Recommended Authorization to Transfer Funds Services, First Supervisory District of Suffolk County, hereby authorizes the District Superintendent, Chief Operating Officer, Associate Superintendent for Management Services, or the Director of Business Services to approve budget transfers and budget increases and decreases within program appropriations during the 2017-18 school year. 55. Recommended Authorization to Employ Non-Probationary, Temporary Personnel Services, First Supervisory District of Suffolk County, hereby authorizes the Chief Operating Officer to employ non-probationary, temporary personnel who work less than 60 percent of a full-time position, at an hourly rate or per diem rate established by the Board, as well as interim appointments for full-time personnel whose beginning date falls prior to a Board Meeting during the 2017-18 school year. All other personnel shall be recommended by the Chief Operating Officer for Board approval. 56. Recommended Authorization to Approve Conferences, Workshops, Seminars, and Other Business Meetings Services, First Supervisory District of Suffolk County, hereby authorizes the District Superintendent, Chief Operating Officer, or designee to approve conferences, workshops, seminars, and other business meetings for all staff members for whom funds have been appropriated during the 2017-18 school year. 12

Recommended Authorization to Sign Purchase Orders Services, First Supervisory District of Suffolk County, hereby authorizes the Purchasing Agent or in the absence of the Purchasing Agent, the Assistant Purchasing Agents, to sign purchase orders with governmental agencies, vendors, or any other third party, on behalf of the Board of Cooperative Educational Services, where there is no other conflict with State Education Law, Opinions of the Comptroller, Local Finance Law, Regulations of the Commissioner, or any other regulation applicable to the Board of Cooperative Educational Services during the 2017-18 school year. 58. Recommended Authorization to Invest Funds Services, First Supervisory District of Suffolk County, hereby authorizes the Treasurer, Deputy Treasurer, or Treasurer Pro Tem, in conjunction with the Associate Superintendent for Management Services or Director of Business Services, to invest those available funds of the Board of Cooperative Educational Services in accordance with Board Policies, Administrative Regulations, Board Resolutions, and applicable laws and regulations as established by the New York State Education Department, State Comptroller s Office, or other governing agencies for the 2017-18 school year. 59. Recommended Authorization to Sign Checks Services, First Supervisory District of Suffolk County, hereby approves that the sole signature of the Treasurer, or in the Treasurer s absence, the sole signature of the Deputy Treasurer, or Treasurer Pro Tem, is to appear on all Board of Cooperative Educational Services checks for the 2017-18 school year. 60. Recommended Authorization to Execute Contracts and/or Agreements for Goods and/or Services Services, First Supervisory District of Suffolk County, hereby authorizes the Purchasing Agent, or in the absence of the Purchasing Agent, the Assistant Purchasing Agents, to execute contracts during the 2017-18 school year for the purchase or lease of goods and/or services in amounts less than $20,000 per vendor, per year, where competitive bidding is not required, and where the budget contains adequate appropriations to cover such obligations. Recommended Authorization to Execute Professional Services Contracts for CoSer 531 Services, First Supervisory District of Suffolk County, hereby authorizes the Associate Superintendent for Educational Services to execute contracts during the 2017-18 school year for Professional Development Services in CoSer 531 in cumulative amounts less than $20,000 per vendor, per year where competitive bidding is not required, and where the budget contains adequate appropriations to cover such obligations. A report concerning the contracts shall be made at the next Board meeting after the execution of such contracts. 62. Recommended Authorization to Execute Arts-in-Education/Exploratory Enrichment Professional Services Contracts Services, First Supervisory District of Suffolk County, hereby authorizes the Administrative Coordinator for Arts-in-Education to execute contracts during the 2017-18 school year for Artsin Education/Exploratory Enrichment contracts where competitive bidding is not required, and where the budget contains adequate appropriations to cover such obligations. 63. Recommended Authorization to Execute Contracts and/or Agreements for Federal, State, and County Grants Services, First Supervisory District of Suffolk County, hereby authorizes the District Superintendent, Chief Operating Officer, Associate Superintendent for Management Services, or Director of Business Services to execute contracts and agreements with the United States of America, the State of New York, any New York State County, or other organization for grants or grant related funding during the 2017-18 school year. A report concerning the contracts and/or agreements for such grants shall be made at the next Board meeting after the execution of such contracts and/or agreements. 64. Recommended Authorization for the Director of Administrative Services to Sign Cross Contracts Services, First Supervisory District of Suffolk County, hereby authorizes the Director of Administrative Services to sign cross contracts on behalf of the District Superintendent and/or Chief Operating Officer for the 2017-18 school year. 14

