ABSENT FOR ROLL CALL ALSO PRESENT Jane Baldwin from Quincy Board, Joy Wood, Lisa Wood, Suzie Preston, Mr. & Mrs. Don VraUic. APPROVAL OF AGENDA Swanson moved, Brown seconded, to approve the Agenda with one addition to New Business #8 BDLHEA Weekly Dress Down Day. Motion carried. None. BRIEF PUBLIC COMMENTS APPROVAL OF MINUTES Berg moved to accept the minutes of May 18, 1998. Smitley seconded. Motion carried.

Received from the City of Coldwater Faculties Tax Abatement Certificates from Putnam Machine Products Inc., 35 Cecil Drive, Coldwater, MI. ** Snarland reported that he received a letter from Union Twp. Supervisor Ralph Strong stating that tke Union Twp. Board would bke to met with him. regarding some concerns about tke Library. The Director and Rosemary Smitley will attend the Union Twp. Meeting also. The meeting will he July 14 at 7:00 p.m. Snarland informed Mr. Strong that we were holding Branck meetings at the Branckes to assess tke Branck capital needs and we will he at Union Twp. in October. We would bke otker members on the township hoard to attend also.

Brown seconded. Motion carried. 3. Penal Fine Chart: Discussed. 4. Internet account report: Reviewed PENDING BUSINESS 1. BDLHEA Report: Hutckins reported tkat tkey kad tkeir annual meeting on June 8, re-elected all tkeir officers and would give notice to tke Board in a timely way according to tke Contract. In September they want to re-open tke Contract wkick expires tke end ol December. Hutchins hrougkt from BDLHEA two items that are on the Agenda for Board's action tonight. 2. Building Committee Report: All committee reports will he distributed to all Board Members. The Building Committee meeting was mainly a walktkrougk inspection of tke Central Branck noting tke condition of tke building. 3. Liaison Report: a. Cold-water : Coldwater Board kad an election of officers. Randall Hazelbaker will continue as President, Ckad McCallum is Vice President, Shirley Clevenger, Secretary. Dr. James Troust is now on tkat Board. Tkey are purckasing a rack for tke kandouts in tke Heritage Room. Tkey are in desperate need for people to work as volunteers in tke Heritage Room especially in tke mornings. At tke end of eack meeting tkey are sorting tkrougk the acid-free boxes. Items that are not wanted will he taken to tke Curious Bookskop in East Lansing tor safe on consignment.

Page 4 of 8 b. Bronson: Hurd reported tkat Stepkanie Davis kad a nice write up in this week's edition of tke Bronson Journal. Regarding tke item of closing tke Library during tbe Ponsh Festival, Carol said "tkat kistorically tkey lose material during tkat period", so tkey are requesting tke Library be closed Vz day on Friday and all day Saturday. A tree had been planted and a plaque bad been placed on a rock in konor of tkose wko have given tkeir bves during tke war. Tke tree kas died. Jeanne Underkircker kas purckased anotker tree, and one of tke service clubs kas donated money to kelp witk tke expense of tke new planting. Tke Rotary Club has donated a Perkins Brailler to tke Library. Tkey kad a problem with the Internet related to Screen Door. Summer Reading Program is going great. Carol kas mailed letters to tke City Council & Townskip Board inviting tkem to our July Board Meeting. Vera will follow tkat up witk personal invitations. Carol did some researck and found out tkat originally tkere were 2,500 Carnegie libraries in tke nation. Now tkere are only a 1,000. So Bronson library is unique. Tke Community Ckest kas donated $1,000 to tke library and tke Women's Club is also to donate money. c. Quincy: Brown reported that Kathy Veysey is doing a superb job taking over as Manager tkere. Everyone is really kappy witk ker. Renee is kelping ker in getting settled in. Over 60 kids signed up for tke Summer Reading Program. Tke big tree in front is gone, but it is very lovely to see the Library itself. Tkere kave been nice donations of time, material and monies from community people that kave done landscaping and kelping witk tke planting of plants and flowers. Jane Baldwin reported tkat tke National Honor Society kas planted flowers. Tke space planning situation is still up in tke air, hut a bttle closer to decision by tke Quincy Board. a. Union: Smitley reported tkat ske kas been away and has not talked witk tke staff since tke early part of tke montk. Everytking was fine tken. Hutckins reported on tke status of tke Summer Reading Program, witk a lot of new registrations. Linda's concern is always space.

