OFFICE OF THE PRINCIPAL DIRECTOR OF AUDIT (CENTRAL), AUDIT BHAVAN, AHMEDABAD 380009 TENDER NOTICE The office of the Principal Director of Audit (Central), Ahmedabad invites sealed Tender/Rates from reputed agencies/service providers inspection vehicle for the year 2017-18 (15-04-2017 to March 2018) as per details below:- Items Toyota Etios (A/C) / Marutti Suzuki Siaz The last date of submission of tender is 31-03-2017. The sealed tender documents should be addressed to the Director (Admn), office of the Principal Director of Audit (Central), Gujarat, Ahmedabad 380009 and should be dropped in Tender Box situated at 4 th Floor in a sealed cover containing Annexure- I,II and III and should be super-scribed Tender for providing inspection vehicle. The detailed tender documents can be obtained from the Sr. Audit Officer (GOM), O/o Principal Director of Audit (Central), Gujarat, Ahmedabad, Audit Bhavan on all working days (except Saturdays, Sundays and holidays) from 9:30 AM to 06:00 PM. This Tender notice along with tender documents are also available on our website paggujarat.nic.in under Tender Notices > inspection vehicle. The tenders will be opened by the tender committee at 06-04-2017 (11:00 AM) in the presence of the service providers/contractors who wish to be present. Interested service providers may note that bids received without complete details/proofs in Annexure I, II & III are liable to be rejected outright. The Principal Director of Audit (Central), Gujarat, Ahmedabad reserves the right to accept/reject any tender/quotation without assigning any reason. Sd/- Director (Admn)
Annexure-A TERMS AND CONDITIONS (FOR INSPECTION VEHICLE) 1. The Contract will be effective from 15-4-2017 to 31-03-2018. 2. They will provide dedicated vehicle, in excellent running condition, with a dedicated driver, with good driving experience. The photocopy of registration certificate of the vehicle and photocopy of valid driving license of the driver and insurance covering note duly attested by them should be submitted along with the acceptance of terms and conditions. 3. The vehicle may be utilized on Saturday and Sunday in case of exigencies. 4. Generally the duty hour of the vehicle would start from 08.00 hours and end at 20.00 hours to suit the office timing of 09.30 hrs. Or till the office work is completed, whichever is later on all the working days. But at the time of out station duty there is no time limit of duty hours and may extend to any extent including Sundays and holidays. 5. The reading of mileage and duty time will be counted from reporting point to relieving point and dead mileage of 15 km only would be allowed. 6. They will maintain record of undertaken journey in logbook type system, for each day which will be verified by the officer-in-charge on the next day or successive working days. 7. They will provide an alternative vehicle in case of any sort of breakdown of the regular vehicle. 8. The fuel (Diesel & Mobil, oil, etc.,) and any maintenance cost for outstation journey toll tax, etc., would be paid by the agency. 9. Service Tax will be borne by this office, wherever applicable. 10. The vehicle should be insured comprehensively and should have necessary permits from the Transport Department/ Authority. 11. The office will not be responsible for any challan, loss damage or accident to the vehicle to any other vehicle or injury, the liability of this office will be limited to the hiring charges only. 12. 15days advance notice may be given by the agency, before disengaging the vehicle. 13. In the event of unsatisfactory performance either of the vehicle or of the driver and/or non- compliance with any of the terms and conditions specified, the contract shall be liable for termination without assigning any reason whatsoever. 14. They will submit taxi bill of a month in 1 st week of the following month along with copy of logbook duly certified by the officer-in-charge. 15. The contract will be initially for one month for trial basis and may be extended up to March-2018 on rendering satisfactory services (subject to approval of competent authority) 16. Minimum k. m. will be 2500 per month and, if it exceeds 2500 km then - @10 Rs. per Km payment will be made to the exceeded km extra as fixed. If used Km. during the month is less than 2500 Km. payment will be made for 2500 Km. However Km. which
are not used up to 2500 Km. i. e. saved Kms during the moth are to be adjusted with the exceeded Kms. In any subsequent months. 17. The successful bidders will have to execute an agreement with the department. 18. Performance Security I) The successful bidder shall deposit an amount equal to 05% of the approved tender cost (as indicated in NIT) within 1 week of conveying of intention for accepting the bid as Performance Security by this office i.e. Office of the Principal Director of Audit (Central) Ahmedabad. II) Performance Security shall be submitted in the form of Bank Guarantee issued by a scheduled Bank (Annexure-III) or DD/Banker s cheque drawn in favour of Office of the PAO/IAD of AG (A&E), Ahmedabad. III) Performance Security will be discharged after completion of contractor s performance obligations under the contract. IV) If the contractor fails or neglects any of his obligations under the contract it shall be lawful for office to forfeit either whole or any part of performance security furnished by the bidder as compensation for any loss resulting from such failure. 19. Penalties I) In case of break down, vehicles have to be replaced by other immediately or not more than one hour. In case of non- availability of suitable vehicle a penalty up to Rs. 200/- may be imposed in addition to deduction on pro-rata basis for the period. If the number of break down exceeds three times in a month, a penalty of Rs. 300/- per break down shall be imposed. II) In case of non-availability of vehicles penalty of Rs. 1800/- per day shall be imposed in addition to deduction at pro-rata basis for that day. III) In case of non-availability of vehicles during extra hrs. Penalty of Rs. 200/- per occasion shall be imposed. 20. In case of any dispute of any kind and in any respect whatever, the decision of Principal Director of Audit (Central), Ahmedabad shall be final and binding. Jurisdiction of the court 19. In the case of any dispute of any kind and in respect of whatsoever arising out of tender/court the decisions of the Hon ble courts at Ahmedabad will be final and binding. Annexure-III FORM OF PERFORMANCE SECURITY (GUARANTEE) Form of Performance Security (Guarantee) Bank Guarantee Bond In consideration of the Executive Director, NABI(hereinafter called The Institute ) having offered to accept the terms and conditions of the proposed agreement between.and (hereinafter called the said Contractor(s) ) for the work (hereinafter called the said agreement ) having agreed to production of an irrevocable Bank Guarantee for Rs..
