NAME The name of this organization shall be WESTERN CAROLINA DARTS ASSOCIATION, hereafter referred to as WCDA. 2. PURPOSE This shall be a social club with the express purpose of supporting and promoting the sportsman-like conduct of dart throwers in general and the promotion of the sport of dart throwing in particular. 3. LOCATION The next meeting place of WCDA shall be within Western North Carolina at a location determined by the agreement of the Executive Officers at a time and place determined by mutual agreement of the Executive Officers. 4. LIMITATION OF METHODS The WCDA shall observe all local, state, and federal laws that apply and be in accordance with all ADO rules. 5. ADDRESS The official mailing address for WCDA shall be that of the Statistician holding office, and shall be made public. ARTICLE II OBJECTIVES The WCDA shall: 1. be a nonpolitical, nonsectarian organization; 2. promote enjoyment of dart throwing as a sport, with the express intent of raising the competitive level of all members; 3. promote the participation in and sponsoring of dart tournaments; 4. promote the development of dart teams and darting locations within Western North Carolina; 5. establish and maintain friendly, competitive relationships with similar organizations involved in the sport of darts; 6. assist individuals or firms in planning and promoting tournaments with technical and promotional help (provided that said help does not create any unauthorized expense for WCDA); 7. generate the assistance and cooperation of business firms who may have an interest in sponsoring dart tournaments; 8. establish a competitive dart league for the purpose of promoting darting as a sport. ARTICLE III MEMBERSHIP, FEES AND DUES 1. COMPOSITION WCDA shall be comprised of active league members and associate league members whose dues are current and also volunteers. a. Active League Members are members who are in good standing and actively participate in one or more of the four person team seasons in a fiscal year. These members are entitled to all benefits and special funding for events while representing the WCDA. 1

b. Associate Members are members who are in good standing that do not actively participate in any four person team seasons but participate in special events for WCDA members such as ADO qualifiers. These members are entitled to limited benefits and no funding for events. 2. TEAM SPONSOR FEES Sponsor fees for each team shall be $75.00 per season, due on or before the first night of scheduled league play. No team s members shall be considered in good standing until the team s sponsor s fee is current and paid in full. These fees shall be held in an account to be used to pay the expenses of the WCDA. Each Team sponsor will receive a banner for our annual Fire on the Mountain event. 3. TEAM DUES Dues for each team shall be $12.00 a week for every week of scheduled match play due on or before the night of scheduled match play each week. No team s members shall be considered in good standing if the team s dues are not up to date. These dues shall be held in an account to be used to pay the expenses of the WCDA. 4. INDIVIDUAL DUES The dues shall be collected from anyone wishing to be an individual member in the amount of $20.00 each year, due on or before the first scheduled night of the Fall/Winter League Season. Individuals who join the league during the Spring league season shall pay $10 dues. No membership fees shall be collected to participate in the summer leagues. Individuals who join a team midseason and have not paid their Individual dues must submit their dues with the score sheet for their first night of play. No individual member shall be in good standing until his or her dues are paid in full and are current. These dues shall be held in an account to be used to pay the expenses of the WCDA. WCDA founders, lifetime members, honorary members, and past presidents of the league are exempt from individual dues. 5. VOLUNTEERS No dues shall be collected from volunteers. Anyone who wishes to help WCDA and who abides by all rules, regulations, and by-laws shall be gladly accepted as a volunteer. 6. QUALIFICATIONS Any person interested in promoting the sport of darting or any firm or corporation sponsoring an active dart team shall be eligible for membership. The Executive Committee reserves the right to deny or cancel memberships at any given time. No refunds of any dues or fees previously paid will be given. 7. VOTING Each team shall have one vote for that team at captains meetings as long as that team remains in good standing. Each individual in good standing shall have one vote regardless of team membership. Volunteers have no vote in WCDA s affairs. The President shall have no vote unless there is a tie and then that shall be the tiebreaking vote. 8. RESIGNATION Any member may resign at any time by not paying their individual dues. Should this person re-apply for membership, they must pay any applicable fees due the league upon acceptance of their termination. 9. TERMINATION Any member or team may be expelled by a two-thirds vote of a quorum of at least half of the Executive Committee and team captains at a meeting called for conduct unbecoming a member or team for that which is not in the best interest of WCDA. 10. STRUCTURE The structure of WCDA shall be its members, consisting of its teams and individual members as defined above. 2

