RECORD OF PROCEEDINGS MINUTES OF JACKSON TOWNSHIP BOARD OF TRUSTEES MEETING MAY 23, 2017 Hawke called the meeting to order at 4:04 p.m. at the Jackson Township Hall with all Trustees, Fiscal Officer, Vaccaro, Hogue, Brink and Bissler present. Hawke moved and Pizzino seconded a motion to go into Executive Session for Police Department Personnel (Appointment/Employment/Compensation) Full-time and Part-time conditional candidates. Hawke moved and Pizzino seconded a motion to go into Executive Session to prepare for negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Upon return from Executive Session at 5:04 p.m., Hawke called the General Session to order with all department heads present. He requested that all cell phones be turned off at this time. The Pledge of Allegiance was recited. Public Speaks None Fire Department RESOLUTION 17-063, ATTACHED FIRE DEPARTMENT CAPTAIN APPOINTMENT Hawke moved and Pizzino seconded a motion whereas, Resolution No. 17-062 is incorporated herein, and Alex M. Hoce has successfully passed an evaluation by a certified psychologist as to his psychological condition as it relates to the performance of the duties for the Captain s position. Be it resolved that, pursuant to Step 6 of the Notice of Examination, ORC Section 505.38, and the Township s Personnel Hiring Policy, we hereby appoint Alex M. Hoce to the position of Full Time Fire Department Captain, effective May 29, 2017 at 0800 hours, at the base Captain rate ($24.4880 per hour) as set forth in the Negotiated Agreement with Jackson Township and the Jackson Township Professional Firefighters Local 2280, IAFF. Chief Hogue administered the oath of office. There was a brief photo session. Hogue thanked the Trustees, Fiscal Officer, Alex s family and the township for their support. Page 1 of 7 May 23, 2017

RESOLUTION 17-064, ATTACHED FIRE DEPARTMENT CAPTAIN OATH OF ACCEPTANCE Hawke moved and Walters seconded a motion that we hereby accept the attached Oath of Office for Alex M. Hoce as Full Time Fire Department Captain, effective May 29, 2017 at 0800 hours. Public Works Department Park Division Mike Danner and his wife were in attendance for the acceptance of a weathervane donated in memory of their son. Mike told the Board he started looking for someone to make a new weathervane for the gazebo when the old one deteriorated beyond repair. He said he found a man in Texas to do it and that Mr. Harrell wanted to attend the meeting. Mike said that Mr. Harrell thanked him for allowing him to represent the family this way. Mike gave a brief history of the gazebo and the reason for it. ATTACHMENT 05/23/17 A Hawke moved and Walters seconded a motion to accept the donation of a $1,800.00 stainless steel weathervane to replace the prior steel weathervane that had aged on top of the MJD Memorial Gazebo in the Jackson North Park, further enhancing the gazebo beautification project from 2007. The weathervane was made by Mark Harrell Fine Art in Red Rock, Texas, and donated from the Michael Jay Danner family, Mike, Dawn and Megan. Fire Department ATTACHMENT 05/23/17 B Hawke moved and Walters seconded a motion to approve the appropriation transfer request from account code 210.210.5230, Workers Compensation, to account code 210.210.5394, Radio Repairs, in the amount of $10,000.00. Hogue explained that this was needed to cover the new station alerting system that goes with the new radios which wasn t covered by the grant. RESOLUTION 17-065, ATTACHED SALE OF STRYKER COT TO LAWRENCE TOWNSHIP, TUSCARAWAS COUNTY, OHIO Hawke moved and Pizzino seconded a motion pursuant to ORC Section 505.101, the Board of Trustees of Jackson Township, Stark County, Ohio adopt and authorize the placement of their signatures upon the attached Agreement with the Board of Trustees of Lawrence Township, Tuscarawas County, Ohio for the sale of one (1) used Stryker model 6500 Power-Pro XT cot (with built in IV pole and oxygen (O2) caddy), a 110-volt battery charger, and two (2) batteries AS IS for a price of $4,000.00. RESOLUTION 17-066, ATTACHED SALE OF STRYKER COT TO VILLAGE OF LODI, MEDINA COUNTY, OHIO Hawke moved and Walters seconded a motion pursuant to ORC Section 505.101, the Board of Trustees of Jackson Township, Stark County, Ohio (hereafter Jackson Township) and the Village of Lodi, Medina County, Ohio (hereafter Lodi) hereby agree that Jackson Township will sell one (1) used Stryker model 6500 Power-Pro XT cot (with built in IV pole and oxygen (O2) caddy), a 110-volt battery charger, and two (2) batteries AS IS for a price of $4,000.00. Payment by Lodi to Jackson Township shall be concurrent with or prior to the receipt of Stryker model 6500 Power- Pro XT cot (with built in IV pole and oxygen (O2) caddy, a 110-volt battery charger, and two (2) batteries. Administration Department ATTACHMENT 05/23/17 C Hawke moved and Walters seconded a motion to request a hearing on the liquor license to Loby s Bar & Grille, LLC, dba Lobys Bar & Grille & Patio, 4736 Hills and Dales, Canton, OH 44708. RESOLUTION 17-067, ATTACHED Hawke moved and Walters seconded a motion pursuant to ORC Section 505.264, the Board of Trustees