Mega Event Two-day Course on Protection of Animals and Environmental Laws for Senior Civil Judges and Civil Judges of the State. Himachal Pradesh Judicial Academy organized a course on 27 th & 28 th July, 208 on Protection of Animals and Environmental Laws for Senior Civil Judges and Civil Judges of the State which was attended by 26 officers. The Course was inaugurated by Hon ble Mr. Justice Chander Bhusan Barowalia, Judge, High Court of Himachal Pradesh. His Lordship delivered upon the curriculum of the course and also enlightened the participant on important aspects of laws related to Protection of animals and environmental issues. Sh. Chirag Bhanu Singh, the then Director of the Academy apprised the participants on Laws relating to Remands and Bails, Important Case Law, Art of Writing Judgment in Criminal Cases and H.P. Courts Act - An overview during the first and third sessions of first day of the course. Mrs. Daksha Gupta, Retired Principal Scientific Officer, H.P. State Pollution Board, Shimla addressed the participants on Laws and Programmes relating to Water & Air Pollution in India, Obstacles in controlling the pollution Measures to combat the problem of pollution and Role of Judiciary in Protection of Environment during the second session of the course. Sh. B.L. Soni, District & Sessions Judge (Retd.), emphasized the participants on H.P. Court Fees Act, during the fourth session of the course. Mrs. Gauri Maulekhi, Member, Animal Welfare Board of India, addressed the participants on various aspects relating to protection of animals including Protection of animals a social responsibility, Need of law for animals, Overview of Important laws dealing with the animals, Local Laws/regulation of local bodies concerning animals, Prevention of cruelty to Animals Act, 960 and Role of Judiciary in preventing the cruelty to animals during the first and second sessions of second day of the course. Sh. Archit Chhatwal, Gym Instructor, New Shimla, gave important helpful practical instructions to the participants on Gymnasium during the third session of the second day of the course. Hon ble Mr. Justice Sureshwar Thakur, Judge, High Court of Himachal Pradesh addressed the participant judges during valedictory session of the course. His Lordship answered the queries of participant judges and addressed them on curriculum and sought their feedback about the course. Group Photograph Two-day Course on Use of Video Conferencing Facilities for Senior Civil Judges, Civil Judges and Officers from Police Department of the State Himachal Pradesh Judicial Academy organized three courses on Use of Video Conferencing Facilities first on 7 th & 8 th August, 208, then on 4 th & 5 th September, 208 and 5 th & 6 th October, 208 for the Senior Civil Judges and Civil Judges and Police Officers/officials of the State which were attended by 74 participants. Sh. Vikas Bhardwaj, the then Additional District and Sessions Judge, Ghumarwin, District Bilaspur, H.P. who is the Master Trainer presented a brief overview of the E-Courts Project and Technical aspects in Video Conferencing during the first session of the course. Sh. Hans Raj, Additional District and Sessions Judge, who is also the Master Trainer emphasized the participants on various aspects connecting the courts and the prisons, Sh. Yashpal Sharma, Project Manager and Sh. Barinder Kumar, Team Leader from Department of Information Technology apprised the participants on Live Demo of Video Conferencing System during technical sessions. The E-Courts Project has extremely benefitted various stake holders of Criminal Justice System, like Police, Courts Forensic Since Laboratories by integration through video conferencing On Second day of the course, Sh. Vikas Bhardwaj, and Sh. Hans Raj, demonstrated Simulating Remand Procedure and Witness Examination, and also discussed various Legal provisions and Judgments in the context of using VC between HIM NEWS, VOLUME 7. Courts & Prisons. They also delve on future of technological integration of Criminal Justice System (ICJS). Dr. Parvinder Singh Arora, addressed the participants on Management Reporting from NJDG and CIS during third session. Sh. Yashpal Sharma and Sh. Barinder Kumar, gave live Demo of working of Video Conferencing System as well as practical conversation to the participants. The valedictory note was addressed by Sh. Himachal Pradesh Judicial Academy organized one course on Motor Vehicles Act, 988 for the Chief Judicial Magistrates and Mobile Traffic Magistrates of the State which was attended by 8 Officers. The course was inaugurated by Sh. George, who incidentally was the Director of the Academy. He apprised the participants on aim and objects of the training. He discussed the salient features of the Motor Vehicles Act, 988 where as Sh. B.L. Soni, District & Sessions Judge (Retd) referred elaboratory to the H.P. Motor Vehicles Rules, 999, powers and functions of Traffic Magistrates under the Act. Sh. Virender Singh, the then District & Sessions Judge, Shimla, emphasized on adjudication of cases under the Motor Vehicles Act, with reference to judgments of Hon ble Apex Court and High Courts. Hon ble Mr. Justice Dharam Chand Chaudhary, Judge, High Court of Himachal Pradesh (the then Hon ble President of the Academy), addressed the participating officers in HIM NEWS, VOLUME 7. Induction Training for newly appointed Judicial Officers. Himachal Pradesh Judicial Academy imparted Induction Training to five newly appointed Judicial Officers. The Induction Training was imparted in-house by experienced faculty of the Academy, and eminent resource persons, called by it. The Academy also made arrangements for the field training of the officers in various departments, like IGMC, matters Revenue settlement, Police, Jail, GQED Departments etc. HIM NEWS, VOLUME 7. Two-day Training Programme on CIS National Core Version 3.0 for the Ministerial Staff of the District Courts of Himachal Pradesh. The Himachal Pradesh Judicial Academy held nine Courses on CIS National Core Version 3.0 for the Ministerial Staff of Subordinate Courts of Himachal Pradesh. These courses were attended by 49 participants. The Courses focused on the latest version of Case Information Software. The main objective of the courses was to highlight the modifications made in the software installed in the district courts. On the valediction of each course, Sh. Chirag Bhanu Singh, the then Director of Himachal Pradesh Judicial Academy emphasized upon the need to ensure daily updating of cases in the CIS software so that complete and accurate information regarding cases is available in the public domain. One-day Courses on Juvenile Justice for the Chairpersons and Members of Child Welfare Committees, Probation Officers, Members of Juvenile Justice Boards/Child Protection Societies/ District Child Protection Units, and members of Special Juvenile Police Units etc of Himachal Pradesh Delinquency in juveniles is not a new phenomenon. It always existed in society and used to be dealt with, either in consonance with social norms or within the legal parameters. However, the objective always being to mend, counsel and rehabilitate the erring child. The incidence of delinquency besides being very less was relatable to minor offences. But, what now baffling the law enforcement agencies is the increasing rate as well as the seriousness of the offences committed by the children. The traditional school of thought that deprivation of basic necessities is the root cause of crime in children as they tend to achieve those very things by resorting to crime, is fast fading away. This principle may explain commission of certain offences by juveniles, but does not hold good when the offence is of sexual abuse or murder. How far letting off a child leniently, who is proved to have committed a very serious offence, can really help the child as well as the society, was the question asked in post Nirbhaya period. It is a matter of fact that institutionalization of child care and protection has not given the desired results. There are instances of sexual abuse, assault and forced labour to which the inmates were subjected either by the care takers themselves or they were instrumental in one way or the other, causing same on the children. So, there is shift towards non-institutional procedures for children who are in need of care and protection. A comprehensive legislation namely, The Juvenile Justice (Care and Protection of Children) Act, 205, repealing all previous laws on the subject, was enacted by the Parliament and it came in to force on 2st September, 206. framed there under, mandate the Centre as well as the State Governments to give due publicity of the Act and also hold periodical/induction training to the stakeholders who have to discharge their duties under the Act. With this purpose, the Academy conducted three Courses on Juvenile Justice which were attended by 90 participants i.e. Chairpersons and Members of the CWCs, Members of Juvenile Justice Board/ Child Protection Societies/ District Child Protection Units/ Special Juvenile Police Units and Managerial Staff of Child Care Institutions of Himachal Pradesh. The Himachal Pradesh Judicial Academy organized six Courses on Ubuntu-Linux: 4.04/LibreOffice-Writer/Calc for the Ministerial Staff of Subordinate Courts of Himachal Pradesh. These courses were attended by 89 participants. The participants were apprised of latest tools and techniques on Ubuntu-Linux environment to enhance their knowledge of computer system in order to discharge their duties to save time and increase their efficiency.
