Motion by Selectman Brown to accept these minutes as written. In favor Selectman Brown, Selectman Cleveland, Selectman Goldman. Abstain Selectwoman Buco and Selectman Tombarello Motion passes 3-0-2 PUBLIC COMMENT Kari Lerner came to say that she is working hard to fulfill her promise. She explained that she wasn t able to originate bills because of the cutoff date but she has co-sponsored a bill regarding the age of a minor being married. She said that her email address is Kari.lerner@leg.state.nh.us for those that would like to contact her. She asked the Board if there are any issues that they would like her to bring to the state. She would like to be present at the BOS meetings at a minimum of once a quarter. Selectman Goldman thanked all of the town departments that helped throughout the storm but was very disappointed that there was no power at town hall or the fire station for 4 days. Kari agreed and said her goal is to have a meeting with Eversource and Selectman Goldman asked Kari to let her know when a meeting is scheduled as a Board member may be available to attend. Selectman Goldman stated the transfer station will be closed this Saturday in observance of Veteran s Day and the will be open on Wednesday 3-7pm and Sunday 10am 5pm. Paula Gulla said there is a part time opening for a Planning Board, Conservation Commission and Zoning Board for the Administrative Aide. The hours are 14 20 per week and this is posted on the town website and at the Town Hall. If you are interested, please send your resume to the Town Offices. Selectman Goldman stated that Andrea Carnes held this position for the past several years and has done an outstanding job. Her last day was last Thursday but is willing to train the new person as well. 81 82 83 84 85 86 87 88 89 90 91 92 93 94 95 96 97 98 99 100 101 102 103 104 105 106 107 108 109 110 111 112 113 114 115 116 117 118 119 120 121 122 123 124 Gary Paradis, Plumbing Inspector Gas Permit Discussion Gary said that he inspects in both Plaistow and Sandown and they have changed the bylaws in Plaistow to protect the homeowners. He is asking that Sandown implement the same permitting process as Plaistow not allowing the homeowners to pull their own permits. Paula said she spoke with the Town of Plaistow and NH Municipal, and NH Municipal said they have to be careful as to how this. They stated that individual towns can be more restrictive but cannot interfere with State & Local Fire & Building Codes. Paula said they would be asking to add a license when the state doesn t require a license so NH Municipal suggested speaking with town counsel. Plaistow spoke with the plumbing board and they said you can do this by holding 2 public hearing and the BOS are able to implement this. Selectman Tombarello said they tried this a few years ago and they were advised that this had to go through a warrant article and is in favor of moving forward with this. Selectwoman Buco would like more information from other towns and Selectman Brown said he has the opposite opinion and would like the residents of Sandown to be safe and he would like to get the ball rolling. Selectman Cleveland wondered about those that are capable but not licensed and Gary said how to determine that scenario. Selectman Goldman asked Paula to speak with town counsel to get advice on the process. The consensus of the Board is in favor of this. Paula suggested creating a policy at the same time and speak with all the inspectors to get their input as well. Gary said that he responded to a call after the storm and a 500-gallon propane tank was tipped over and if it rolled down the hill, so he is asking the Board to implement anything over a 125-gallon tank be on a sturdy pad. Selectman Tombarello feels that Gary has the authority to implement this as the plumbing inspector and Selectman Goldman suggested that Gary work with Paula on this as well. Review of preliminary tax rate and setting Cheryl Eastman came to the table to help explain this. She said there are 3 options to choose from regarding how much of the fund balance they would like to use to set the rate. Cheryl recommended using the $126,041 from the fund balance and keeping the overlay at $30,000.00 which would create a tax rate of $30.78. Selectman Goldman said the options they are looking at has a school rate of over $25.00 and only $5.00 for the town. Selectman Brown said taxes would increase $400.00 per year on a home valued at $250,000.00. There was a brief discussion as to how to get this information to the public, so they are aware of the school tax portion. Selectwoman Buco stated this increase is prior to any warrant articles being passed. Motion by Selectman Tombarello for the Town of to set the tax rate for 2017 for $30.78 per thousand and use $126,000.00 from the fund balance and to have the overlay remain at $30,000.00.. In Favor, Selectman Brown, Selectman Cleveland, Selectman Tombarello and Selectman Goldman. Abstain Selectwoman Buco Motion passes 4-0-1 Further discussion regarding 2018 employee contribution for health insurance and dental plan renewal Selectman Cleveland said he did some research and presented the information to the Board and the average contribution ration is a 70/30 split. Selectman Goldman said the healthcare cost increased by 13.5% and if they kept it as it was last year the increase to the town would be $19,000.00, keeping the employee contribution at 10%. Selectman Tombarello stated although he understands that a 10% contribution is low he is not in favor of increasing their contribution by more than 2% for this year. Selectwoman Buco is in favor in leaving the 10% contribution as is. Selectman Cleveland agrees with Selectman Tombarello and increase the contribution by