Member RES.#1/13 Presentation: Toronto and Regional Remedial Action Plan Moved by: John Gee Seconded by: Rosemary Keenan THAT the presentation by Meg St. John, Project Manager, Great Lakes Remedial Action Plan be received. The Toronto and Region Remedial Action Plan was instituted in response to the designation of the Toronto and Region as a Great Lakes Area of Concern (AOC) in 1987. The AOC designation, one of 42 (later 43) made by the International Joint Commission, identified the watersheds of the Etobicoke, Mimico, and Highland creeks, and the Humber, Don, and Rouge rivers as the geographic extent of the AOC. Under the Great Lakes Water Quality Agreement (GLWQA) and Canada-Ontario Agreement (COA), Environment Canada (EC) and the Ontario Ministry of the Environment (MOE) share responsibility for the ensuring progress in the Great Lakes AOCs. Since 2002, TRCA has led the administration of the Toronto and Region RAP under agreements with EC and MOE. Management of the Toronto and Region RAP is undertaken by representatives from EC, MOE, the Ontario Ministry of Natural Resources, and TRCA. The most recent report of the Remedial Action Plan, the 2007 Progress Report: Moving Forward was released in compliance with reporting requirements under the aforementioned agreements. Moving Forward is the second major progress report of the Toronto and Region RAP, and updates the progress made since the release of the 2001 progress report Clean Waters, Healthy Habitats. Copies of the 2007 RAP Progress Report are available on the Remedial Action Plan website at: http://torontorap.ca/resources/reports-and-documents.dot

H4 RES.#2/13 Election of Chair and Vice Chair of the Etobicoke-Mimico Watersheds Coalition 2013 2015 Moved by: Kim Sellers Seconded by: Chris McGlynn THAT staff report on the process of electing the Chair be received for information; THAT members of the Coalition interested in the position of Chair or Vice-Chair submit an Expression of Interest to staff by May 17, 2013; AND FURTHER THAT the election for Chair and Vice-Chair be held at meeting #2/13, September 19, 2013. Committee Chair The Coalition Chair will provide overall co-ordination and support to the Coalition, and will serve as the central contact person to the Toronto and Region Conservation Authority. Duties will include conducting regular Coalition meetings, facilitating discussion from all Coalition members, preparation of letters addressing issues of concern for the Coalition, and assisting with coordination of any sub-committee activities as required Expression of Interest: Each candidate should submit a biography of no longer than one paragraph with information that you feel would be helpful in the selection process. This should include what experience you bring and factors which influence you to serve in this capacity. This Expression of Interest should be submitted to Cindy Barr (cbarr@trca.on.ca) no later than Friday, May 17, 2013. Vice Chair Responsibilities: The Vice Chair will assist the current Committee Chair in their duties whenever required. If the Chair resigns before the end of their term, the Vice-Chair will assume the Chair s position until the end of the term of the Coalition. H6 BACKGROUND The goals of the are to protect and regenerate the Etobicoke Creek and Mimico Creek watersheds and more specifically, to assist the Toronto and Region Conservation Authority (TRCA), The Living City Foundation, TRCA partner agencies and watershed municipalities to: Achieve The Living City vision of Healthy Rivers and Shorelines, Regional Biodiversity, Sustainable Communities and Business Excellence within the Etobicoke and Mimico Creek watersheds. Address priorities to meet targets identified in the documents titled, Etobicoke and Mimico Creeks Watersheds Technical Update Report 2010, Turning Over a New Leaf: The Etobicoke and Mimico Creeks Watersheds Report Card 2006 and Greening Our Watersheds: Revitalization Strategies for Etobicoke and Mimico Creeks. Implement the recommendations of the Toronto and Region Remedial Action Plan contained in Clean Waters, Clear Choices: Recommendations for Action (1994) and strategic directions contained in subsequent reports as they pertain to the Etobicoke and Mimico Creek watersheds. Implement strategic plans such as the Wet Weather Flow Management Master Plan (Toronto) and the City of Toronto and Region of Peel sustainability initiatives. Implement source water protection initiatives. Meet the challenges of climate change through mitigation and adaptation initiatives. Secure political support at all levels of government and foster corporate partnerships to advance TRCA s vision for The Living City. RES.#6/13 Heart Lake Dragon Boat Festival Fundraising Event, Saturday September 14, 2013 Moved by: Dennis Bradley Seconded by: Matthew Rossi THAT the staff report on the Heart Lake Dragon Boat Festival be received for information; THAT members of the (Coalition) assist with advertising the event through their networks; THAT members of the Coalition be encouraged to establish a dragon boat team to participate;