11. TEAM MEMBERSHIP RESIGNATION Any team member who resigns or is removed from their team may not join or sub for another WCDA team during that season. ARTICLE IV OFFICERS AND DUTIES 1. STRUCTURE The Officers of WCDA shall consist of the following; Elected Officers: President, Vice President, Secretary, Treasurer, Grievance Officer; Appointed Officers: Statistician and ADO Representative. The NCDO Representative will also serve as an officer; this person is the City Leagues Team Manager as recognized by the North Carolina Darting Organization. Appointed officers will be chosen by a consensus of the Elected Officers. 2. PRESIDENT The President shall preside at all meetings of WCDA. He/she shall perform all duties associated with the office. This person shall deliver a State of the Association report at the last meeting of the Spring/Summer Season, which shall highlight the activities of WCDA during the last year. This person shall decide all questions of order and shall be an ex officio nonvoting member of all committees. This person shall also be the WCDA contact person to all external darting organizations, on national, state and regional levels. The President shall appoint a chairman for each committee and this chairman shall report to the President all activity of that committee at each meeting of the general membership. To be eligible to run or be nominated for the office of President, a person must have served at least one term as an officer in the league or have been a league member for at least five (5) calendar years. 3. VICE PRESIDENT This person shall be responsible for public relations and shall chair the Special Events and Tournaments Committee. The Vice President shall preside at any meetings when the President is not available. The President shall assign additional duties of the Vice President. If for any reason the President can not fulfill their office, the Vice President shall assume the office. Should the office of President be vacated and the Vice President assumes that position, an election for Vice President to fulfill the interim period shall be held by the Executive Committee and team captains after the Vice President assumes office of President. 4. SECRETARY The person holding this office shall record the minutes of all WCDA meetings, conduct all official correspondence, keep an accurate record of all proceedings, issue notices of all WCDA general and special meetings, and sign all documents requiring the signature of the Secretary. At the end of their elected term, this person shall turn over all pertinent books, papers and records to his/her successor. The President may appoint assistant(s) as necessary. 5. TREASURER This person shall receive and promptly deposit into the WCDA account(s) all funds received for WCDA, disburse money for approved WCDA expenses, keep a regular account of all funds received and spent and shall at each meeting of the WCDA report all activity since the last report. At the end of their term, this person shall turn over all pertinent books, papers, and records to his/her successor. 6. STATISTICIAN /WEBMASTER This person shall receive all league results, verify accuracy, compile results and post stats on the WCDA website on a timely basis. This person shall manage and maintain the Official WCDA website, message board, and any other web based information media as deemed necessary by the executive board and or its members. The Statistician/ Webmaster shall be paid $20.00 per week of regular season scheduled 4-person team league play. 3

7. AMERICAN DARTS ORGANIZATION REPRESENTATIVE This person shall maintain contact with the ADO on regional and national levels and shall keep the Executive Committee informed of tournament dates and current information. 8. NORTH CAROLINA DARTS ORGANIZATION REPRESENTATIVE By default, this person is the City League Teams Manager. This person may preside as a Captain of a City League Team and or is responsible for recruiting and appointing a Captain for all City League Teams fielded. This person shall maintain contact with the NCDO on regional and state levels and shall keep the Executive Committee informed of tournament dates and current information. This person shall attend meetings of the NCDO. 9. GRIEVANCE OFFICER This person acts as a liaison between two disputed parties, receives written complaints and submits these to the Executive Committee with all facts on a timely basis. This person presides at all grievance committee meetings and shall be a non-voting member of the grievance committee. (In cases of ties, the WCDA President shall cast the tie-breaking vote.) This person shall not be a seated officer or a captain or co-captain of a team. 10. All Officers, elected or appointed, must remain members in good standing. (See Article III) 11. All Officers must have a valid email address, cell phone, and the capability to receive text messages for communication between board members and as a source of contact from WCDA members. ARTICLE V NOMINATIONS AND ELECTIONS 1. VOTING Each team in good standing shall have one vote as a team at captains meetings and each individual member in good standing shall have one vote regardless of team affiliation. 2. TERM The officers shall take office immediately following Summer League and shall serve until theirs successors have been elected or appointed. 3. NOMINATIONS Any member in good standing may nominate any other member in good standing for any office, except for the office of President. Members must meet minimum requirements to be nominated for President. (See Article IV, #2). All nominations must have a second. 4. ELECTIONS Shall be held every year preceding the start of the Fall/Winter Season, with the exception of the positions of NCDO and ADO representatives. These positions will be elected by a special meeting, at the fall league banquet, or at the last General Assembly Meeting for the calendar year. Their terms will run from January 1 to December 31 to keep in cycle with NCDO and ADO calendar year. Current Officers may be re-installed at this time or new Officers may be elected from the general membership. A special meeting shall be held to elect any officer (except President) to fill a vacancy resulting from the resignation or expulsion of any officer. This interim Officer will serve until the next election term. 4

