The individual shall be allowed five minutes to address the Board and are encouraged to complete a yellow sheet (not required) to provide a record of their input and so they can be recognized by name by the President of the Board. The Board shall limit the total time for public input on each agenda item to 20 minutes. Persons addressing the Board are requested to do so from the podium. With Board consent, the President may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard. The President may take a poll of speakers for or against a particular issue and may ask that additional persons to speak only if they have something new to add. Depending upon the nature of the presentations, the Board President or Superintendent may respond, or the President may call upon Board members for brief comments, questions of clarification, provide a reference to staff, or other resources for factual information, or request the Superintendent to report back to the Board at a subsequent meeting or in Highlights concerning the matter. However, in compliance with the Ralph M. Brown Act, the Board is not permitted to take action on non-agenda items, unless an emergency exists as defined in Government Code Section 54956.5. If appropriate, the Board may direct the Superintendent to schedule an item for a future Board agenda.
