Weber, Commissioner Arne Mortensen, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Gardner called the regular meeting to order at 9:00 a.m. Commissioner Weber and Commissioner Mortensen were present. Pledge of Allegiance - Led by Commissioner Gardner. Approval of Minutes of September 11-13, 2018 and Consent Agenda of September 18, 2018 -Commissioner Mortensen moved to approve the Minutes of September 11-13, 2018. The motion carried with all voting in favor. Commissioner Weber moved to approve the Consent Agenda of September 18, 2018. The motion carried with all voting in favor. Citizen Comments - Gene Frymire, Castle Rock; read a resolution from Cowlitz Pomona Grange opposing the sale or lease of the Headquarters Landfill. Consent Agenda Resolution No. 18-077 - Call for Hearing - Proposed Amendments to the 2018 budget; Hearing to be held October 2, 2018 at 9:30 a.m. Resolution No. 18-078 - Certifying the 2019 budget for Consolidated Diking Improvement District No.3 Resolution No. 18-079 - Certifying the 2019 budget for Diking Improvement District No. 15. Resolution No. 18-076 - Recognition of September 12, 2018 as United Way Day of Caring. Board Correspondence Letter dated September 11, 2018 to the Surface Transportation Board from the BOCC in response to the request to vacate the decision and notice of interim trail use filed by Patriot Woods Railroad, LLC on August 27, 2018; Docket No. AB-1243. Page3 YIG - Elks program. LCC coordinates with high schools. Historically in the spring; they said they wanted to do in October- Elks and LCC have not moved forward. Will not be doing this year. Salary Commission -Auditor Lot draw for District 3 - received Yes response - will do appointment letter. (previous person didn't want to serve their 2nd 4-year term). Waiting to hear about District 1. (asked if person wanted to serve their 2nd 4-year term; haven't heard back yet. If they don't want to serve their second term will ask Elections to do another Auditor Lot Draw). Fair Board - 2 openings; received 1 application; schedule interview. Dennis will reach out to Mayor Helen berg see if they have anyone that is interested in serving on the Cowlitz County Fair Board. Follow-up to Wednesday Health Insurance Benefits presentation - Brown & Brown said they could do mid-year. Board would like to know how many rural counties they work with. Board wants to see a schedule and timeline from OFM and HR. Looking at doing solicitation - new broker services - are you interested. Many different options to consider. Brian Trimbley EHU issue on Fredrickson Road - Arne working on; visited site Wednesday afternoon. Trimbley wants to trade land with DNR so he can put in a drainfield and septic. Eric Wisch is local regional manager. Not sure if Board can offer letter of support of Trimbley's efforts with DNR. Dennis will give Wisch a call and see what the process is. Arne will follow-up with Environmental Health on what options Trimbley has. White House Invitation to WA DC - Dennis has made his reservations and received response back from White House. Housing and Social Justice Conference - September 26 - Dennis is attending - all day event. Community Forest Trust Application - Dennis resubmitted the one he originally did in 2014.
