Adequate notice of this meeting was provided to the Westfield Leader, advertised on January 4, 2018, notification was sent to the Star Ledger and prominently posted on the municipal public bulletin board and filed in the office of the municipal clerk informing the Public of the time and place according to the Provisions of the Open Public Meeting Law (Chapter 231, P.L. 1975). To date those scruffy men have raised over $5,000.00 for cancer research. Thank you to everyone that has helped make this year s drive a success. The Toys for Tots drop-off located in the lobby of the police department will be collected at the end of this week. Please help out and donate a toy if you have not done so already. During this festive time of year it s important to remember to enjoy the holidays responsibly. Please don t drink and drive. PUBLIC HEALTH: Councilwoman Cuccaro No Report STREETS AND ROADS/ECOLOGY: Council President Blumenstock, Chr. No Report FIRE: Councilman McCormack, Chr. Read Chief Tweedle s Fire Report. He commented he was honored to be Fire Commissioner in 2018. FINANCE: Councilwoman Todisco, Chr. No Report BUILDINGS AND GROUNDS: Councilman Lazarow Integrity Roofing, Inc. will begin the Firehouse roof project on Monday, December 17, 2018. They will be dropping equipment in the areas as discussed in the pre-construction meeting between the Firehouse and Borough Hall. The project is expecting to take about two weeks, however that timeline is weather permitting. LAWS AND LICENSES: Councilwoman Cuccaro No Report RECREATION: Councilman Lazarow Reported on recreation matters GARWOOD SENIOR CITIZEN LIAISON: Council President Blumenstock We had a great time at our holiday party last Thursday. It was held at the Westwood and we were treated to a little singing and piano playing as well as some harmonica playing by member Gene Payne. It was a nice way to start the holiday season. Our next meeting will unfortunately have to be cancelled due to the construction on the Firehouse roof which is slated to begin next week. So it looks like our next meeting will be in the new year. That s all for my report, Mayor. LIBRARY, MAYOR S REPRESENTATIVE: Councilman Lazarow Santa s visit to the Library was a success. On December 8 over 50 children visited with Santa. Each child received a goodie bag and had their picture taken in front of the Library s holiday backdrop. On December 6, the public was entertained by, Christmas Matters, an A Capella quartet dressed in Dickens era costume. It was an all request live Christmas Carol performance and lots of fun. On Wednesday, December 12, at 10:30am the Pipsqueak Players will take over Storytime. They visited twice before and their program was well attended. They will be making a monthly appearance at story time in 2019. On Thursday, December 13 th from 10am till noon, Union County Division of Aging Staff will be on hand to assist seniors (age 60+) or their caregivers with information on services, such as meal delivery, respite care, adult day care and support services for caregivers. This program will continue throughout 2019 year on the third Thursday of each month. During December the Library is a collection station for the LUCC (Libraries of Union County Consortium) Food Drive, the PTA Winterfest, and Garwood s Day of Service. The following is a list of ongoing programs at the Library: Kid s Chess - Every Monday at 3:00pm while school is in session Book Clubs - Monday afternoon at 1pm and Thursday evening at 7 pm. Story Time - Every Wednesday at 10:30am. Explore It (STEM program) Every Tuesday at 3pm through December 18 Adult Craft tonight at 6pm Story Time - Every Wednesday at 10:30am through December 19 Kid s Craft Wednesday, December 12 at 3:00pm Lego Club - Thursday December 20 at 3:00pm SCHOOL BOARD LIAISON: Councilman McCormack No Report CELEBRATION OF PUBLIC EVENTS AND HOLIDAYS LIAISON:

UNFINISHED BUSINESS: CONSENT AGENDA (Adoption upon Roll Call) Consent agenda items are considered to be routine and will be enacted with a single motion; any items requiring expenditure are supported by a Certification of Availability of funds; any item requiring discussion will be removed from the Consent Agenda; all Consent Agenda items will be reflected in the full minutes. RESOLUTION NO. 18-220 WHEREAS, Ileen Cuccaro has faithfully and conscientiously served the citizens of our Borough as a member of council since January 1, 2016; and WHEREAS, Ileen has dedicated herself to public service, giving her personal time to serve the citizens of Garwood as Councilwoman; and WHEREAS, the Governing Body of the Borough of Garwood wish to publicly acknowledge and commend Ileen for her loyal and dedicated service to all the people of the Borough of Garwood. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Garwood do hereby express Best Wishes to Ileen Cuccaro and her family in the coming years; and BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk be and they are hereby authorized to affix their signatures to a copy of this resolution, which shall be presented to Ileen. RESOLUTION NO. 18-221 WHEREAS, Stephanie Bianco has faithfully and conscientiously served the citizens of our Borough as a member of council since June 26, 2018; and WHEREAS, Stephanie has dedicated herself to public service, giving her personal time to serve the citizens of Garwood as Councilwoman; and WHEREAS, the Governing Body of the Borough of Garwood wish to publicly acknowledge and commend Stephanie for her loyal and dedicated service to all the people of the Borough of Garwood. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Garwood do hereby express Best Wishes to Stephanie Bianco and her family in the coming years; and BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk be and they are hereby authorized to affix their signatures to a copy of this resolution, which shall be presented to Stephanie. RESOLUTION NO. 18-222 WHEREAS, Charles Lombardo has faithfully and conscientiously served the citizens of our Borough as Mayor since January 1, 2015, WHEREAS, Charles has dedicated four years to public service as Mayor, giving his personal time to serve the citizens of Garwood; and WHEREAS, the Governing Body of the Borough of Garwood wish to publicly acknowledge and commend him for his loyal and dedicated service to all the people of the Borough of Garwood. NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Garwood do hereby express Best Wishes to Charles and his family in the coming years; and BE IT FURTHER RESOLVED that the Council President and Municipal Clerk be and they are hereby authorized to affix their signatures to a copy of this resolution, which shall be presented to Charles. RESOLUTION NO. 18-223 BE IT RESOLVED, by the Council of the Borough of Garwood, County of Union, State of New Jersey, hereby awards the Borough s 2019 Insurance Package to Willis of New Jersey, Inc., 350 Mt. Kemble Avenue, Morristown, NJ, 07960. RESOLUTION NO 18-224

Page 4 of 6 RESOLUTION APPOINTING RISK MANAGEMENT CONSULTANT WHEREAS, the Borough of Garwood (hereinafter Local Unit ) has joined the Statewide Insurance Fund (hereinafter Fund ), a joint insurance fund as defined in N.J.S.A. 40A:10-36 et seq.; and WHEREAS, the Bylaws require participating members to appoint a Risk Management Consultant, as those positions are defined in the Bylaws, if requested to do so by the Fund ; and WHEREAS, the Local Unit has complied with relevant law with regard to the appointment of a Risk management Consultant; and WHEREAS, the Fund has requested its members to appoint individuals or entities to that position; and NOW, THEREFORE, BE IT RESOLVED by the governing body of Local Unit, in the County of Union and State of New Jersey, as follows: 1. The Borough Council hereby appoints Willis of New Jersey, Inc. its local Risk Management Consultant. 2. The Mayor and Municipal Clerk be and Risk Management Consultant are hereby authorized to execute the Risk Management Consultant s Agreement for the year 2019 in the form attached hereto. RESOLUTION NO. 18-225 WHEREAS, the Borough of Garwood is a member of the Statewide Insurance Fund, a joint insurance fund as defined in N.J.S.A. 40A: 10-36 et seq.; and WHEREAS, the Fund s Bylaws require participating members to appoint a Fund Commissioner; and NOW, THEREFORE, BE IT RESOLVED, by the governing body of the Borough of Garwood that Christina M. Ariemma, Borough Administrator/Clerk be and is hereby appointed as the Fund Commissioner for the Local Unit; and BE IT FURTHER RESOLVED that Sandy Bruns, Chief Financial Officer/Treasurer/Assistant Administrator/Tax Collector be and is hereby appointed as the Alternate Fund Commissioner