BACKGROUND Community engagement and awareness through watershed events is an important goal of Toronto and Region Conservation Authority s watershed groups. Signature events hosted in other watersheds include Manulife Paddle the Don (Don Watershed), Sunny Days Dinner and Auction (Duffins and Carruthers Watershed) and Rouge Days (Rouge Watershed). The objective for the Etobicoke and Mimico Watersheds is to have an event that appeals to the many people who work, play and/or live in the watersheds, who have different interests and backgrounds. As part of any event, the goal is to increase TRCA s presence within the local community and to raise much needed funds to support watershed stewardship programs and restoration projects. At meeting #3/12, fundraising options were presented to the members with a dragon boat festival selected. The organizing committee is made up of the following members of the Coalition: Dennis Bradley, Chris McGlynn, Bob Noble, Rosemary Keenan, Doug McRonney, and Adam D Souza as well as TRCA staff. Through the Request for Proposal (RFP) process, staff and members of the planning team recommended retaining the services of Great White North (GWN). The event will take place at Heart Lake Conservation Area in Brampton on Saturday, September 14, 2013. RES.#7/13 Etobicoke-Mimico Watersheds 2013 Spring & Summer Events Moved by: Peter Mitchell Seconded by: Ron Fay THAT the staff report on the 2013 spring and summer watershed events in the Etobicoke and Mimico Creeks watersheds be received for information; AND FURTHER THAT members of be invited to participate in the events. Project Team Updates To provide Project Team Updates to Coalition members. THAT the following Project Team verbal updates and minutes be received for information: o Brampton Etobicoke Creek Team; o Lower Etobicoke Creek Team;

H8 o Lower Mimico Creek Team; AND FURTHER THAT Project Team updates be brought back to the Etobicoke-Mimico Watersheds Coalition. 6.1 Lower Etobicoke Team Sherway Trail Construction and Restoration Project MTO easement request has been reviewed and is now conducting environmental monitoring on the site. It will then finalized the access agreement with the City of Toronto. There is success with the garlic mustard pull. 6.2 Lower Mimico Team The next Mimico 20/20: A Revitalization Action Plan meeting is coming up. Etobicoke-Mimico Coalition members are reminded to attend these meetings if they are interested. Mimico Creek Trail TRCA is working with the consultants to finalize bridge design and trail alignment. Continuing to work with the City of Toronto and the Ward Councillor to secure funding. The Heathercrest planting was a success. 6.3 Brampton Etobicoke Creek A short explanation of Phase 2 of the Heart Lake Road Ecology Monitoring Project was given. New Business There is now a zip line at Heart Lake Conservation Area. A vendor is in the process of installing tree top trekking at Heart Lake Conservation Area. This is set to open summer 2013. 1. Greenbelt - Environmental Defense produced an advocacy report. David Laing noticed that the reference to Etobicoke and Mimico Creeks as two significant urban water courses was missing. The issue will be referred to the Planning and Policy Committee. 2. Susan Jorgenson - Peel-Credit River Parks Strategy each location along the river is important. There is an effort to engage the residents. The strategy also looks at urban agriculture and forests. 3. Logistics of meetings anyone who would like an agenda package mailed out, please let Cindy Barr know. There was a request for power bars for people who use electronic devices during meetings and this will be taken into consideration.
