City Council Study Session Minutes of September 28, 2016, and Regular Meeting Minutes of November 16, 2016. Recommended Action: Approve the City Council study session and regular meeting minutes. (City Clerk) B. Procedural Step to Approve Ordinance after Reading of Title Only. Recommended Action: Approval. (City Clerk) C. Proposed Cancellation of the January 4, 2017 City Council Regular Meeting. Recommended Action: Cancel the January 4, 2017 City Council Regular meeting. (City Clerk) D. Acceptance of a Grant in the Amount of $3,926 from the Fiscal Year 2016 State Homeland Security Program (SHSP) to Continue the Citizen Emergency Response Team (CERT) Program. Recommended Action: Adopt Resolution No. 2016-64, accepting the SHSP funds in the amount of $3,926 (Battalion Chief) E. Acceptance of Bid for Purchase of 2,000 Acre-Feet of Local Excess Carry- Over Storage Water in Chino Basin. Recommended Action: Approve the bid from Fontana Water Company to purchase 2,000 acre-feet of Norco s Local Excess Carry-Over Storage Water in Chino Basin in the amount of $1,130,000. Please complete the speaker card in the back of the room and present it to the City Clerk so that you may be recognized. 5. PUBLIC HEARINGS: A. Proposition 218 Public Hearing. Approval of 5-Year Water and Sewer Rate Increase and Drought Surcharge Rates. (Public Works Director) In Compliance with Article XIIID of the State of California Constitution and the Proposition 218 Omnibus Implementation Act, and AB 3030 Section 53756 of the Government Code regarding increases in wholesale water and sewer rate charges and drought surcharge rates, the City mailed 9,377 public
City Council Agenda, Regular Meeting Page 3 December 7, 2016 notices to all affected property owners and rate payers of the proposed 5- Year Water and Sewer Rate Adjustment. Staff is recommending that the City Council accept written and verbal comments on the proposed rates and to approve the proposed rates after closure of the public hearing. Recommended Action: Adopt Resolution 2016-65, adopting proposed adjustments to water and sewer rates and drought surcharge rates. B. Ordinance No. 1011, First Reading. An Ordinance Replacing Title 15, Chapter 15.09 (Fire Code) of the Norco Municipal Code. Code Change 2016-07 (Fire Chief) The proposed ordinance will adopt and amend the 2016 edition of the California Fire Code (CFC) which is based on the 2015 International Fire Code (IFC) and replace Chapter 15.09 (Fire Code) of the Norco Municipal Code in its entirety. Recommended Action: Adopt Ordinance No. 1011 for first reading and schedule the second reading for December 21, 2016. 6. DISCUSSION / ACTION ITEMS: A. Fireworks Action Plan and Update (WRCOG Fellow) Chapter 9.20 of the Norco Municipal Code establishes that all fireworks classified as dangerous or safe and sane are prohibited from being sold, used, stored, discharged, possessed, given away or provided to a minor. Fireworks are also prohibited by Riverside County Ordinance No. 858. Recommended Action: Receive and file. B. Appointments to the Economic Development Advisory Council (EDAC) to Fill Three (3) Vacancies. (City Clerk) On June 15, 2016, the City Council considered appointments to various City Commissions and the Economic Development Advisory Council (EDAC). An appointment was not made to the EDAC. Subsequently at its August 3, 2016 meeting, the City Council considered organizational modifications to EDAC and directed staff to initiate the recruitment process. The City Council is requested to review the applications submitted and make appointments. Recommended Action: Staff recommends that the City Council make three (3) appointments to the Economic Development Advisory Council to fill vacancies with the terms taking effect January 1, 2017.