for the Local Unit; and BE IT FURTHER RESOLVED that the Local Unit s Fund Commissioner is authorized and directed to execute all such documents as required by the Fund. RESOLUTION NO. 18-226 BE IT RESOLVED by the Council that Christina M. Ariemma, Borough Administrator/ Clerk be and is hereby appointed as the Safety and Loss Prevention Representative for 2019 for the Borough of Garwood, County of Union, State of New Jersey, in accordance with the requirements set forth by the Statewide Insurance Fund. RESOLUTION NO. 18-227 BE IT FURTHER RESOLVED by the Council of the Borough of Garwood that the Municipal Clerk be and is hereby authorize to renew the agreement with UNUM for 2019 at the same rate as 2018. WHEREAS, the Mayor and Council of the Borough of Garwood, County of Union, State of New Jersey, hereby directs the transfers of 2018 budget appropriations be and they are hereby made: BE IT RESOLVED, that the Chief Financial Officer be and is hereby authorized to make necessary transfers prior to year-end and that these be ratified at the next regularly scheduled meeting of the Governing Body. RESOLUTION NO. 18-231 WHEREAS, the Council of the Borough of Garwood has heretofore adopted Ordinance 16-17. ORDINANCE NO. 16-17 & 18-09 AN ORDINANCE FIXING THE SALARIES AND WAGES FOR THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF GARWOOD, IN THE COUNTY OF UNION, STATE OF NEW JERSEY. WHEREAS, said ordinance reflects changes of salaries and/or hourly rates to be paid to said employees of the Borough of Garwood for the year 2019. NOW, THEREFORE, BE IT RESOLVED, by the Governing Body of the Borough of Garwood that the proper officer or officers of the Borough be and they are hereby authorized and directed to execute checks on Borough Funds for the purpose of paying the annual salaries and/or hourly rates to the employees of the Borough of Garwood as set forth opposite each job classification. WHEREAS, said ordinance reflects changes of salaries and/or hourly rates to be paid to said employees of the Borough of Garwood for the year 2019. NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Garwood that the CFO/Treasurer of the Borough be and is hereby authorized and directed to payrolls on Borough funds for the purpose of paying the annual base salaries and or hourly rates to the employees of the Garwood Police Department in the Borough of Garwood as set forth opposite each job classification. Said salaries to be paid bi-weekly less such deductions as in such cases made. RESOLUTIONS DELETED FROM THE CONSENT AGENDA: RESOLUTION NO. 18-233 WHEREAS, pursuant to Resolution of the Council, the Borough Clerk advertised for bids for the 2018 Spruce Avenue Curbing replacement project in the Borough of Garwood; and WHEREAS, nine bids were received on November 27, 2018; and WHEREAS, the bids were reviewed by Borough Engineer Disko and are determined to be over budget; and

NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Garwood that the bids received for the Spruce Avenue Curbing replacement project be and are hereby rejected; BE IT FURTHER RESOLVED that the Borough Clerk be and is hereby authorized to provide a copy of this Resolution to the bidders. A motion was made by Council President Blumenstock, second by Councilwoman Bianco Discussion: NONE NEW BUSINESS: Councilwoman Todisco presented Mayor Lombardo with a gift. Councilwoman Todisco made comments concerning Mayor Lombardo s dedication to Garwood. Councilwoman Todisco and Council President Blumenstock thanked Councilwoman Cuccaro, Councilwoman Bianco and Mayor Lombardo for their service. Councilman Lazarow thanked everyone. Councilman McCormack thanked all and commented on everyone s service. He thanked Mayor Lombardo. Council President Blumenstock presented Councilwoman Cuccaro, Councilwoman Bianco and Mayor Lombardo with resolutions. Councilman Lazarow commented on his many years of service, and also thanked everyone. PAYMENT OF CLAIMS: BE IT RESOLVED that the following claims as approved be and the same are hereby ordered paid when properly signed and verified; and the payment of payrolls as listed is hereby confirmed and ratified. BE IT FURTHER RESOLVED, that the Chief Financial Officer be authorized to make payments and transfers for necessary obligations prior to the next regularly scheduled Council Meeting.
