCEP

Stay with RCEP Negotiations on the Regional Comprehensive Economic Partnership, among 16 Asian and Pacific Ocean countries, have entered a decisive phase. Most potential member-countries of the grouping, that comprises the 10 ASEAN members and their Free Trade Agreement partners, Australia, China, India, Japan, New Zealand and Republic of Korea, would like to see a substantive agreement on the trade deal by the end of this year. At a meeting in Singapore, which is driving the effort as the current ASEAN chair, countries which still have issues with the outline of the agreements reached so far may be told politely to step aside and allow a smaller group to go ahead with finalising the RCEP, with the option to join it at a later date. India is among the countries that will have to take a call at this point, and the government s decision to set up a group of four ministers to advise Prime Minister Narendra Modi on the path ahead indicates the seriousness of the situation.

CONTINUE India s concerns with RCEP negotiations thus far are manifold, but some have been addressed. The first is the greater access Chinese goods will have to the Indian market, a problem given India s massive trade deficit. To circumvent this, given that India is the one country that doesn t have an FTA with China, the government has proposed a differential market access strategy for China, which others are inclined to accept. After the Wuhan summit, India and China have made progress on addressing the trade deficit, with China increasing access for Indian goods such as pharma and agricultural products. The second concern is about demands by other RCEP countries for lower customs duties on a number of products and greater access to the market than India has been willing to provide.

CONCLUSION On the other hand, the more developed RCEP countries such as Australia and Singapore have been unwilling to accommodate India s demands to liberalise their services regime and allow freer mobility of Indian workers. Naturally, none of this is made easier by the fact that some of the RCEP countries, including India, are headed for elections next year, a point where governments traditionally turn protectionist. Despite these concerns, the government must take into account the deeper strategic pitfalls of either slowing down India s RCEP engagement or walking out of the talks at this stage. Doing so would cut India out of the rules-making process for the RCEP and give China further space in the regional trade and security architecture. At a time when the U.S. has broken from the global concord on multilateral trade agreements, an Indian walkout would endanger the united message that RCEP countries, which represent 40% of the global GDP, would wish to send out. It would also be a sharp departure from India s Act East slogan and its extended outreach to ASEAN.

Taliban rejects Afghan ceasefire The Taliban rejected on Monday an Afghan government offer of a ceasefire and it would persist with their attacks, two militant commanders said, while insurgents ambushed three buses and kidnapped nearly 200 passengers travelling for a holiday. The two Taliban commanders said their supreme leader rejected President Ashraf Ghani s Sunday offer of a three-month ceasefire, beginning with this week s Id al-adha Muslim holiday. In June, the Taliban observed a government ceasefire over the three-day Id al-fitr festival, leading to unprecedented scenes of government soldiers and militants embracing on front lines, and raising hopes for talks. But one of the Taliban commanders said the June ceasefire had only helped U.S. forces, who the Taliban are trying to drive out of the country, and Taliban leader Sheikh Haibatullah Akhunzada rejected the new offer on the grounds it would only help the U.S.-led mission. Our leadership feels that they ll prolong their stay in Afghanistan if we announced a ceasefire now, a senior Taliban commander, who declined to be identified, said by telephone. An official in Mr. Ghani's office said the three-month-long ceasefire declared by the government was conditional, and if the Taliban did not respect it, the government would maintain military operations.

Wave of attacks The Taliban has launched a wave of attacks in different parts of the country in recent weeks, including on the city of Ghazni, southwest of Kabul. Hundreds of people have been killed in the fighting. The rejection of Mr. Ghani s ceasefire came as government officials were trying to secure the release of at least 170 civilians and 20 members of the security forces who were taken hostage by the Taliban from three buses in the northern province of Kunduz. Esmatullah Muradi, a spokesman for the Governor of Kunduz, said the kidnapping happened when three buses were travelling through Kunduz from Takhar province, on their way to the capital, Kabul. The buses were stopped by the Taliban fighters, passengers were forced to step down and they have been taken to an undisclosed location, Mr. Muradi said. The Taliban confirmed it had captured three buses packed with passengers. We decided to seize the buses after our intelligence inputs revealed that many men working with Afghan security forces were travelling to Kabul, Zabihullah Mujahid, a spokesman for the Taliban, said.

Civilians to be freed We have taken the buses to a safe area to prevent any clashes and we are now identifying members of the security forces, he said, adding that civilians would be released. Kunduz provincial council member Sayed Assadullah Sadat said people on the buses were travelling to be with family in Kabul for the holiday. A senior Interior Ministry official in Kabul said officials in the area were talking to Taliban leaders in Kunduz to get the estimated 190 hostages released. Separately, Mr. Mujahid said the Taliban would release at least 500 prisoners, including members of the security forces on Monday, a day before Id celebrations begin.
