Motion to Approve the Submission of Two Multimodal Access Grants to TDOT Presenter: Ellen Zavisca, TPO staff Item Summary: Local governments submitted three applications for Multimodal Access Grant funding to TPO staff. The TPO has been asked to submit two projects from the region. A review committee met in December and discussed the three applications received. Staff will share the review committee s ranking. Discussion of TDOT Identified Current Backlog and New Highway Projects Presenter: Mike Conger and Jeff Welch, TPO Staff Item Summary: TDOT Commissioner John Schroer made a presentation to the Executive Board at their December meeting on highway project needs at the state and regional level. He discussed the financial outlook for transportation funding in the state and identified the current backlog (projects approved by the TN General Assembly and currently under development) of highway projects in our area. In addition he distributed a list of new highway projects (Identified Needs-Projects Not Currently Under Development) Attachment #3A - List of TDOT Identified Current Backlog of Highway Projects Attachment #3B - List of TDOT Identified New Highway Projects Attachment #3C - List of TPO Identified Major Project Needs on State Routes from January 2015 4. Discussion on Mobility Plan Update Presenter: Amy Brooks, TPO Staff Item Summary: Staff will provide an update on the process to update the Mobility Plan 2040: Connecting People and Places 5. Election of Officers Presenter: Cindy Pionke, Chair Item Summary: The Bylaws state that the Technical Committee shall elect a Chair and Vice-Chair from its membership. Such election shall be by a majority vote of that membership. Election of officers shall take place on the first meeting of the calendar year and term of office shall be for one year. An officer is eligible to serve a maximum of 2 consecutive terms. The current officers, Cindy Pionke, Chair and Kathryn Baldwin, Vice Chair have served two consecutive terms. The Great Smoky Mountains Regional Greenway Council will be hearing from Charles Sims at their January meeting about potential economic impact of Knoxville's Urban Wilderness trail system. He published a white paper on the topic last summer. He'll be speaking at 12:30 p.m. Jan. 14 in the Toyota Auditorium at the Baker Center on Cumberland Avenue. Anyone is welcome to attend. Approval December 2, 2014 Meeting Minutes Chairperson Mason asked for a motion to approve the minutes from the December 2, 2014 meeting. A motion was made by David Reister to approve the minutes and seconded by Wayne Jessie. The minutes were approved by members of the Technical Committee. Prioritization of Multimodal Access Grants Don Brown presented a summary of the Multimodal Access Grant program. A summary of the City of Harrogate and City of Maynardville applications was presented including a project description, key aspects of the application and the Grant Review Committee scoring (Harrogate 82 points, Maynardville 80 points). After the presentation and discussion, Chairperson Mason asked for a motion to approve the two applications and scoring and to send the applications to TDOT to compete in the statewide competition. A motion was made by David Lietzke and seconded by David Cross to approve the two applications and scoring and to send the applications to TDOT. The motion was approved by the Technical Committee. 1

Draft Prioritization of Community Transportation Planning Grants Don Brown presented a summary of the Community Transportation Planning Grant program. A summary of the City of Wartburg application was presented including a project description, key aspects of the application and the Grant Review Committee scoring (90 points). After the presentation and discussion, Chairperson Mason asked for a motion. A motion was made by David Cross and seconded by Marilyn Toppins to approve the application and scoring and to send the application to TDOT to compete in the statewide competition. The motion was approved by the Technical Committee. TDOT Presentations Jack Qualls discussed the new federal transportation funding bill (FAST Act) and the Process for Consulting with Non Metropolitan Local Officials Survey. Amanda Snowden, John Barrett and other TDOT staff discussed major projects in the region including projects in Operations, Project Development and Resurfacing. A question and answer session followed the presentation. Coordinator s Report Don Brown discussed the following items: recent adjustments to the RPO boundaries and membership, the June 2015 workshops, TDOT s primary grant programs, TDOT funding programs, requests for study, road safety audit reports, TDOT project status reports and others. A motion was made by Micheal Williams to approve the minutes and seconded by Terry Wolfe. The minutes were approved by members of the Executive Board. Prioritization of Multimodal Access Grants Don Brown presented a summary of the Multimodal Access Grant program. A summary of the City of Harrogate and City of Maynardville applications was presented including a project description, key aspects of the application, the Grant Review Committee scoring (Harrogate 82 points, Maynardville 80 points) and the Technical Committee scoring (Harrogate 82 points, Maynardville 80 points). After the presentation and discussion, Chairman Edwards made a motion to score both applications 81 and to send the two applications to TDOT to compete in the statewide competition. The motion was seconded by Terry Bobrowski. The Executive Board approved the motion. 1

Draft Prioritization of Community Transportation Planning Grants Don Brown presented a summary of the Community Transportation Planning Grant program. A summary of the City of Wartburg application was presented including a project description, key aspects of the application, the Grant Review Committee scoring (90 points) and the Technical Committee scoring (90 points). After the presentation and discussion, Chairman Edwards asked for a motion. A motion was made by David Lietzke and seconded by Micheal Williams to send the application to TDOT to compete in the statewide competition and to adopt the Technical Committee scoring of 90. The Executive Board approved the motion. TDOT Presentations Jack Qualls discussed the new federal transportation funding bill (FAST Act) and the Process for Consulting with Non Metropolitan Local Officials Survey. John Barrett and other TDOT staff discussed major projects in the region including projects in Operations, Project Development and Resurfacing. A question and answer session followed the presentation. Coordinator s Report Don Brown discussed the following items: recent adjustments to the RPO boundaries and membership, the June 2015 workshops, TDOT s primary grant programs, TDOT funding programs, requests for study, road safety audit reports, TDOT project status reports and others.