5. REMOVAL FROM OFFICE Any Officer may be removed from office by vote of 2/3 of the active team captains in good standing. Any Officer removed from office shall have the right to request an appeal; provided that the request is received in writing by the Secretary (President if the Secretary is the Officer removed) within ten days from the date that the Officer was voted from office. The Executive Committee will hear all appeals within fifteen days of the receipt of the appeal request and they shall render a final written decision sent to displaced officer within seven days of the appeal hearing. The displaced officer s office shall be filled as provided herein. 6. RESIGNATION FROM THE BOARD Any Board member that chooses to resign their position while in office will not be eligible nomination or election to the board for a period of two years following the end of the term resigned. Exceptions to this rule for extenuating circumstances leading to a resignation may be considered by a request in writing to the Executive Board. ARTICLE VI COMMITTEES 1. COMMITTEES Special and standing committees may be created by the President as he/she deems necessary or by a simple majority vote of the membership. 2. EXECUTIVE COMMITTEE The Executive Committee shall be a standing committee consisting of all elected and appointed officers. All officers, excluding the President, whether elected or appointed shall have a vote at officers meetings and are voting Officers. In case of a tie, the President shall cast the tie-breaking vote. 3. RULES AND GRIEVANCE COMMITTEE This committee shall consist of the Executive Committee and the team captains or team representatives in good standing. The Grievance Officer shall chair and see that disputes and/or rulings are processed in a timely manner and that proper notification of proceedings and rulings are given in a timely manner. 4. SPECIAL EVENTS AND TOURNAMENTS COMMITTEE This committee, appointed by the Vice President, shall be responsible for coordinating all special events and tournaments sanctioned by WCDA. ARTICLE VII MEETINGS 1. MEETINGS There shall be a minimum of two general membership meetings each season. Meetings shall be held to discuss and/or plan WCDA business and to help each member become a better darter. General Membership meetings are to be held preceding the end of season banquet. 2. SPECIAL MEETINGS Special meetings may be called for by the President or may be requested by any member in good standing. The request for the meeting will be granted if the request is warranted. 3. QUORUM At all meetings of the WCDA, half of the Executive Committee and team captains or team representatives in good standing shall make a quorum. 4. RULES OF ORDER Robert s Rules of Order, Revised, shall be used to conduct all meetings. 5. MANDATORY MEETINGS All Rules and Grievance Committee Meetings and Captains Meetings are considered mandatory and are subject to the attendance requirements and penalties as contained in the Bylaws, Article VI, 3. And in the Rules and Regulations, Article IV, 10. 5

ARTICLE VIII AUTHORITY 1. AUTHORITY The Executive Board and/or the general membership shall enact such rules as may be deemed necessary for the running of the WCDA. 2. PROJECT APPROVAL The Executive Board and/or the general membership shall review and approve proposed WCDA sponsored projects and functions. ARTICLE IX TEAMS 1. SANCTION WCDA shall sanction teams to play under its authority. The teams shall have a sponsor and a Captain whose address will be official for all correspondence. 2. SHIRTS Each sponsor is encouraged to supply their players with an official team shirt. The shirt will readily identify each team s members. Team members are encouraged to wear their team shirts to all darting events. 3. UNSPORTSMANLIKE CONDUCT Hurling darts, loud cursing, fighting and interrupting opponents matches in any way are examples of unacceptable behavior and should be reported to the Grievance Officer. Depending on the severity of the incident, warnings, fines, suspension and expulsion may result. 4. TEAM ROSTERS Each team shall submit to the Secretary by a designated date, a roster for each season consisting of at least four players and no more than six. This roster shall name one team captain and one team co-captain. All team members must be in good standing at the time the roster is presented. The roster shall include each team member s name, mailing address, and telephone number. 5. ROSTER CHANGES A player is not officially on a team s roster until they actually play for the team. Additions to teams up to six players may be added anytime during the season by dropping a player to add another. Additions or changes to teams must be noted in letterform to the Statistician or clearly noted on the score sheet. Once a team member is taken off a roster, that person is ineligible for further League play for the remainder of the season and may NOT be reinstated on the team or play for another team. 6. SUBSTITUTE PLAYERS Any team not having enough players at a sanctioned event may draft a player for that event. The drafted player must be approved by the entire opposing team and cannot be a member of the opposing team. Non roster members of the WCDA may substitute for any division, roster members may substitute in their own or in a higher division. Roster members may not substitute for a lower division than their own. ARTICLE X OTHER ITEMS 1. EVENT PARTICIPATION Any member who is not in good standing may not compete or advertise in any WCDA related event. 2. EXPENSES Unapproved expenses incurred for WCDA by any member in good standing shall be reimbursed at the discretion of a vote of the Executive Board and/or general membership. 3. FISCAL YEAR The fiscal year for WCDA shall run from the start of the Fall/Winter season to the start of the Fall/Winter season of the following year. 6

ARTICLE XI DISSOLUTION In the event of dissolution, the residual assets of WCDA shall be turned over to one or more organizations whose purpose is for community benefit. ARTICLE XII AMENDMENTS The by-laws may be changed by a majority vote of the team captains or team representatives. WCDA is an equal opportunity organization; race, creed, sex, religion, political affiliation or national origin shall not influence membership and participation. 7
