This panel will provide an overview of how police agencies are responding to new policies that may affect their ability to engage with immigrants in their communities, and may negatively impact public safety goals. Presenters will discuss the reemergence of the Secure Communities initiative, DHS s renewed push to enter into 287(g) agreements, state efforts to force compliance with immigration detainer requests (e.g., Texas SB4) and potential consequences of such legislation, and the federal government s efforts to impose sanctions on so-called Sanctuary Cities. With more police agencies adopting this technology, and more research being done to evaluate the impacts of BWCs, we are gaining a better understanding of how to effectively implement BWCs in a way that promotes accountability, transparency, and strong police-community relationships. This panel will feature a discussion of PERF s recent research in Arlington, Texas, which examined the relationship between BWCs and community perceptions of police. The 5
panel will also feature representatives from police agencies that have received grants as part of the Bureau of Justice Assistance (BJA) Body-Worn Camera Policy and Implementation Program. These agencies have developed comprehensive BWC programs that serve as examples to other agencies, and have demonstrated positive outcomes in term of improved case outcomes, reductions in citizen complaints, and reductions in use-of-force incidents. 12:00 pm Meeting Adjournment.