a few percent this year and next. He is not in favor of increasing it more and taking away what they just received for salary increases. Selectman Brown wishes they could keep it at the 10% but doesn t think that 11% will be too harmful. Selectman Goldman agrees with the 1% increase. Motion by Selectman Tombarello to change the employee contribution from 90/10 to 89/11 for those that use the town insurance effective January 1, 2018. Chief Gordon asked what the savings to the town would be and asked how that effect that taxpayer vs how much of an impact this has on the employees themselves and Selectman Goldman said the employee will pay $100.00 more per year. Chief Gordon stated there is not a significant enough savings to even make the change. Selectwoman Buco feels there are more changes coming to healthcare and she would like to leave it where it is until all the changes have been made. In Favor, Selectman Tombarello and Selectman Cleveland Opposed Selectman Brown, Selectman Goldman and Selectwoman Buco Motion failed 2-3-0 Motion by Selectman Brown to keep the employee contribution the same at a 90/10 split. Seconded by Selectwoman Buco. Selectman Cleveland said it is the wrong thing to do. Selectman Tombarello said in good faith the Board needs to increase this somehow to help offset the $100,000.00 increase from last year. Chief Gordon said they have had health reimbursement accounts in the past and asked the Board to look into allowing them to be rolled over to help keep the premiums or copays down and suggested looking into something like this next year. Motion passes 3-2-0 The Board is looking at the dental plan and Selectman Brown suggested leaving it the way it is as there is no employee input at this time. Motion by Selectwoman Buco to keep the dental as the current plan with option 2a with Health Trust. Motion by Selectman Tombarello to go into non-public session under RSA 91-A:3 II (b) hiring and (d) property. Seconded by Selectwoman Buco Roll Call, Selectman Brown - yes, Selectman Cleveland yes, Selectman Goldman yes, Selectman Tombarello yes and Selectwoman Buco yes. Motion by Selectman Tombarello to seal the minutes of the non-public session. Seconded by Selectman Selectwoman Buco Motion by Selectwoman Buco to accept the non-public minutes of October 22, 2017 as amended. In favor Selectman Brown, Selectman Cleveland, Selectman Goldman and Selectwoman Buco Abstain Selectman Tombarello Motion passes 4-0-1 NEW BUSINESS Request by library to cover expense to repair outside lighting Selectman Goldman said the bill is for $1,704.00 and Paula Gulla said that Library is asking the BOS to pay the $510.00 for the outside lighting. Paula said Lynne suggested there is money in the maintenance line of the Government Building budget. He stated it was a warrant article a few years ago and was voted down but feels at this point it is necessary. The Board is okay with Paula getting quotes and using money from this year s budget to purchase it. Paula said that she will work with Selectman Tombarello to get the specs needed. OLD BUSINESS Further discussion regarding request to unmerge lots located at 28-2 Selectman Goldman said a letter from the attorney was passed through the Board earlier this evening which contains attorney client privilege. The Board would like to review the letter in detail prior to next week s meeting. Paula stated the person that wrote the letter would like to come before the Board with their attorney. CORRESPONDENCE Letter from Primex for the unemployment renewal rates and the town s contribution decreased. She said there is no action needed unless the Board disagrees with the decision. Paula said the Workmen s comp rates decreased as well. Health Trust is having their annual meeting on December 7 in Concord at the Health Trust office. Let Paula know if someone would like to attend. Selectman Goldman said it should be Lynne as Town Administrator, but the Board can appoint someone else to attend. NH Municipal is having their annual meeting at the Radisson in Manchester on November 15 th. LIAISON REPORT Selectman Brown has a transportation meeting tomorrow and Budget Committee meeting on Wednesday. Selectman Cleveland planning board meeting tomorrow Selectman Goldman Andrea Carnes has resigned, and the job has been posted Selectman Tombarello mentioned his frustration with the Budget Committee reviewing the Highway budgets without the department head present and asked Selectman Brown to ask the Budget Committee to revisit those budgets prior to the public hearing. Selectman Goldman said he is disappointed that no one reached out to the department head that evening reminding him that he was supposed to be there. Selectman Brown also stated that the minutes of the Budget Committee meeting stated the Committee was frustrated because most department heads are not coming to the meetings to present their budgets. Selectwoman Buco highway received his computer after 4 months, working hard after the storm clean up and the roads are being paved. Recreation there was an electrical [6] November 6, 2017

Paula said this happened to other departments as well and she believes new bills are going out. Paula stated the homeland security paperwork has been submitted for funding. Street light bill has decreased by 44% due to the streetlights in town being removed. New computers are up and running well in the Town Hall. Motion by Selectman Brown to go into a recess for a non-meeting. Seconded by Selectman Tombarello. The meeting reconvened after the non-meeting. Motion by Selectman Brown to ratify the tentative agreement between the Town of Sandown and the Teamsters Police Union to put forth a proposed contract to the residents at the next town meeting.
