POSTING OF NOTICE: Adequate notice of this meeting has been provided in accordance with the requirements of the Open Public Meetings Law by filing the notice in the Office of the Township Clerk and by posting the meeting notice on the bulletin board at the Municipal Building on December 19, 2018 where it has remained posted since that date. A legal notice appeared in the Daily Record and the Newark Star Ledger on December 27, 2018 and was forwarded by fax to other local newspapers and local radio stations on December 19, 2018. F. ENGINEERING REPORT Lake Parsippany Road Improvements, Phase VI Project Construction of the sixth phase of the Lake Parsippany Road Improvement project remains in progress. Water service installation continues when the weather is favorable and the project will be completed in the Spring. (No Council Action Required). Moraine Area Streets, Phase II Project The second phase of this project is substantially complete. Minor cleanup items will continue as long as the weather is favorable. Final restoration will be completed in the Spring. (No Council Action Required). Mt. Tabor Area Streets, Phase III Improvement Project Construction is approximately 40% complete and work has stopped for the winter. Construction will start again in the Spring. We continue to monitor site conditions and address concerns as they arise. (No Council Action Required). Drainage Issues Engineering and the Public Works Department are still investigating numerous drainage issues. The Cherry Lane issues are still being evaluated but the wet weather has delayed some of our ability to get equipment on-site to investigate more thoroughly. Crews have inspected drainage lines and will continue to investigate until the source of the problem is identified. The drainage problems on Old Dover Road have been corrected and we are investigation several concerns throughout town. (No Council Action Required). Edgewood Court Reconstruction Project This project was awarded last month and is anticipated to start in the Spring. (No Council Action Required). Sandra Drive & Sandra Court Reconstruction Project This project is for the reconstruction of Sandra Drive & Sandra Court including drainage improvements, curbs and full depth pavement reconstruction. Bids were opened on February 21 st and a recommendation to award the project to Midwest Construction is requested. (A Resolution will need to be adopted by the Township Council). Forge Pond Luxury Townhomes, Release of Performance Guarantees Block 734 Lots 2, 63, 64 & 68 The developer completed all site work in accordance with the approved plans. Inspections were made during the course of construction and this office has no objection to the release of Letter of Credit No. 1003-SB for the overall site work and Letter of Credit No. 999-SB associated with the soil moving guarantee. (A Resolution will need to be adopted by the Township Council). Page 2

Starbuck Corporation, Performance Guarantee Release Block 726 Lot 9 The developer completed all site work in accordance with the approved plans. Inspections were made during the course of construction and this office has no objection to the release of Performance Bond No. 023038514. (A Resolution will need to be adopted by the Township Council). Target Federal Realty Investment Trust, Performance Guarantee Release Block 729 Lot 7 The developer completed all site work in accordance with the approved plans. Inspections were made during the course of construction and this office has no objection to the release of Performance Bond No. 019052926. INTRODUCTION 1. ORDINANCE 2019:06 AN ORDINANCE OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS, MORRIS COUNTY, NEW JERSEY AMENDING AND SUPPLEMENTING VARIOUS PROVISIONS OF THE CODE OF PARSIPPANY-TROY HILLS RELATED TO FEES BE IT RESOLVED that the above Ordinance be introduced, read by title, and passed on first reading at a Meeting of the Township Council of the Township of Parsippany-Troy Hills held on March 5, 2019 and that said Ordinance be further considered for second reading and final passage at a Meeting to be held on March 19, 2018 at 7:00 p.m., prevailing time, or as soon thereafter as the matter may be reached, at the Municipal Building in said Township, at which time all persons interested shall be given an opportunity to be heard concerning said Ordinance. BE IT FURTHER RESOLVED that the Clerk be authorized and directed to advertise said Ordinance with the Notice of Introduction thereof being published in the official newspaper according to law.
