Page 1 of 5 A regular meeting of the Woodstock City Council was held on the above mentioned date commencing with Open Session at 7:00p.m. in Council Chambers at City Hall. All members of Council were present. Mayor Trevor Birtch chaired the meeting. Disclosure of Conflict of Interest Mayor T. Birtch, Councillor C. Lauder, and Councillor T. Poetter declared a conflict of interest with regards to Report F-2 as their positions on the board are being discussed. They did not participate in the discussion or vote on this matter. Councillor D. Tait assumed the chair for this portion of the meeting. Minutes That the minutes of the regular meeting of Woodstock City Council held on Thursday December 11 th, 2014 be adopted. Delegations a) David Creery, Chief Administrative Officer Capital Budget Overview Mr. Creery presented an overview of the 2015-2019 Capital Budget. This matter will be considered at the January 19 th 2015 Special Council meeting. Consideration of Planning Reports a) Application for Extension to Draft Approved Plan of Subdivision 32T-08005 Thames Developments Ltd. Seconded by Councillor D. Tait That Woodstock City Council advise Oxford County that the City supports a 2-year extension to the draft approval of the Thames Developments Ltd. Subdivision, (32T- 08005), for lands described as Part of Lots 4 & 5, Concession 13 (East Zorra) in the City of Woodstock to January 30, 2017. Action Clerks, Planning b) Application for Extension to Draft Approved Plan of Subdivision 32T-07009 Summit Estates That Woodstock City Council advise Oxford County that the City supports a 2-year extension to the draft approval of the Oxford Road Developments Subdivision, (32T- 07009), for lands described as Part of Lot 5, Concession 12 (East Zorra) in the City of Woodstock to January 27, 2017. Talbot That Woodstock City Council approve the Community Improvement Plan application for 525 Dundas Street, as described, and that the Mayor and Clerk be authorized to sign the necessary agreements; And further that the approved funds be reserved from the Downtown Reserve for this specific project. Action Economic Development, Administrative Services E-2 Industrial Land Sale to Hydro One Inc. Moved by Councillor D. Tait That Woodstock City Council authorize the sale of industrial lands to Hydro One and that the Mayor and Clerk be authorized to execute the agreement. Action Economic Development F - Clerks Department F-1 Board and Committee Appointments 2014 2018 Seconded by Councillor T. Poetter That Woodstock City Council confirm the appointment of members of the public and Councillors to boards and committees as outlined in the report. Councillor D. Tait assumed the Chair for the purposes of consideration of this resolution. F-2 Woodstock Hydro Holdings Board Remuneration Moved by Councillor S. Talbot That the City of Woodstock direct Woodstock Hydro Holdings Inc. to withhold compensation to Board members Mayor Trevor Birtch, Councillor Connie Lauder, and Councillor Todd Poetter for the remainder of the term of office. Shapton That Woodstock City Council establish the term of office for the Acting Mayor to be January 2015 through to January 14 th, 2016; And further that Woodstock City Council shall select an Acting Mayor and term of office at the regular meeting of Council to be held on January 14 th, 2016. By written resolution duly moved and seconded, the following Councillor was nominated for the position of Acting Mayor: S. Talbot Moved by Councillor T. Poetter Seconded by Councillor S. Shapton That Councillor S. Talbot be appointed as Acting Mayor for the term of January 2015 through to January 14 th, 2016. Action Administrative Services G Chief Administrative Officer G-1 211 Tecumseh Street That Woodstock City Council authorizes the Mayor and Clerk to sign a purchase and sale agreement for the transfer of 211 Tecumseh Street in accordance with the terms and that the necessary bylaw be passed. New Business That Woodstock City Council direct staff to include an additional fire fighter in the Additions to the Base Budget for 2015 for consideration by Council so that the staffing complement of the Fire Suppression Division is re-established to be 48 fire fighters; And further that Woodstock City Council direct the Fire Chief to provide a report with recommendations for additional Code 4 medical responses within the context of Tiered Response Agreement between the County of Oxford and the City of Woodstock. Action Administrative Services, Fire

Page 4 of 5 WHEREAS numerous complaints have been received regarding coyotes in the southwest end of the City of Woodstock near the Woodstock District Community Complex; AND WHEREAS the said coyote(s) appear to have lost their natural aversion to human contact; THERFORE, be it resolved that Woodstock City Council direct staff to hire a licenced trapper in accordance with the regulations of the Ministry of Natural Resources in the southwest end of the City of Woodstock near the Woodstock District Community Complex for no longer than the 2015 open season; And further that the maximum expense be $2,000 and that the funds be preapproved and added to the 2015 Animal Control Contracts Revenue Fund Budget. Action Clerks, Administrative Services By-laws That the following by-laws be given first and second reading: 8956-15 A by-law to deem one-third of the remuneration paid to the elected members of the council as expenses incident to the discharge of their duties as members of the council. 8957-15 - A by-law to amend the City of Woodstock Municipal Code Chapter 92 Clerk Appointment.
