COUNCIL BLUFFS COMMUNITY SCHOOLS BOARD MINUTES REGULAR MEETING May 13, 2008 6:30 P.M. 12 Scott Street Council Bluffs, Iowa 1. Call to Order The meeting was called to order by President Marvin Arnpriester at 6:30 p.m. 2. Roll Call Members Present: Dave Coziahr, J.J. Harvey, Janine Headen, Mark McGee, Glen Mitchell, Gina Primmer and Marvin Arnpriester. 3. Invocation A moment of silence was observed. 4. Pledge of Allegiance 5. We Are Proud of Our Schools/Introductions Student Spotlight Dr. Martha Bruckner, Superintendent of Schools introduced Tessa Brow who has been recognized at one of the top 10 students in Iowa and as one of the top 12 students in Southwest Iowa. Dr. Bruckner then introduced Vicki Leaders who introduced and recognized the following students from the Health Occupation Students of America (HOSA) program that competed at State competition and have qualified to compete at the National level: Allison Palmer, Becca Gradoville, Jamie Swoteck, Brian Clark, Brian Sievers, Sara Lipcamon, Rachell Christina, Ben Bell, Bruce Turpin, Savannah Pike, Jason Sheffler, Luke Harm, Chris German, Michelle Malick, Tim Nelson, Jerry Adrian, Ann Maranda, Alissa Rea, Mallory Husz and Christine Waters. Dr. Bruckner introduced Brenda Copeland who introduced and recognized the following students from the Thomas Jefferson Orchestra: Jeff Livengood, Breanne Arnold, Lacey Bray, Amber McKeeman, Allisa Brock, Jessica Wendt, Cassie Shupe, Max Bodicker, Chris Keefer, Sam Emery and Josh Jones.

Dr. Bruckner introduced Terry Hanzlik who introduced and recognized the following students from the Abraham Lincoln Band: Adam Rutledge, Kyle Willis, Sara Peters, Connor Snyder and Matt Dickinson. Employee of the Month Dr. Bruckner introduced Fred Maher, Assistant Principal at Abraham Lincoln High School and presented him with the award for Licensed Employee of the Month. Recognition of Second Year Teachers Dr. Bruckner introduced Chris Schultz and Melissa Taylor, who then introduced the following 2 nd year teachers: Lori Anderson, Katie Boeckenstedt, Julie Emsick, Amanda Gibson, Micole Harms, Amanda Hedin, Erin Keith, April Kimnach, Steve Mandelko, Rachel Meade, Amy Minahan, Brooke Roberts, Zach Scherb and Mariah Wellman. Teacher and Support Staff Person of the Year Dr. Bruckner introduced Lyle Cain, Head Custodian from Wilson Junior High School as Support Staff Employee of the Year. Dr. Bruckner introduced Ann Dea, teacher from Wilson Junior High School as Teacher of the Year. School Board Recognition Week Dr. Bruckner presented certificates of recognition and expressed her thanks and appreciation to each Board Member. 6. Approval of Agenda BE IT RESOLVED that the agenda as presented be approved. Seconded by: J.J. Harvey Voice Vote in Favor: Gina Primmer, J.J. BE IT RESOLVED that we divide the question and separate the bid award for the display boards for discussion. Business Items Approval of tentative lists of 2008 graduating seniors for issuance of diplomas. Approval of Bid #08-010, Visual Display Boards Personnel Approval of Minutes Regular Meeting of April 22, 2008 and the Special Meeting of April 29, 2008 8. Public Participation (This is an opportunity for members of the public to address the Board regarding agenda items or other matters of concern.) None. 9. Superintendent s Report *A. Informational Presentations Summer Professional Development Dr. Martha Bruckner, Superintendent of schools reviewed the Summer Professional Development. *B. Resolutions Policy Review, First Reading Diane Ostrowski, Supervisor of Community Services answered questions regarding Policy Review, First Reading.

BE IT RESOLVED that the Board send back Policy 217 to the Committee and add Board Report and Public Participation. Seconded by: BE IT RESOLVED that the words and Hearings be removed from Policy 217 and take the last sentence that is currently crossed out, and change public participation to public hearings. Seconded by: Dave Coziahr Voting in Favor: Gina Primmer, Dave Coziahr, Glen Mitchell, J.J. Harvey, Mark McGee and Marvin Arnpriester. BE IT RESOLVED that we table Policy 217 as amended until the next meeting. Seconded by: Glen Mitchell Voice Vote In Favor: Gina Primmer, Glen Mitchell, Dave Coziahr, J.J. Harvey, Mark McGee and Marvin Arnpriester Voice Vote Against: Janine Headen BE IT RESOLVED that we see more details regarding the affirmative action coordinator in Policy 418. Seconded by: BE IT RESOLVED that we table Policy 418 and under cross references add 418.1 until our next meeting when we will act on it formally at the second reading. Seconded by: Mark McGee Voting in Favor: Gina Primmer, Mark McGee, J.J. Harvey, Glen Mitchell, Dave Coziahr and Marvin Arnpriester BE IT RESOLVED that we table Policy 511 and send it back to

the Committee for more information and understanding of the board. Seconded by BE IT RESOLVED that we move Policy 511 to a second reading at the next meeting. Moved by: Mark McGee Seconded by: J.J. Harvey, Mark McGee and Marvin Arnpriester Approval of the Agreement with Exempt Employees Approval of the 2008-2009 Administrators Compensation Package BE IT RESOLVED that we approve the 4.9% package increase for exempt classified staff members and Administrative staff members.
