Roll Call: Supervisor Evers present Councilman Fennelly present Councilman Mihalko present Councilman Kern - present Councilman Michaels - present Good news was discussed. Public comment on agenda items Pat Nolan Commented on agenda items 11 & 12. I submitted an ethics complaint and have heard nothing. Ned Fitzgerald St. John s Terrace discussed Assessor resolution. John came to the Town when the Town was in need. The public needs to know why you are appointing someone else to this position. Tom Raymond I would like to give a very good recommendation for John Harkin. Lillian Parsons 10 Sharpe Avenue John Harkin does a good job Carl Yager You re leaving that office at a critical time Al Spain 1 Lucille Court 2 years ago Councilman Michaels asked that the board not make appointments and to let the new administration do it. Jim you have been a life long member of this Town, please due the right thing. Michelle Wessels Phillip Street John Harkin is on vacation and dosen t even know that this is happening. At least have the decency to wait until next week when he is here. Councilman Fennelly We sent an ad out. We didn t interview them. Councilman Mihalko The only one I spoke to was Phil Malone Councilman Michaels UI Spoke to 3 of them. The only resume I had was Phil Malone s. I did speak to him. Judy Wos Jimmy, do the right thing.

Dave Wos 2 Gentlemen came in for Police positions and said that they would move to North Greenbush. Councilman Fennelly said no because they were not residents. Councilman Fennelly That was the law. I would not vote against the law. Jeffrey Spain I find it hard to believe that anyone has more experience than John with his 30+ years of experience Paul Goldman Does the Board have a Environmental Assessment form? Town Attorney Sabo Don t have it right now. County Planning and Zoning. Type I action, have to send it to all involved agencies Katrina Dinan Take all of the personalities out of this. I believe the people spoke on November 6 they want a board that communicates. Phillip Malone I am a resident of East Grenbush. I have worked in the Assessor s office for 6 months. I met john over 3 months ago. As far as Civil Service, once your qualified your qualified. Councilman Fennelly Would you be willing to move to North Greenbush. Phillip Moalone I may, but haven t decided. Richard Noel His resume should be discounted because it was not in on time. You need to interview all applicants after going through Civil Service. Dan Garab I have had the privilege to work with Mr. Harkin for the past 11 months. I don t know about the political connections, but he treated everyone on the Board of Assessment Review fairly and was A political. Phillip Malone Civil Service is being used as a tool, nobody else uses Civil Service. Ashlee Bombard The title is Assessor A. It does go through Civil Service and they do need to approve the person. Paul Goldman Part I is not filled out, the board has to fill it out. Town Attorney Sabo Part I was completed last week. Supervisor Evers made a motion in the matter of acceptance of the minutes. Councilman Kern seconded. All Board members present voted "Aye". Councilman Michaels Abstain. Supervisor Evers How can you do this? It isn t legal is it?

Town Attorney Sabo When the committee was found the board did not do this. Councilman Kern All these resolutions should be set aside. Councilman Fennelly made a motion in the matter of resolution regarding scope of authority of Comprehensive Plan Committee. Councilman Michaels seconded. Roll call: Supervisor Evers my feeling is that the Planning Board should be lead agency. Town Attorney Sabo Then you should go against this Councilman Michaels The Planning Board can Challenge this. Town Clerk Connolly Can get full size map of Plan? Supervisor Evers I know there is some question on weather this public hearing is legal due to the notice. Dan Garab Matterhorn Drive Map number 10 shows Defreestville Fire Department District and Wynantskill Fire District and is not correct. You show response area. I went there 10 days prior to the 8 th and it was not available. It has to be available 10 days in advance to the public and was not available. In terms of substance, you had a very good meeting, 4 & 43 became neighborhood mixed use, how did that occur Councilman Fennelly Saturday, it was preceded by a smaller Version Andy Rauss - 5 groups to single land use plan, good location for housing and mixed use. Goal was to create walkable linkage. We have a additional meeting for concerns and the steering committee has the option to revise Paul Goldman I picked it up on Tuesday. Obviously we would want some input. Has the board received the letter I sent? Look at the area this parcel is in. We just got the plan on Tuesday and the hearing is on Thursday. Charles Casale There is a division on the Comprehensive Plan. What is dividing you guys. Is it 4 & 43? What is the division? Supervisor Evers Retail is an area that this Town needs. Retail is part of this mix. Andy Rauss and Kevin Kelly both agreed this is only a guidline. Supervisor Evers I don t think there has been enough time. Councilman Kern - I read both books. Park Trail has been in progress, Twin town should not be Town Park. I-90 Connector, what is the estimated travel, business and sales loss because of lack of travel. Councilman Fennelly Every Town needs a Comprehensive Plan. We have been fortunate enough to have received funding from the Rensselaer County IDA. I have no idea why we are divided.
