The Silver Spring Township Board of Supervisors met in a regular session on Wednesday, March 25, 2015, at the Township Building, 8 Flowers Drive, Mechanicsburg, Pennsylvania. Chairman Kertes called the Board of Supervisors meeting to order at 6:30 pm and the Pledge of Allegiance to the Flag was given. Executive Session Chairman Kertes announced that an Executive Session was held immediately priorto tonight's meeting to discuss personnel issues. Alpha Consulting Engineers, Inc. John Murphy of Alpha Consulting Engineers, Inc. presented information in regard to the new elementary and middle school locations for the Cumberland Valley School District. Residents expressed concerns in regard to traffic and road conditions along the chosen site; Mr. Murphy advised that meetings would be held between Silver Spring Township, Hampden Township and PennDOT to review concerns. PUBLIC COMMENT Lincoln Harris, Township Resident requested consideration for the installation of a 3-way stop sign at the intersection of Woods Drive and Mulberry Drive. On a DiFillppo/Konhaus Griffie motion, the Board of Supervisors approved having staff review the process for installing a 3-way stop sign at the intersection of Woods and Mulberry Drives. Hogestown Heritage Committee's status as a 501 (C)3 resulted in the cancellation of disbursements in the amount of $595.00, 2. NEW BUSINESS 1. Appointment: Officer in Charge (GIG) On a Konhaus Griffie/DiFilippo motion, the Board of Supervisors ratified the appointment of Sergeant Leroy Hippensteel as Officer In Charge (OIC) of the Silver Spring Township Police Department effective March 11,2015. 2. Wireless Facilities Regulation Project: Legal Assessment On a DiFilippo/Lenker motion, the Board of Supervisors approved participation in a free legal assessment of our current cell tower/wireless facilities ordinance ("Ordinance") for a wireless facilities regulation project by Cohen Law Group. Fee Increase: Zelenkofske Axelrod, LLC On a Konhaus Griffie/DiFilippo motion, the Board of Supervisors approved an increase in fees, not to exceed $5,000.00 for additional review for the 2014 Township Audit. Ordinance 2015-01: Solid Waste & Recycling On a Lenker/ Konhaus Griffie motion, the Board of Supervisors approved Ordinance 2015-01, in regard to the collection, storage, transportation, removal, recycling, dumping, deposit, and disposal of solid waste materials. On a DiFilippo/Machamer motion, the Board of Supervisors approved a temporary closing of DeWalt Drive in Mechanicsburg, for a 5K Race hosted by the Hogestown Heritage Committee, in partnership with Silver Spring Township, from 9:00 to 10:00 AM on Saturday, October 10, 2015. 5. Hogestown Heritage Committee: 5K Race/Temporary Road Closing SSCFC Expansion Project On a Konhaus Griffie/Kertes motion, the Board of Supervisors approved the following Payment Applications as presented: a. Payment Applications i. GP-07 as submitted by Horst Construction, inc. in the amount of $214,813.36. ii. EP-06 as submitted by McCarty &Son, Inc. in the amount of $ 24,394.40. Supervisor Lenker asked what the total was in regard to change orders for the project. Steve Fleming, Township Engineer noted that there was a significant charge order at the beginning of the project, due to site work having been added to the general contract. Chairman Kertes asked ifthe quantity of change order for this project was atypical; Fleming stated that it was not. Manager Eberly agreed to have staff create a financial report for the Board's review. b. Change Order On a Konhaus Griffie/Kertes motion, the Board of Supervisors approved Change Order no. GC-12 in regard to a credit for the elimination of the multipurpose room as submitted by Horst Construction, Inc. in the amount of ($1,928.71). Page 4 of 7
On a DiFilippo/Konhaus Griffie motion, the Board of Supervisors approved Change Order No. WDC-05 as submitted by Handwerk Site Contractors in regard to a sanitary sewer line conflict in the amount of $1,727.28; remediation of unsuitable subgrade, in the amount of $3,005.00; and additional signage in the amount of $1,325.00 for a total cost not to exceed $6,057.28. 7. Woods Drive Signalization Project: Change Order No. WDC- 05 8. Expenses On a DIFilippo/Machamer motion, the Board of Supervisors approved the purchase of a used 36" backhoe bucket from Groff Equipment, through a two-month rent to own agreement, at a monthly rate of $350.00, for a total amount not to exceed $700.00. a. Public Works b. Administration On a DiFilippo/Machamer motion, the Board of Supervisors approved a 63-month lease agreement with WPS Soiutions for a Sharp MX-4140N copier at a monthly rate of $150.98, for a total amount not to exceed $9,511.74. 9. Personnel Matters a. Job Descriptions On a DiFiiippo/Machamer motion, the Board of Supervisors approved the following job descriptions and allowed for advertisement of the open positions: i. i. Roger Brunner and Ronald Belle b. Offers of Employment On a Lenker/DiFllippo motion, the Board of Supervisors approved offers of employment for Roger Brunner and Ronald Belle as returning seasonal/part-time Park Maintenance Workers with the Public Works Department, effective March 16, 2015 through approximately November 14, 2015 at a rate of $11.22 per hour. ii. Grant Foxx On a Lenker/DiFilippo motion, the Board of Supervisors approved an offer of employment for Grant Foxx as a returning seasonal/part-time Park Maintenance Worker with the Public Works Department, effective March 16, 2015 through approximately November 14, 2015 at a rate of $10.20 per hour. SUBDIVISION AND LAND DEVELOPMENT 1. Exeter Property Group (CU2015-1): Conditional Use Application On a DiFilippo/Lenker motion, the Board of Supervisors approved the Exeter Property Group Conditional Use Application (CU2015-1) including eight (8) conditions as noted on correspondence dated March 25, 2015. Hunters Glen (2014-8P) 03/31/15: Preliminary Subdivision Plan On a DiFilippo/ Konhaus Griffie motion, the Board of Supervisors approved the Preliminary Subdivision Plan with waivers to SWMO: 304.01.1, 304.02.4 and 402.03.4, subject to the approval of all appropriate inter-municipal agreements, approval from the Hampden Township Board of Commissioners, and Silver Spring Township staff and engineering comments, and to also include widening of the emergency access to 24' to the west of Hunter Drive, with three additional widened areas; plus movement of Lot 1 so that it sits next to Lot 3, or ifthe move is not possible, a permitted driveway from Lot 1 to Hunters Drive. 3. Improvement Guarantee On a Lenker/DiFilippo motion, the Board of Supervisors approved an Improvement Guarantee for John H. & Doreen M. Klingler (2015-1F) in the amount of $897.60. SUPERVISOR AND STAFF COMMENTS Manager Eberly noted that work was continuing with the signal installation on Woods Drive and that the project was on schedule for paving to be done mid-april and project completion by the end of April. Manager Eberly noted that the annual Easter Egg Hunt would be held at Stony Ridge Park on Saturday, March 28th at 11:00 AM.
