A Bill to Establish a Cap-And-Trade Program BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Section. The United States implement a nationwide corporate cap-and-trade program with the goal of reducing greenhouse gas emissions. Section. The cap is defined as a limit on greenhouse gas emissions. The trade allows companies to buy and sell allowances of emissions. The goal is that companies are incentivized to cut emissions to save money. Section. The Environmental Protection Agency shall be responsible for overseeing and enforcing this legislation. A. The program would establish a cap on greenhouse gas emissions for 0 individual corporations. The corporations may sell their unused allowance to other corporations, if desired. Companies must use profits made from selling these allowances to either invest in green energy or give relief to their customers. B. The amount of the cap will be set each year according to the nationwide goal set forth by the Paris Climate Accord of cutting total greenhouse gas emissions by % by the year 0. Section. Former felons are unable to fully reintegrate into society and participate in the democratic process due to laws in certain states preventing them from doing so. A Bill to reclassify marijuana as Schedule Drug SECTION. The classification of Marijuana as a Schedule narcotic has made it impossible for us to determine conclusively if Marijuana is a harmful drug or can provide medical benefits beyond just lessening chronic pain. Reclassifying it as a Schedule drug will allow scientist to begin to test marijuana extensively to see its full medical benefits. SECTION. A schedule drug as defined by the DEA is a drug that has no accepted medical use and a high potential for abuse. A schedule drug is a drug that still has a high potential for abuse but, has some medical value. SECTION. The DEA and Department of Justice will oversee the implementation of this bill. SECTION. A Bill to Encourage Bilingual Education Programs 0 SECTION. SECTION. SECTION. The Department of Education shall make $ billion in grants available for states which either currently offer or will commit to the use of bilingual education programs to educate all students not currently proficient in spoken English. Bilingual education programs are those which provide instruction in English as well as the students spoken languages. This method is used to develop student literacy in both languages. The Department of Education shall administer the grant program. Grants shall be awarded upon demonstrated proof that the state has adopted bilingual education programs as a primary means of English proficiency instruction. Grants may be renewed if the state is able to demonstrate growth on state-based English proficiency assessments. Funding shall be taken from existing Title funding. SECTION. This shall take effect on September, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Reform the Census 0 SECTION. SECTION. SECTION. SECTION. SECTION. All questions on the 00 Census shall be reviewed by an independent commission to determine if each question is both relevant to the mission of the census and will encourage, rather than discourage, participation in the census. Any question which does not meet both requirements shall be discarded from the Census form. The independent commission shall be compromised of individuals appointed by members of the Senate and House Appropriations Committees. The United States Census Bureau will receive the results of the independent commission s report and shall adjust the 00 Census as deemed necessary. In the event that the USCB cannot adequately change the questions on the census prior to September, 0, the decennial census shall be delayed until 0. This shall take effect immediately upon passage. The Comprehensive Immigration Reform Act of 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. SECTION. Individuals currently residing in the United States without proper documentation or authorization shall be permitted to apply for citizenship provided that they meet the following conditions: A. They have previously met the qualifications for the Deferred Action for Childhood Arrivals program, or B. They can demonstrate that they have resided in the United States for ten consecutive years, have not been arrested for any crime, and have paid all applicable taxes on income earned. Upon demonstration of the above, the person may apply for citizenship following the process currently in place. Fees for this form of citizenship application shall be set at $00 per applicant, with $00 of that fee placed in an account for the purpose of strengthening border security. The Department of Homeland Security, through Immigration and Customs Enforcement, shall oversee implementation of this legislation. This shall take ninety days after passage. Citizenship status refers to legal status within the country, whether documented or undocumented. The Department of Housing and Urban Development shall enforce this definition. The Department shall have the power to sanction property owners for violations of section one using the same penalties as proscribed for other violations of Title VIII. A Bill to Recoup Remittances 0 SECTION. SECTION. SECTION. Remittance payments from the United States to countries in Central and South America shall be subject to a 0% export tax. A remittance payment shall be defined as a transfer of funds from a personal account hosted in a United States bank to a personal account hosted by a bank in another country. This shall not include funds as the result of international business dealings. The Department of Treasury will administer the collection of the tax and shall oversee the distribution of the proceeds into the United States general fund. SECTION. This shall take effect on October, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Replace NAFTA With the USMTR 0 SECTION. SECTION. SECTION. The North American Free Trade Agreement is considered invalid, and shall be replaced by the United States-Mexico Trade Agreement. This agreement shall retain most of the basic tenets as NAFTA, however, specific differences in this agreement include: A. The government of Mexico must pass legislation which adheres to the United Nations standards for worker rights, including the right to real union representation. B. Mexico must increase the amount of United States manufactured car parts by 0%, or cars assembled in Mexico will be subject to a % import tariff. C. A minimum of 0% of cars manufactured in Mexico intended for export to the United States must be built in a factory where the minimum wage is $ an hour. The United States Trade Representative shall oversee final implementation of this agreement and shall coordinate with the government of Mexico to insure compliance with section. SECTION. 0 WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, A Resolution to Acknowledge Sanctuary Cities the subject of Sanctuary Cities has become an important issue to the current administration; and Sanctuary Cities are defined as an urban area where the local law enforcement does not follow federal immigration guidelines with respect to detaining suspected undocumented immigrants; and Cities which hold these policies choose to do so because they feel that it will make their cities safer by reducing fear of local law enforcement officials; and there is no appreciable increase in crime in an area designated as a Sanctuary City; and undocumented immigrants are more likely to come forward and cooperate with local law enforcement due to this understanding; and such areas may even see an economic benefit from a larger available workforce due to a greater pool of potential workers who will take lowwage jobs; now, therefore, be it By the Congress here assembled that the United States federal government should stop attempting to force local law enforcement compliance with federal immigration laws in cities which have chosen a Sanctuary status.

The deliberate failure of a state to adhere to these regulations shall cause that state to bd in violation of section of the Voting Rights Act, and shall subject the state to penalties to be determined by the Department of Justice.
