THURSDAY, JANUARY 15, 1998 The Board of Supervisors met at 10:00 a.m. Thursday the 15thday of January, 1998, in the Supervisors' Room at the County Courthouse, Town of Poplarville, Mississippi with the following members of said Board and officers of said County present, to- wit: Charles Ray Perry, President, member from District No. Two; Thomas F. Spiers, Vice-President, member from District No. Five; Anthony Hales, member from District No. One; Luther Ladner, member from District No. Three; Charles Ray Stockstill, member from District No. Four; Gary Beech, County Administrator; Nova Carroll, Board Attorney; D.R. Davis, Chancery Clerk; and Danny McNeill, Sheriff. The following proceedings were had and entered of record to-wit:

ORDER TAKING UNDER ADVISEMENT BIDS RECEIVED FOR BOOM AND MOWER DECK taking under advisement the bids received for one (1) or more boom and mower deck for use by the County Road Department. Upon motion made by Charles Ray Stockstill and seconded by Luther Ladner, the following order was adopted, to-wit: that the bids received for one (1) or more boom and mower deck for use by the Road Department be taken under advisement.

ORDER TAKING UNDER ADVISEMENT BIDS RECEIVED FOR HOT/COLD MIX taking under advisement the bids received for hot/cold mix for use by the County Road Department. Upon motion made by Luther Ladner and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: that the bids received for hot/cold mix for use by the Road Department be taken under advisement.

ORDER APPROVING WORKSHOPS, SEMINARS AND MEETINGS FOR COUNTY EMPLOYEES. There came on for consideration by the Board of Supervisors of Pearl River County, Mississippi, the necessity of certain county personnel attending workshops, seminars and meetings, and after consideration of same, the Board having determined that it be to the best interest of said county for said officials and employees to attend said workshops and seminars in order to be aware of new rules, regulations and/or guidelines affecting county government and in order to better serve the public, the following order was adopted, to-wit; BE IT ORDERED that the following listed officials and county employees be and are hereby approved to attend various workshops, seminars and meetings listed below and that reimbursement for any expenses incurred be and is hereby approved, including, but not limited to, travel, meals, lodging, registration fees and other expenses incidental to said workshops, seminars and meetings. Approval is hereby granted for the following listed personnel: J. D. Wheat to attend the National Conference for Civil Defense February 7, 1998 in Miami, Florida. Gail Watts and Gloistine Taylor to attend a A.P.C.O. Workshop February 11, 1998 in Philadelphia, Mississippi. ORDER ALLOWING 10% ASSESSMENT RATE allowing 10% assessment rate. Upon motion made by Thomas F. Spiers and seconded by Anthony Hales, the following order was adopted, to-wit: that parcel number 516-204-000-04-033 be assessed at 10% in accordance with Mississippi Concurrent resolution #41. Be It Further Ordered that the Tax Collector/Assessor be authorized to adjust the taxes owed for said parcel for 1997.

ORDER ACCEPTING PERSONNEL CHANGES IN THE ROAD DEPARTMENT. Supervisors of Pearl River County, Mississippi, the matter of accepting a new employee in the Road Department. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to- wit: BE IT ORDERED by the Pearl River County Board of Supervisors to accept the new employee for the Road Department as requested by the Road Manager and that the request be made a part of the minutes. Voting AYE: Luther Ladner, Anthony Hales, Charles Ray Perry, Charles Ray Stockstill and Thomas F. Spiers.

Upon motion made by Anthony Hales and seconded by Luther Ladner the following order was adopted, to-wit: that the roads known as Morel Road and Cattle Farm Road be added to the Road Department's list of public roads. Said roads have been maintained for more than ten (10) years by the County.

ORDER DIRECTING E-911 COMMISSION TO NAME PRIVATE ROADS directing E-911 Commission to name private roads. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: that the E-911 Commission be authorized to name the attached private roads.

ORDER APPROVING PAYROLL OF COUNTY EMPLOYEES FOR PERIOD ENDING JANUARY 15, 1998. Upon motion made by Thomas F. Spiers and seconded by CharlesRay Stockstill, the following order was adopted, to-wit; BE IT ORDERED by the Pearl River County Board of Supervisors that the payroll of county employees for the period ending January 1, 1998, and as verified by the various department heads as being true and correct are hereby approved by this Board as follows, to-wit: Fund 001 Claim No. 1020; Fund 005 Claim No. 34; Fund 100 Claim No. 62; Fund 120 Claim No. 36; Fund 156 Claim No. 245; Fund 681 Claim No. 100; BE IT FURTHER ORDERED by this Board that the Clerk of this Board be and is hereby authorized and directed to issue payroll checks accordingly. ORDER TO PURCHASE A PICKUP TRUCK AT STATE CONTRACT PRICE purchasing a pickup truck at state contract price. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: that E-911 be authorized to purchase a pickup truck as detailed on the attached standard/optional equipment farm at the state contract price for use by the E-911 Department. Said purchase is to be made from the E-911 reserve investment funds. Be It Further Ordered that the Purchase Clerk be authorized to issue a purchase order for said truck.

ORDER AUTHORIZING RELEASE OF QUARTERLY PAYMENTS authorizing release of quarterly payments. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: that the E-911 Department be authorized to release quarterly payments to the City of Picayune and the Pearl River County Sheriff's Department.

ORDER PLACING DRUG FORFEITURE CAR ON SHERIFFS DEPARTMENT INVENTORY placing drug forfeiture car on Sheriff's Department inventory. Upon motion made by Anthony Hales and seconded by Thomas F. Spiers, the following order was adopted, to-wit: that a 1987 Nissan vin#jnien345hm008900 be added to the Pearl River

County Sheriff's Department inventory. Said car was a forfeiture to the County Sheriff's Department. ORDER AUTHORIZING PAYMENT OF MILEAGE authorizing payment of mileage.

Upon motion made by Charles Ray Stockstill and seconded by Anthony Hales, the following order was adopted, to-wit: that D. R. Davis be authorized to issue a county warrant in the amount of $184.20 to Pete Johnson for payment of mileage for the use of his private vehicle while carrying out his responsibilities as a county employee. Voting AYE: Anthony Hales, Charles Ray Perry, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: Luther Ladner. ORDER AUTHORIZING PAYMENT TO GRAY DANIELS FORD

authorizing payment to Gray Daniels Ford. Upon motion made by Charles Ray Stockstill and seconded by Luther Ladner, the following order was adopted, to-wit: that D. R. Davis be authorized and directed to issue a county warrant to Gray Daniels Ford in the amount of $15,554.00 to pay for one (1) truck to be used by the Board of Supervisors.

ORDER EXTENDING STATE OF EMERGENCY extending State of Emergency. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: that the State of Emergency declared November 24, 1997 be extended until all the debris from the storm damage South of Picayune, Mississippi can be cleared off the public roads.
