On Tuesday April 5th, 2016 at 6:00 P.M., the Liberty Township Board of Trustees met this day for a regular meeting. Upon call of the roll, Mrs. Matacic present, Mr. Schramm present, Mr. Farrell absent. Ms. Matacic led the Pledge of Allegiance. APPROVE MINUTES Mrs. Quinlisk requested a motion to approve the Minutes from the Regular Meeting, March 15th, 2016. Mr. Schramm MOVED TO APPROVE THE MINUTES FROM THE REGULAR MEETING, MARCH 15TH, 2016. Ms. Matacic seconded. The motion passed. PUBLIC COMMENTS Robin James, 6607 Eagle Creek Drive, representing the Lakota Robotics Club is looking for a new location to house the Robotics Club as the space they utilize at the Cincinnati Mills Mall has outlived its usefulness. The club would like to move closer to the Lakota Schools they represent and would also like to partner with the Township. Tom Emrick, would like to support the Robotics club and feels it is an asset to the community. Russell McClure, 6366 Maud Hughes Road, has concerns about the speed and dragracing that is occurring on Maud Hughes Road since the improvements have been made.

Mr. Schramm MOVED TO APPROVE A RESOLUTION TO AUTHORIZE THE SUPPLEMENTAL APPROPRIATIONS. (2016-048) Ms. Matacic seconded. The motion passed. Services Department Mr. Plummer requested a Resolution to authorize the Township Administrator to execute an agreement with Arboretum Landscaping for the 2016 through 2018 cemetery mowing services in the amount of $ 309.00 per cut in 2016, $349.00 per cut in 2017, and $ 369.00 per cut in 2018 from account # 2041-410-360. Mr. Schramm MOVED TO APPROVE A RESOLUTION TO AUTHORIZE THE TOWNSHIP ADMINISTRATOR TO EXECUTE AN AGREEMENT WITH ARBORETUM LANDSCAPING FOR THE 2016 THROUGH 2018 CEMETERY MOWING SERVICES IN THE AMOUNT OF $ 309.00 PER CUT IN 2016, $349.00 PER CUT IN 2017, AND $ 369.00 PER CUT IN 2018 FROM ACCOUNT # 2041-410-360 (2016-049). Ms. Matacic seconded. The motion passed. Mr. Plummer requested a Resolution to request a review of the speed limit engineering and traffic investigation study for Yankee Road beginning 0.05 miles north of Kyles Station Road and ending at Hankins Road in Butler County, Ohio and to determine the statutory vehicular speed limit established by Ohio Revised Code Section 4511.21 and whether such speed limit is greater (or less) than considered reasonable safe. Mr. Schramm MOVED TO APPROVE A RESOLUTION TO REQUEST A REVIEW OF THE SPEED LIMIT ENGINEERING AND TRAFFIC INVESTIGATION STUDY FOR YANKEE ROAD BEGINNING 0.05 MILES NORTH OF KYLES STATION ROAD AND ENDING AT HANKINS ROAD IN BUTLER COUNTY, OHIO AND TO DETERMINE THE STATUTORY VEHICULAR SPEED LIMIT ESTABLISHED BY OHIO REVISED CODE SECTION 4511.21 AND WHETHER SUCH SPEED LIMIT IS GREATER (OR LESS) THAN CONSIDERED REASONABLE SAFE (2016-050). Mr. Schramm MOVED TO APPROVE A RESOLUTION TO APPROVE THE JOB DESCRIPTION FOR THE FINANCE DIRECTOR AND ADDS IT TO THE LIBERTY TOWNSHIP PERSONNEL POLICY HANDBOOK, AS PRESENTED IN THE ATTACHED DOCUMENT (2016-051). Ms. Matacic seconded. The motion passed. Ms. Bitonte requested a Resolution to hire Michelle Greis as the Finance Director at $75,000.00 per year with an effective start date of Wednesday, April 13, 2016. Mr. Schramm MOVED TO APPROVE A RESOLUTION TO HIRE MICHELLE GREIS AS THE FINANCE DIRECTOR AT $75,000.00 PER YEAR WITH AN EFFECTIVE START DATE OF WEDNESDAY, APRIL 13, 2016 (2016-052). Ms. Matacic seconded. The motion passed. Ms. Bitonte requested a Resolution to approve the Ohio