Sussex Street, Dover, New Jersey. REGULAR MEETING MINUTES FEBRUARY 28, 2017 The Regular Meeting of the Mayor and Board of Aldermen was held in council chambers, 37 N. Sussex Street, Dover, New Jersey. The meeting was called to order by Mayor Dodd at 7:00 PM ROLL CALL: Present: Aldermen Visioli, Picciallo, Romaine, Blackman, MacDonald, Toth, O Connor, Camacho and Mayor Dodd Also present were Municipal Clerk Margaret Verga, Administrator Donald Travisano and Attorney Timothy Downs Municipal Clerk Margaret Verga stated adequate notice was given to the official newspaper. Mayor Dodd opened the meeting to the public on any agenda items. Seeing no hands and hearing no voices, Mayor Dodd closed the meeting to the public. MAYOR S REPORT: Mayor Dodd made announcements as follows: The Town continues to work on the 2017 Municipal Budget. The Budget should be introduced at the next meeting subject to approval of the Finance Committee. Economic Development is working on events for 2017. Mayor Dodd mentioned there will be more events in 2017 than the Town has seen in the last five years. Town Engineer, Michael Hantson is working on a streetscape for the downtown area. There will be many updates taking place in our downtown area. The Mayor briefly mentioned that DPW has done a good job on the salting/plowing this winter. Mayor Dodd addressed that after passing the Taxi/Limousine Ordinance the downtown area seems safer and more parking spots are available. The Mayor wants our local businesses to be successful. He mentioned we will continue to target the gypsy cabs. The Police Department is watching for unlicensed vehicles. He spoke about prequalifying services pursuant to a fair and open process for Legal Services, Architecture and Surveying and Construction Management Services. Mayor Dodd publically thanked Town Administrator Donald Travisano for his hard work and renewing his contract for another three years. The Mayor spoke about appointing Patrick Laverty to the RVRSA after Edward Secco stepped down after serving for 37 years. ATTORNEY REPORT: No formal report was given. CONSENT AGENDA: RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE TOWN OF DOVER FOR APPROVAL OF MINUTES WHEREAS, In accordance with the provisions set forth in the Open Public Meeting Law, annual notice has been provided for all Mayor and Board of Aldermen meetings; and WHEREAS, The Mayor and Board of Aldermen of the Town of Dover held their Public Meetings, and minutes of those meetings were transcribed. RESOLUTION APPROVING VOLUNTEER FIRE/EMERGENCY SQUAD DEPARTMENT MEMBERS WHEREAS, the Town of Dover Fire Department has received applications for membership in the Dover Volunteer Fire Department and Emergency Squad; and WHEREAS, they have met all the requirements as stated in Chapter 20-4, Volunteer Fire Department; NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Aldermen of the Town of Dover approve the memberships as listed below: 1. Alexander Torres Emergency Squad RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE TOWN OF DOVER FOR THE RENEWAL OF SOCIAL AND ATHLETIC CLUB LICENSES WHEREAS, any person or group of persons, association or corporation, which meets for the purpose of promoting athletic sports, contests, exhibitions, classes or gymnasium; and WHEREAS, any person or group of persons, association or corporation which owns, leases, operates or controls premises for the purpose of social intercourse and entertainment; excluding organizations of state or national scope and religious organizations; and WHEREAS, the appropriate fees have been received with the renewal applications; Morris and State of New Jersey that the following Social and Athletic licenses are hereby approved: SCHEDULE A Casa Puerto Rico Inc. 50 West Blackwell Street RESOLUTION AUTHORIZING A WAIVER OF CERTAIN SEWER FEES WHEREAS, the owner of 72B Thompson Ave. has contacted Dover Water Commission seeking a waiver for certain Sewer Charges due to a water leak; and WHEREAS, the owner has corrected the leak and it was verified that the loss of water had not entered the sewer system; and WHEREAS, he is requesting an adjustment on the sewer portion of his utility bill; and WHEREAS, the Dover Water Board Commissioners recommend that the owner of account #308310-2 be credited $821.67 NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Board of Aldermen of the Town of Dover that a sewer credit be issued in the amount of $821.67. RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE TOWN OF DOVER APPROVING OF RAFFLE LICENSES WHEREAS, the below listed organization has applied for a Raffle License; and WHEREAS, such licenses have been reviewed by the appropriate departments and found to meet with all of the requirements and conditions of the municipality; Morris and State of New Jersey as follows:

The below listed raffles for the date set forth following their names are hereby approved: Schedule A Dover High School Band Booster Club To be held April 15, 2017 June 5, 2017 (Off-premise Raffle) RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE TOWN OF DOVER APPROVING APPLICATION FOR 2016 TONNAGE GRANT WHEREAS, the Mandatory Source Separation and Recycling Act, P.L.1987, c.102, has established a recycling fund from which tonnage grant may be made to municipalities in order to encourage local source separation and recycling programs; and WHEREAS, it is the intent and the spirit of the Mandatory Source Separation and Recycling Act to use the tonnage grants to develop new municipal recycling programs and to continue and to expand existing programs; and WHEREAS, the New Jersey Department of Environmental Protection has promulgated recycling regulations to Implement the Mandatory Source Separation and Recycling Act; and WHEREAS, the recycling regulations impose on municipalities certain requirements as a condition for applying for tonnage grants, including but not limited to, making and keeping accurate, verifiable records of materials collected and claimed by the municipality; and WHEREAS, a resolution authorizing this municipality to apply for 2016 Recycling Tonnage Grant will memorialize the commitment of this municipality to recycling and to indicate the assent of The Mayor and Board of Aldermen to the efforts undertaken by the municipality and the requirements contained in the Recycling Act and recycling regulations; and WHEREAS, such a resolution should designate the individual authorized to ensure the application is properly completed and timely filed. NOW THEREFORE BE IT RESOLVED by the Mayor and Board of Aldermen of the Town of Dover, County of Morris that hereby endorses the submission of the recycling tonnage grant application to the New Jersey Department of Environmental Protection and designates William J. Isselin / Municipal Recycling Coordinator to ensure that the application is properly filed; and BE IT FURTHER RESOLVED that the monies received from the recycling tonnage grant be deposited in a dedicated recycling trust fund to be used solely for the purposes of recycling. Alderwoman Romaine has moved the foregoing resolution be adopted and duly seconded by Alderman Picciallo and BILL LIST RESOLUTION WHEREAS, the Mayor and Board of Aldermen of the Town of Dover have examined all bills presented for payment; and WHEREAS, the Chief Financial Officer has certified that there are sufficient funds in the account(s) to which respective bills have been charged. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Aldermen of the Town of Dover do hereby approve the bills as listed; and BE IT FURTHER RESOLVED that the proper officials are hereby authorized to sign the checks for payment of same. Pedro Loor ELITE LIMO & TAXI SERVICE Maximiliano Quintero Nectalia Licona Wenceslao Villages Jeury Guzman Alderman Picciallo has moved the foregoing resolution be adopted and duly seconded by Alderwoman Romaine and RESOLUTION OF THE TOWN OF DOVER, COUNTY OF MORRIS AUTHORIZING THE SALE OF A NEW LIQUOR LICENSE BY WAY OF PUBLIC SALE AND ESTABLISHING MINIMUM BID OF $35,000.00 WHEREAS, there exists in the Town of Dover the authority to issue one (1) new Plenary Retail Consumption (Hotel/Motel Exception) License for the sale of alcoholic beverages; and WHEREAS, the Council has determined to offer by public bidding, as authorized by N.J.S.A. 33:1-19.3, one (1) Plenary Retail Consumption (Hotel/Motel Exception) License with qualifications in accordance with this Resolution. 1. That there shall be offered for sale one (1) new Plenary Retail Consumption (Hotel/Motel Exception) License for the sale of alcoholic beverages in accordance with the procedures set forth at N.J.S.A. 33:1-19.1 et. seq. 2. That the Town Clerk shall publish notice of the proposed issuance of the alcoholic beverage license indicating that the applications therefore will be accepted by the Town Council at the time, date, and place specified in the notice, after which no further applications will be accepted. 3. That said notice shall be published in a newspaper circulating generally in the municipality at least two (2) times, at least one week apart, the second of which shall be at least thirty (30) days prior to the date of the sale. 4. The minimum bid price for the alcoholic beverage license authorized by this Resolution shall be $35,000.00. 5. The Towns Clerk shall review all applications for the license to ascertain that the applicant is qualified under New Jersey Statutes pertaining to intoxicating liquors, the Rules and Regulations promulgated by the Alcoholic Beverage Control Commission (ABC), and this Resolution. In a separate envelope marked Qualification Materials, the bidder shall submit the application for the Plenary Retail Consumption (Hotel/Motel Exception) License Bid. The Town Clerk, as agent of the Town Council, shall determine which bidders are qualified no later than five (5) days prior to the Public Sale and shall thereupon publicly announce no later than five (5) days prior to the Public Auction those applicants qualified for bidding as fixed by law, rules, regulations, and this Resolution. WHEREAS, there exists a need for the provision of Professional Services related to Legal Services in the Town of Dover; and WHEREAS, pursuant to N.J.S.A. 19:44A-20.5, et seq., this Board has determined to implement a fair and open process for the procurement of such services; and WHEREAS, a Request for Qualifications ( RFQ ) was issued for calendar year 2017 and responses were received; and WHEREAS, having considered the recommendation of the Town Administrator, the Mayor and Board of Aldermen of the Town of Dover have determined that the attached list of individuals and/or firms should be pre-qualified to provide said services; and

TRAVISANO, TOWN ADMINISTRATOR WHEREAS, on July 8, 2014, the Town appointed Donald J. Brian Gorski 9 Summer Avenue Mr. Gorski wanted to know when the dispatch services is being moved from the County to our Local Department. The Mayor explained how long the process takes and mentioned that we are in the process of updating our Police Department. The move is not completely off the table but it s an expense that needs to be researched.
