On Tuesday April 5th, 2016 at 6:00 P.M., the Liberty Township Board of Trustees met this day for a regular meeting. Upon call of the roll, Mrs. Matacic present, Mr. Schramm present, Mr. Farrell absent. Ms. Matacic led the Pledge of Allegiance. APPROVE MINUTES Mrs. Quinlisk requested a motion to approve the Minutes from the Regular Meeting, March 15th, 2016. PUBLIC COMMENTS Robin James, 6607 Eagle Creek Drive, representing the Lakota Robotics Club is looking for a new location to house the Robotics Club as the space they utilize at the Cincinnati Mills Mall has outlived its usefulness. The club would like to move closer to the Lakota Schools they represent and would also like to partner with the Township. Tom Emrick, would like to support the Robotics club and feels it is an asset to the community. Russell McClure, 6366 Maud Hughes Road, has concerns about the speed and dragracing that is occurring on Maud Hughes Road since the improvements have been made.

By virtue of the provisions of Ohio Revised Code Section 4511.21 the Director of Highways is hereby requested to review the engineering and traffic investigation and to determine and declare a reasonable and safe prima facie speed limit on Yankee Road beginning 0.05 miles north of Kyles Station Road and ending at Hankins Road in Butler County, Ohio. SECTION 2. That when this Board is advised that the Director of Highways has determined and declared a reasonable and safe speed limit on the section of road described in Section 1 hereof, standard signs, properly posted and giving notice thereof will be erected.

The Finance Director serves as a member of the management team with specific responsibility to manage the Liberty Township financial activities according to the rules of the Ohio Revised Code, assist Township Administrator with a variety of financial management matters, performs administrative work in planning, organizing, coordinating and directing activities of the finances for the Township. Supervision Exercised: May supervise administrative support positions in the preparation of special projects when assigned by the Township Administrator. Attendance: Office hours are 8:00 to 4:30 Monday through Friday. Must be able to attend evening public meetings as needed. Holiday, personal, and sick days are as instructed in the Liberty Township Personnel Policy Manual. I. ESSENTIAL DUTIES AND RESPONSIBILTIES include the following; other duties may be assigned. Manage all facets of the township accounting and financial management system consistent with township guidelines, generally accepted governmental accounting, and financial reporting principles and the Ohio Revised Code. Review, analyze, recommend improvements, and assist with the accounting and payroll practices and implementation of operational changes to improve accuracy, efficiency, internal control, timeliness and customer relations Ensure that proper internal control procedures are followed in all accounting activities Prepare monthly and quarterly JEDD collection and expense reports in coordination with the Economic Development Director Monitor semi-annual Residential Incentive District and Tax Increment Financing revenue received; file annual reports as required by law Complete bank reconciliations and prepare monthly, quarterly and annual reports, including the Liberty Township Charitable Fund. Prepare general purpose financial reports according to Generally Accepted Accounting Principles (GAAP); coordinate all required audits Prepare the annual township tax budget, long range forecast, and capital improvement plans. Coordinate with department managers to ensure department budgets are adhered to and capital improvement plans are updated annually Manage cash, investments and asset management in coordination with the Fiscal Officer. Prepare, amend and submit the annual appropriations, tax budget, and estimated resources consistent with the Township s budgetary practices and Ohio Revised Code. Assist in the preparation of documents and transcripts necessary for the issuance of bonds and/or keep accurate records of such debt obligations. Assist departments with contract purchases and renewals, and maintain original copy of all Township contract documents. Perform and coordinate special projects as assigned. Review and analyze the financial impact of employee benefits in coordination with the Assistant Township Administrator. Complete financial and budgetary information, revenue/expense forecasts and ad hoc reports for the Township Administrator.. Provide necessary financial data as required for grants, and monitor the receipt of funding and expenses in coordination with the Assistant Administrator. MEMORANDUM OF UNDERSTANDING WHEREAS, the City of Monroe, the SouthWest Ohio Computer Association (SWOCA), the Monroe Local School District, the Middletown City School District, and the Liberty Township Trustees; ( Collectively the Parties ) have filed an application for a Local Government Innovation Loan; and WHEREAS, the Parties have entered into this Memorandum of Understanding for the purpose of facilitating and implementing the goals of the loan application. NOW THEREFORE, the Parties to the Local Government Innovation Loan application have agreed to collaborate to do the following: 1. Support the construction and operation, possibly in conjunction with private partners, a fiber optic system utilizing strategic assets and resources owned by the Parties, other potential funding sources, and commitments to utilize the network, as much as practical, once completed. 2. Enhance economic development of the region through improved local government and educational services whenever possible, and when practical, support efforts to improve the fiber communication infrastructure necessary to promote cost effective and efficient access to the multiple priority facilities of the parties. 3. Whenever possible, to aggregate demand for telecommunications services, data center access, multiple internet providers, including the Ohio Academic Research Network (OarNet). 4. When possible, support each other s data and information technology needs utilizing the new fiber resources to connect to new and existing operations centers, shared network equipment and applications when practical. 5. The lead applicant is City of Monroe. 6. This collaboration will be enhanced and informed by the results of the LGIF Loan award. Nothing in this Memorandum of Understanding is intended to be legally binding. This document is an outline of how the Parties intend to collaborate should the LGIF Loan be awarded.
