COMMISSIONERS AGENDA MEETING September 19, 2018 The Greene County Commissioners Agenda meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first-floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Carol Gooden, JoAnne Marshall, Cara Cox, Melissa Kirk, Lori Lhota, Craig Wise, Stacey Courtwright, Charlotte Popielarcheck and Members of the Press. MINUTES Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from September 5, 2018. Vote PROCLAMATIONS second to place on the agenda a Proclamation for National Chamber of Commerce Month October 2018. Vote FINANCE AND ADMINISTRATION second to place on the agenda a proposal from Direct Results for office furniture priced through COE distributing under the CoStar contract #4400016653 for Domestic Relations in the amount of $24,042.56 and Probation in the amount of $38,245.38. Vote 2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda Rice Poseidon Midstream, LLC is requesting to be released from the Greene County Heavy Hauling Agreement for the Greene to Yellow Jacket pipeline executed on 01-05-17 the road to be released is Progress Drive from the SR 21 to Evergreene Drive for 0.30 miles. Vote 3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an Agreement between the County of Greene and Southwestern Pennsylvania Corporation for work in the

SPC s approved 2018-2020 Unified Planning Work Program. Vote TAX CLAIMS second to place on the agenda the Greene County Tax Claim Bureau has received a bid of fifty dollars ($50.00), plus fees, for the following property: Control # 6-82452 located in Dunkard The property has been in the office since 2008 and was taken to upset sale on 09-15-10 and judicial sale on 12-16-15 and remains unsold. Vote EMERGENCY MANAGEMENT second to place on the agenda a Master Service Agreement between the County of Greene and Vesta Next Portfolio. Vote PROBATION second to place on the agenda a Juvenile Probation Services Grant Agreement. Vote second to place on the agenda the Greene County State Offender Supervision Fund Agreement FY 2018-2019 renewal. Vote HUMAN SERVICES second to place on the agenda the FY2018/2019 contract with Catholic Charities. Vote MENTAL HEALTH AND INTELLECTUAL DISABILITIES second to place on the agenda the FY2018/2019 contracts with: Vote a. Merakey Pennsylvania b. Vote second to place on the agenda the TLFR Grant Agreement Amendment #1 FY2018/2019. Vote CDBG second to place on the agenda a nondiscrimination clause for Bedilion Road water line construction contract. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the CDBG Management Plan. NOTICES 1. Notice of availability of the environmental assessment for the proposed Sweden Valley Project. 2. EQM Gathering, OPCO, LLC, Civil & Environmental Consultants, Inc. is applying for a chapter 105 general permit registration for utility line crossings (GP-5) and temporary road crossings (GP-8) through the Washington County and Greene County Conservation Districts for impacts of wetland streams, and floodways associated with oil and gas exploration, production, processing or treatment operations or transmission facilities located in Richhill 3. CNX Gas Company, LLC is modifying previously submitted permits to drill and operate gas wells located in Richhill

4. Monongahela Township is applying for a (GP-7) minor road crossing permit to replace a culvert on Robena Road as part of a low volume road. 5. PennDOT District 12-0 is applying for a water obstruction permit to the Pennsylvania Department of Environmental Protection located in Monongahela 6. Equitrans, LP is applying for an erosion and sediment control general permit (ESCGP-2) major modification and general Permits (GP-5) and (GP-8) to the Greene County Conservation District located in Gilmore 7. EQT Production Company is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, and transmission facilities from the Pennsylvania Department of Environmental Protection located in Morris 8. CNX Gas Company, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Richhill 9. The Department of Environmental Protection has sent a technical deficiency letter for application registration under GP WMGR123 RES Water Greene Facility located in Morgan 10. CNX Gas Company, LLC is submitting a major modification for existing ESCGP-2 permit #ESX 17-059-0034 RHL-99 well site located in Richhill 11. Columbia Gas of Pennsylvania, Inc. is submitting permit applications to the Pennsylvania Department of Environmental Protection for the Enon valve installation project located in Morris 12. Harper Crosby Holdings, LLC is submitting for coverage under general permits (GP-5) and (GP-8) for the proposed utility line stream crossings and temporary road crossings from the Pennsylvania Department of Environmental Protection located in Gilmore

13. Chevron Appalachia, LLC is submitting a Bureau of Waterways Engineering and Wetlands BWEW-GP-4 general permit application to the Pennsylvania Department of Environmental Protection located in Monongahela 14. Chevron Appalachia, LLC is submitting to the Pennsylvania Department of Environmental Protection a water management plan for the withdrawal of water for use in oil and gas exploration activities located in Monongahela PUBLIC COMMENT ADJOURNMENT Commissioner Trader made the motion and Commissioner Coder the second to adjourn the meeting.
