FULL BOARD MEETING DATE: AGENDA ITEM: MACOMB COUNTY, MICHIGAN RESOLUTION TO: Authorize a budget amendment in the amount of $70,000 to provide funding that will allow the Clerk/Register of Deeds to hire five temporary workers for up to six months. The budget amendment will be budget neutral by increasing charges for services revenue by $68,000, with corresponding increases in salaries and wages of $62,900 and fringe benefits of $5,100 *Further, this budget action addresses budgetary issues only. It does not constitute the Commission s approval of any County contract. If a contract requires Commission approval under the County s Contracting Policy or the County s Procurement Ordinance, such approval must be sought separately. FORWARD TO THE FINANCE COMMITTEE. INTRODUCED BY: Kathy Tocco, Chair, Government Operations Committee BACKGROUND: As the economy starts to improve and property sales increase, so does the work in the Register of Deeds office. The Clerk/Register of Deeds is requesting five temporary employees be hired for up to six months in 2013, at a cost not to exceed $68,000. Breakdown of the budget adjustment for the cost/funding of temporary workers: Description Cost Explanation Salaries & Wages $12,567.75 975 hours @ $12.89 / hour Fringe Benefits $1,024.27 (8.15%) Subtotal: $13,592.02 per temp x 5 temps $67,960.10 GRAND TOTAL The following chart shows the recent trends in the Register of Deeds office, including the recent increase in documents, expected to continue, despite the decrease of staff through budget cuts the last few years. The Register of Deeds office recorded more than 184,000 documents in 2012. This is almost a 30 percent increase and a number that has not been that high since 2007, before the combined offices lost 20 percent of the staff from budget cuts. During this time, the office also implemented the entry book, which prevents fraud by allowing the public to see real estate transactions waiting to be processed, but also adds steps to the recording process. 1

As a result of the vacancies and increased workload, the recording time on documents in the Register of Deeds Office has greatly increased and the Clerk s Office has seen an increase in processing time in the court section and vital records. The revenue budget for the Register of Deeds for 2013 is $2,614,840. As indicated in the chart above, actual revenue for the past two fiscal years has exceeded this amount by more than the $70,000 being requested. Therefore, we believe that it is realistic to expect actual revenues to be at least $2,684,840 in 2013. We have discussed this with the Finance Department and they concur with our calculations and are supportive of this request. COMMITTEE/MEETING DATE Government Operations 2-25-13 2

Funds are used to facilitate the Green Schools Program activities including the purchase of award materials which are provided to schools which participate in the program.
