REZONING REQUESTS APPROVAL OF MINUTES OF LAST MEETING Motion was made by Greg Matherly and seconded by Mark Larkey to accept the minutes of the last meeting with an amendment made on Item 6 correcting the purchase price of the property leased by the Highway Dept. to $55,000.00. Motion passed with the following roll call vote: Item 2: RESOLUTION TO REPEAL PRIOR RESOLUTION NO.10-08-09, WHICH INCREASED THE MINIMUM MONTHLY SERVICE RETIREMENT ALLOWANCE FOR FORMER, CURRENT AND FUTURE MEMBERS OF BOARDS, COMMISSIONS, COMMITTEES, COUNCILS AND THE LIKE WITH CREDITABLE SERVICE IN THE TENNESSEE CONSOLIDATED RETIREMENT SYSTEM AND TO RETURN TO THE PREVIOUS BENEFIT OF $8.00 PER MONTH FOR EACH YEAR OF CREDITABLE SERVICE Motion was made by Mark Larkey and seconded by Skip Oldham to repeal the prior Resolution which increased the minimum monthly service retirement allowance for former, current, and future members of Boards, Committees, councils and the like with creditable service in the Tennessee Consolidated Retirement System and to return to the previous benefit of $8.00 per month for each year of creditable service. Item 3: Mr. Mike Rutherford, the Zoning Administrator, presented the County Commission with the following information regarding a State Fire Marshall Mandate: The mandate is that each county that doesn t have a building code in effect will automatically get a code through the state. The state of Tennessee will impose the building code as of October 1 st, 2010. The code will effect single and two family structures only. The presentation was for information purposes only, so there was no need for a motion. Item 4: Motion was made by Mark Larkey and seconded by Pete Speropulos to adjourn to Executive Session to review and discuss the case of Sneyd vs Washington County, Case # 40557. Motion passed with an all yes voice vote. Motion was made by Ken Lyon and seconded by Mark Larkey to proceed to defend the case of Sneyd vs Washington County and hire outside council. Mr. Rambo made the referral of Erick Herrin to represent the case. The appointments are as Gerald Sparks, Joe Corso, Skip Oldham, Ken Lyon, Alpha Bridger, and Mark Larkey Item 4: RESOLUTION CONFIRMING MAYOR S APPOINTMENTS TO THE COUNTY RULES COMMITTEE Motion was made by Joe Grandy and seconded by Sam Humphreys to accept the Resolution confirming the Mayor s appointments to the County Rules Committee as Lee Chase, David Tomita, Evert Jarrett, Joe Corso, and Roger Nave RESOLUTION CONFIRMING MAYOR S APPOINTMENTS TO THE ZONING COMMITTEE Motion was made by Lee Chase and seconded by Doyle Cloyd to accept the Resolution confirming the Mayor s appointments to the Zoning Committee as Pete Speropulos, Greg Matherly, Richard Matherly, Mitch Meredith, and Joe Sheffield RESOLUTION COMFIRMING MAYOR S APPOINTMENTS TO THE WATER TASK FORCE COMMITTEE Motion was made by Doyle Cloyd and seconded by Joe Grandy to accept the Resolution confirming the Mayor s appointments to the Water Task Force Committee as

RESOLUTION CONFIRMING MAYOR S APPOINTMENT AS THE COUNTY HISTORIAN Motion was made by Doyle Cloyd and seconded by David Tomita to accept the Resolution confirming the appointment of Judge John Kiener as the County Historian of Washington County. RESOLUTION APPOINTING MEMBERS TO THE COUNTY PURCHASING COMMISSION Motion was made by Sam Phillips and seconded by Mark Ferguson to accept the Resolution appointing members to the County Purchasing Commission as Joe Grandy, Sam Humphreys, Gerald Sparks,and Richard Matherly Also, Mayor Eldridge selected Ken Lyon to serve on the Purchasing Committee in his place. Item 1: The Commissioners would like to review the entire benefits package for Washington County Commissioners. Item 2: The Commissioners would like to review the salary of the Washington County Commissioners. Item 3: The Commissioners would like the Ethics Committee to take into consideration whether or not we should have ATM Machines in the Justice Center and in the Courthouse, because a County Employee ( an Elected Official) owns the machines, and some of the Commissioners feel as though it is a conflict of interest. Item 4: Commissioner Joe Sheffield presented to the Commission, a motion for the consideration of the complete inventory of all vehicles owned by the Washington County Government, this includes ALL departments. Commissioner Sheffield also requested information on who is in charge of the vehicles, drivers of the vehicles, do they drive the vehicles home, what is the drivers position, and why it is necessary the employee takes the vehicle home. Mr Sheffield also stated that he feels the policy should be that every vehicle owned by the Washington County Government should carry the County Seal, the Department name and should be identified as for official use only. Mr. Sheffield requested that the issue be placed on the October meeting agenda for further discussion. Motion was made by David Tomita and seconded by Joe Grandy to suspend the rules in order to consider the motion as presented by Mr. Sheffield. Motion passed with the following roll call vote: Tomita, Ethan Flynn, Ken Lyon, Richard Matherly, Mark Ferguson, Joe Grandy, Mark Larkey, Roger Nave, Evert Jarrett, David Shanks, and Pat Wolfe. Richard Shadden, Gerald Sparks, and Ben Bowman Motion was made by Joe Sheffield and seconded by Sam Humphreys to send the request made by Commissioner Sheffield to the Public Safety Committee and amend it until the December meeting, so that the Public Safety Committee will have ample time to gather the information requested.