Page 5 of 8 e. Snerwood: Hutckins reported tkat tkey are ready for tke Summer Reading Program, a lot of boys and girls showing interest. Carolyn is very pleased witk tke selection of books tkat tke Friends of tke Library provided. (Union's books are on tke way.) i. Algfansee: Lisa mentioned tkat ske kas four ckildren signed up for tke Summer Reading Program. Lisa says tkanks for tke lovely new books from tke Friends of tke Library. Tke Wood Family removed tke wall and kave painted tke library. Skarland addressed tke capital needs of Algansee Library and suggested perkaps a computer terminal. Hutckins mentioned tkat Bruce is ckecking into tke cost of adding an OPAC line for Algansee and Sherwood. What is needed is a dedicated phone line and modem. 4. Director s Report: Commented on what Vera kad mentioned. It's not Screen Door tkat let tke kids in and around tke Internet. It was MEL. MEL kas been taken off tke pubbc computer and is now available via tke staff computer. Ske will be going out to Bronson Wednesday morning. Wkat we want to do is put information togetker for tke parents. If tkey want tkeir ckildren to kave unlimited access to the Internet at the Central Library, tkey will need to come to Coldwater and sign a contract wkick tke otker parents kave to do. Tkey will be told we do not monitor those computers. We will start working on tkat issue and will be ready to address tke ckallenges of putting Internet into Quincy and Union later. Passed out a copy of tke kandouts for tke Summer Reading Program. Tke branckes kave done tkeir own variations. Alma Marquardt and Micbelle EHis will assist some of tke libraries in giving a ckildren's story program during Summer Reading Program. Central and all kranckes were offered a program. Only Quincy wkick kad already sckeduled enougk summer programs declined. Tkere are three requirements for accepting tkeir offer: need to invite tkem to come, do tkeir own publicity and need to observe the skills tkeir people kave.

Coldwater started summer Reading Program today. Swanson stated tkat it was an informal meeting ketween kimself, Director Hutckins and witk tke new County Administrator, Duke Anderson, to get acquainted. NEW BUSINESS 1. Proposed Pobcy on Increase in Fines - Swanson moved to accept policy on Increase in Fines. Berg seconded. Motion carried. 2. Proposed Pobcy on Raising Fee for Referring Account to Unique - Swanson moved to accept policy on Raising Fee tor Referring Account to Unique, Smitley seconded. Motion carried. 3. Proposed Pobcy on Paying for Lost Cards - Berg moved to accept pobcy on Paying for Lost Cards. Brown seconded. Motion carried. Vera Hurd excused at 5:45 p.m. 4. Investment Pobcy - Skarland indicated a typo in tke wording "of tke Soutkern Mickigan Bank." Brown moved to adopt witk clarification on #2. Swanson seconded. Roll call vote 6 ayes, 1 absent, 0 nays. 6:01 adopted. 5. Closing of Bronson Library for Pobsh Festival - Because of security problems Carole asked tkat tke Library be closed Vz day on Friday afternoon and Saturday, morning July 17 and 18. Berg moved tkat Bronson Library be close for Polish Festival, Brown seconded. Motion carried. 6. Resolution of Surplus Federal Property - Hutchins needs authorization from tke Board. Swanson moved to adopt resofution, Smitley seconded. Motion carried. Rolf call vote 6 ayes, 1 absent, 0 nays. President Sharland signed Resolution of Surplus Federal Property. 7. Voting on Personnel Pobcy -Use of Floating Holiday Berg made tke motion for tke ckange in tke personnel manual to allow lor tke floating kobdays to be combined with regular holiday, vacation and personal leave with approval from the Supervisor and Director. Brown seconded. Motion carried.

Weekly Dress Down Day - Sometime ago Hutckins kad presented to tke Personnel Committee on behalf of the BDLHEA a proposal tkat tkey would bke to make a contribution to a worthy cause by having aaress down day," in wkick staff would pay $1.00 to wear casual clotkes. Tke proposal at tkat time was to be one day a montk on a Friday. Since tkat meeting, before any action was taken, tkey kave since approacked Hutckins stating tkat a lot of people don't work Friday. Tkey want to make a contribution to tke Skelter House, wkick kenefits tke wkole county and tkey would bke to make it possible for more people to participate. They asked to kave a weekly "dress down day." Hutckins talked witk tke Personnel Committee and told BDLHEA tkey need to kave guide lines as to kow "dress down." Everytking will be clean and in good taste. The Board expressed reluctance to create an environment in wkick tkings get too casual causing a lack of respect for tke library and tke employees. Tke Board would approve tkat tkey could kave one day a montk rotating different days, and BDLHEA Board would ckoose tke days. Tke days will be called and pubhcized "Business Casual" as tbe Board does not bke tke sound of "dress down." Askdown moved to approve a "business casual" day (one day a montk) and tke BDLHEA Board will select tke day eack montk and publicize it. After tke six (6) montks BDLS Board will review it. Swanson seconded. Motion carried. EXTENDED PUBLIC COMMENTS Baldwin commented on tke beautiful Quincy Library. The new landscaping is just beautiful. Everyone did a beautiful job. Sharland tbanked everyone for attending this meeting.