of Jackson Township, Stark County, Ohio adopt and authorize the placement of their signatures upon the attached Memorandum of Understanding with Johnson Controls, Inc. ATTACHMENT 05/23/17 D Hawke moved and Pizzino seconded a motion to authorize the internship of Madeline Geiser as a temporary seasonal leased intern, as attached, through a temporary service, subject to a negative drug screen, retroactively effective May 15, 2017, at the rate identified in the attached memorandum from Michael B. Vaccaro. Police Department Hawke moved and Walters seconded a motion to accept the following donations to the 2017 Pride Program: 1. $200.00 Elite Auto Body, LLC. 2. $150.00 from Lauren McCord. Public Works Department Highway Division ATTACHMENT 05/23/17 E Hawke moved and Walters seconded a motion to authorize temporary road closures for the 2017 Community Celebration 5K Run and to authorize temporary closure of the yard debris site in accordance with the attached memorandum from the Public Works Director. ATTACHMENT 05/23/17 F Hawke moved and Walters seconded a motion to approve Budget Module No. 2017-30 for West Blvd. Drainage, in the amount of $4,000.00. RESOLUTION 17-068, ATTACHED STRIP EXTENSION-PLAT AND RIGHT-OF-WAY SERVICES Hawke moved and Pizzino seconded a motion that we hereby adopt and authorize the placement of the Board President s signature upon the attached Consulting Agreement for Plat and Right-of Way Dedication in the amount of $8,450.00. ATTACHMENT 05/23/17 G Hawke moved and Pizzino seconded a motion to approve Budget Module No. 2017-31, for Strip Avenue Extension Right-of-Way, in the amount of $8,450.00. RESOLUTION 17-069, ATTACHED CHAMPAIGN AVENUE NW STOP SIGN Hawke moved and Walters seconded a motion pursuant to ORC Section 5411.11 and with a two (2) week signage notice of direction change, we hereby adopt and authorize the removal of stop signs currently on Emerald Isle Avenue eastbound and westbound at Champaign Avenue NW and further authorize the placement of stop signs on Champaign Avenue NW to stop northbound and southbound at Emerald Isle Avenue NW. RESOLUTION 17-070, ATTACHED NOXIOUS WEEDS-5691 GOVERNORS AVENUE NW, LOTS 21 AND 22 IN MALLARD S CROSSING #2, PARCEL NOS. 16-16991 AND 16-16992, JACKSON TOWNSHIP, OHIO Hawke moved and Walters seconded a motion whereas, the Jackson Township Board of Trustees, having been informed in writing that noxious or other harmful weeds are growing on the lands in charge of Deutsche Bank National Trust Company, Trustee in Jackson Township described as follows: 5691 Governors Avenue NW, Lot 21 and 22 in Mallard s Crossing #2, Parcel Nos. 16-16991 and 16-16992, Jackson Township. Be it resolved that said Deutsche Bank Nation Trust Company, Trustee, whose tax mailing address is Core Logic, 2500 Westfield Dr., Ste. 102, Elgin, IL 60124, be notified by serving on them by certified mail with return receipt requested, a written copy of this resolution that said noxious weeds are growing on such lands and that, pursuant to ORC Section 5579.05, they must be cut or destroyed with five (5) days after the service of such notice or show this Board cause why there is no need for doing so. The owner shall have a continuing duty to cut or destroy the noxious weeds every 30 days from the date of this Resolution until October 31, 2017. If the owner fails to meet this obligation within the five-day period, or the subsequent 30 day periods, the Township will mow at $150.00 per hour with a $400.00 minimum charge per lot or parcel. As stated in our prior courtesy letter to you, pursuant to ORC Sections 5579.06 and 5579.07, a $150.00 administrative fee per lot or parcel will be placed on your tax duplicate. He said we re starting to get payments for ambulance runs with that at no cost to the taxpayers. He said we found a company called GovPayNet.com who provided us with the swipe equipment that was needed. He said we are tracking that and that it would probably increase what we re collecting, particularly in ambulance fees when people can come in and pay by credit card. He said Joni had her first fairly big zoning fee come in the other day. He said it s being directly receipted into our system; it s pretty seamless. He thanked all the department heads for their help and their staff. Public Speaks Open Forum ATTACHMENT 05/23/17 L Kevin Lewis, 4945 Mandarin Dr., Seville, Ohio 44273, came in to pass out some folders to the Trustees. He said he works for Ohio LECET which is a trust fund for the Ohio labor unions and the Ohio Contractors Association. He said OCA has said that when work is bid out a small project won t get very many bidders. He said some of the small townships he works with are having a hard time getting bids on their projects. He said he is visiting all the townships and small municipalities trying to make them aware. He said they are not state funded, everything is negotiated with their contractors and everyone trains through their training center in Mt. Vernon. He said if he can be any help in locating a contractor or looking at projects, he would be happy to help. He thanked the Board for letting him speak.
