Fazen with a reading of the Open Public Meetings Law Statement following by the Pledge of Allegiance and Opening Prayer. Roll Call Mayor Robert Fazen present C. Robert Dixon present C. DeCotiis, Fitzpatrick & Cole Police Chief Vito Bet- Police Department Approval of Minutes: November 7, 2018 Agenda November 7-2018 Executive Session Motion: Gomez All in favor: Aye Presentation of communications, petitions, etc. Billy Mild- Eagle Scout Project His project is centered at the Old Presbyterian Graveyard. It involves a self-guided tour of the graveyard. He has been planning the project with the assistance of the library director and historian. It entails a sign and flower boxes. The sign will feature a few paragraphs about the history of the graveyard, an index with names and location of those known to be buried and a map. He will have the design ready in the fall and install in the spring. The council was in favor of his project. Greetings for comments and invitation for discussion no comments 1

Engineers Report- Dale Leubner Project Manager Mr. Leubner reviewed the Engineers report prepared by Mr. Robert Keady Borough Engineer- >Billian Legion Park Parking Lot Permitting >2017 Road Improvement Program >Reconstruction of East Second Street Mr. Leubner reported on the Recreation Center; punch list items and Redevelopment action downtown. Committee reports Finance: Chair- C. Elizabeth Jannuzzi absent Liaison Committees: /Historic Preservation/ Green Team Public Works, Bldgs., Grounds & Utilities-Chair- C. Robert Dixon Liaison Committees: Library Advisory/Shade Tree/ Council gave the monthly activity report for public works department. No report on the library and shade tree. Public Safety (Police & Fire)- Chair- C. Vinnie Petti Liaison Committees: OEM/Parking Commission/Rescue Squad/ Council reported on the two major fires stating that the police and fire did a great job. Council gave the monthly activity report for the police department. Personnel, Administration & Ordinances- Chair- C. Glen Rossi Liaison Committees: Board of Education /Municipal Alliance/ Absent Economic Development- Chair- C. Anthony Pranzatelli- Liaison Committees: Planning Board/Architectural Review Board/ SID Absent Zoning, Construction & Code Enforcement- Chair- C. Abel Gomez Liaison Committees: /Board of Health/Cultural Arts/Recreation/ Council gave the monthly activity reports and advised that we now have a Heat Map of the town. We will be switching to Somerset County for Board of Health and will have a full-time person with a savings of $26,000 to the town. 2

Cultural Arts continuing to work on borough events. Recreation has an easy on-line web based application called Blue Sombrero for registrations. We closed out soccer and basketball and wrestling begins. C. Gomez noted that C. Dixon created a new module for the Recreation website. The borough owns this land and the homeowner has requested the town sell the land in order to develop a driveway. A resolution to authorize the process must be done. The consensus of the council gave their approval to begin the process. Mr. Herrera advised he must have the land appraised and offered to the contiguous property owners. 7

He advised the governing body the last meeting of the year is December 18, 2018.