Township Association Risk Management Authority (OTARMA) property and liability insurance renewal for 2016-2017 with the premium to be paid in full from the General, Fire, Police, Services, and Zoning funds in the amount of $52,358.00. Mr. Schramm MOVED TO APPROVE A RESOLUTION TO APPROVE THE OHIO TOWNSHIP ASSOCIATION RISK MANAGEMENT AUTHORITY (OTARMA) PROPERTY AND LIABILITY INSURANCE RENEWAL FOR 2016-2017 WITH THE PREMIUM TO BE PAID IN FULL FROM THE GENERAL, FIRE, POLICE, SERVICES, AND ZONING FUNDS IN THE AMOUNT OF $52,358.00 (2016-053). Ms. Matacic seconded. The motion passed. Ms. Bitonte requested a Resolution to authorize the Township Administrator to execute the attached Memorandum of Understanding, in substantially the same format, with the City of Monroe, the SouthWest Ohio Computer Association (SWOCA), the Monroe Local School District, and the Middletown City School District for the purpose of facilitating and implementing the goals for a Local Government Innovation Fund Loan for an amount not to exceed $3,000.00 from account # 1000-110-360. Mr. Schramm MOVED TO APPROVE A RESOLUTION TO AUTHORIZE THE TOWNSHIP ADMINISTRATOR TO EXECUTE THE ATTACHED MEMORANDUM OF UNDERSTANDING, IN SUBSTANTIALLY THE SAME FORMAT, WITH THE CITY OF MONROE, THE SOUTHWEST OHIO COMPUTER ASSOCIATION (SWOCA), THE MONROE LOCAL SCHOOL DISTRICT, AND THE MIDDLETOWN CITY SCHOOL DISTRICT FOR THE PURPOSE OF FACILITATING AND IMPLEMENTING THE GOALS FOR A LOCAL GOVERNMENT INNOVATION FUND LOAN FOR AN AMOUNT NOT TO EXCEED $3,000.00 FROM ACCOUNT # 1000-110-360 (2016-054). MEMORANDUM OF UNDERSTANDING WHEREAS, the City of Monroe, the SouthWest Ohio Computer Association (SWOCA), the Monroe Local School District, the Middletown City School District, and the Liberty Township Trustees; ( Collectively the Parties ) have filed an application for a Local Government Innovation Loan; and WHEREAS, the Parties have entered into this Memorandum of Understanding for the purpose of facilitating and implementing the goals of the loan application. NOW THEREFORE, the Parties to the Local Government Innovation Loan application have agreed to collaborate to do the following: 1. Support the construction and operation, possibly in conjunction with private partners, a fiber optic system utilizing strategic assets and resources owned by the Parties, other potential funding sources, and commitments to utilize the network, as much as practical, once completed. 2. Enhance economic development of the region through improved local government and educational services whenever possible, and when practical, support efforts to improve the fiber communication infrastructure necessary to promote cost effective and efficient access to the multiple priority facilities of the parties. 3. Whenever possible, to aggregate demand for telecommunications services, data center access, multiple internet providers, including the Ohio Academic Research Network (OarNet). 4. When possible, support each other s data and information technology needs utilizing the new fiber resources to connect to new and existing operations centers, shared network equipment and applications when practical. 5. The lead applicant is City of Monroe. 6. This collaboration will be enhanced and informed by the results of the LGIF Loan award. Nothing in this Memorandum of Understanding is intended to be legally binding. This document is an outline of how the Parties intend to collaborate should the LGIF Loan be awarded.