Recommended Authorization to Accept Subpoenas and Other Services of Process Services, First Supervisory District of Suffolk County, hereby authorizes all Administrative Council members housed in the Hines Administration Center, the Executive Assistant to the District Superintendent and the Chief Operating Officer, and the Senior Clerk Typist in Administrative Services, to accept subpoenas and other services of process during the 2017-18 school year. 66. Recommended Authorization to Execute Payment of Claims for Postage Prior to Audit Services, First Supervisory District of Suffolk County, hereby authorizes the payment, in advance of Audit, of claims for postage, pursuant to Education Law 1724(3). 67. Recommended Approval of Payment of Institutional Membership Dues The total cost of institutional memberships that were paid for the 2016-17 school year was $40,043.00. Recommended Approval of a Resolution Board Member Attendance at Certain Educational Luncheon and Dinner Meetings on Long Island Sponsored by Educationally-Related Organizations This resolution will allow Board Members to attend certain luncheon and dinner meetings on Long Island sponsored by educationally-related organizations such as the New York State School Boards Association, the Nassau-Suffolk School Boards Association, SCOPE, R.E.F.I.T., and other similar educationally-related organizations without having to seek Board approval each time. RECOMMENDED MOTION: WHEREAS, the Board has determined that membership in certain educationally-related organizations such as the New York State School Boards Association, Nassau-Suffolk School Boards Association, and other similar educationallyrelated organizations and/or attendance by Board members at such meetings will promote valid educational purposes related to the work of the agency; and WHEREAS, said meetings occur from time to time on Long Island during lunch or dinner hours; NOW, THEREFORE, BE IT RESOLVED, that the Board authorizes the attendance of its members at meetings of the New York State School Boards Association, Nassau-Suffolk School Boards Association, SCOPE, R.E.F.I.T., and other similar educationally-related meetings that promote the work of the agency on Long Island during the 2017-18 school year. 70. Recommended Approval of a Resolution Staff Member Attendance at Luncheon and Dinner Meetings on Long Island This resolution will allow staff members to attend certain luncheon and dinner meetings on Long Island that will benefit the agency with appropriate approvals. RECOMMENDED MOTION: WHEREAS, Section 77-B of the New York State General Municipal Law permits the Board to authorize employee attendance at conventions, conferences, and similar meetings for the betterment of the agency; and WHEREAS, the Board has determined it is beneficial to ESBOCES for its employees to attend meetings with an educational or an ESBOCES purpose including meetings that may be held during the luncheon or dinner hours; 16

NOW, THEREFORE, BE IT RESOLVED, that the Board delegates to the Chief Operating Officer, or his/her designee, the power to authorize staff member attendance at such meetings from time to time on Long Island during the 2017-18 school year and to determine that the particular meetings will likely be of benefit to the agency; and BE IT FURTHER RESOLVED, that the expenses of said meetings shall be a charge against ESBOCES and the amount thereof shall be audited, allowed, and paid in the same manner as are other claims submitted to ESBOCES pursuant to procedures developed by the administration. 71. Recommended Approval of Resolutions Chief Operating Officer to Make Changes in Position Titles Within our Policies Services, First Supervisory District of Suffolk County, hereby authorizes the Chief Operating Officer to make changes in position titles within our policies to conform with the Table of Organization without seeking Board approval each time. Services, First Supervisory District of Suffolk County, hereby directs the Chief Operating Officer to conform the existing language in its policies with the revised Table of Organization and change the titles referred to in the policies to reflect the new titles. 72.
