Ligonier Township Supervisors Regular Meeting December 13, 2016 The Ligonier Township Supervisors met in regular session at 7 PM with the Pledge of Allegiance opening the meeting. Secretary Bruce Robinson took roll call. Present were D. Scott Matson; Bruce Robinson; Gary Thistlethwaite; and Chairman, Wade Thomas. Vice Chairman Paul Knupp was absent. Public Comment 1. Dan Stevens, Kissell Springs Rd.- Stated about adopting/approving a deficit budget later in the evening and addressed Supervisor, Scott Matson regarding is motion to lay-off employees at last s meeting in his Supervisor Comments, that he should research costs associated with hiring and training a new employee as when you lay-off employees they tend to obtain other jobs. 2. Stephanie Vern-Asked the Board of Supervisors to explain in laymen s terms the reasoning behind the abolishment of Ligonier Township Municipal Authority/Sale and the timing of the Comprehensive Plan. A motion was made by Bruce Robinson and seconded by Scott Matson to approve the minutes of the November 9, 2016 meeting. Motion carried Supervisor Comments Bruce Robinson addressed Dan Stevens statement on the deficit 2017 budget, that it is not due to the 92,000 carryover funds from 2016. Also stated that Ligonier Township Municipal Authority is not up for vote to sale tonight; only to advertise to abolish the Ligonier Township Municipal Authority. Staff Report Manager s Report Terry Carcella reported that we received $19,666.27 in reimbursable funds for the Storm Jonas, which is 75% of the amount we requested. Terry provided the Board of Supervisors with a draft of the newsletter for their review and provided them with the following bids: Bids Received for 2016/2017 December 13, 2016 Propane Luther P. Police Report Chief Matrunics reported
Chief Matrunics reminded everyone to keep an extra eye on their bank and credit card accounts at this time of year and to be cautious when out shopping. Also to be sure and have your vehicles prepared for the winter season. Sgt. Friscarella explained to the Board of Supervisors that they currently utilize three separate antiquated programs to do their reporting and one the gentleman is retiring, which means there will be no more updates to the program nor any further support is something goes wrong with the program.
The Sgt. Friscarella and Lt. Wilson researched several new programs in the market and the one that is best for the department would be Informant. Informant is takes the place of all three existing programs elevating duplicated entry resulting in time saving that they can use for patrol and less change for errors; more efficient. Also Ligonier Borough is currently using the program, which helps with less training time since Ligonier Borough and Ligonier Township have some of the same officers; being likely that Chief Matrunics and Lt. Wilson will be the only ones needing training that Sgt. Friscarella can do as he utilized the program as an officer in Derry. A motion was made by Bruce Robinson and seconded by Gary Thistlethwaite to approve the purchase of the Informant Program for the Police Department with Act 13 funds. Motion carried Public Works Report None Engineer s Report- Dorothy stated that she spoke with DEP on our MS4 Waiver request and they need more information to process it, but they feel EPA will probably remove us and if it goes beyond the deadline that they will issue us an extension. Solicitor s Report Michael Korns stated that there have been questions out in the media on other municipalities improper usage of their Act 13 funds and he has no concerns Ligonier Township is properly using the Act 13 funds. Ligonier Township is using for transportation, Bridges and Police as per the guidelines. Michael Korns stated for the record the supervisors went into executive session at 6:30 pm and that he was in attendance and items discussed were in compliance with the Pennsylvania Sunshine Law. Zoning/Code Enforcement Report Richard Bell reported: Total Income from (10) Lien Letter Requests - $250.00 Building Permits Issued Income 3 $ 630.30 Zoning Permits 3 $ 2,718.73 Total Income Generated $ 3,599.03 My office received one complaint regarding possible illegal sewage system on Route 30. Relayed complaint to sewage enforcement and we will travel to the site on 12/15/2016 to investigate. The Zoning office has begun the process of listing all non-conforming properties in Ligonier Township. We are going to place these properties on a computer generated mapping program which will be able to updated. This process will be a tedious and slow process. Planning Commission There was no Planning Commission meeting in November due to a lack of agenda.
Zoning Hearing Board There was no Zoning Hearing Board in November due to a lack of agenda. Mr. Mattern stated that they are refinancing their property and the back requested they do a sub-division of their property that is the purpose of his sub-division request. Mr. Mattern stated he believed all items have been approved and Mr. Bell confirmed they have been. A motion was made by Bruce Robinson and seconded by Scott Matson to approve the Mattern Sub- Division. Motion carried Correspondence Loyalhanna Watershed Letter supporting the community gardens. Terry Carcella stated that more time is needed to and this needs tabled, so it will not be ready for 2017 and will be moved to 2018. Westmoreland County Controller Audit of Ligonier Township Tax Collector, Sue Kinsey-Terry Carcella reported no incidents and two minor write-ups of taxes reported late. Terry stated Sue Kinsey does a great job collecting our taxes and these were done in her busiest tax collecting times Treasurer s Report-Terry Carcella stated that the General Fund account balance is $634,918.49 the Act 13 account balance is $71,934.38, the K-9 account balance is $50,289.54, the Liquid Fuels account balance is $55,907.15 the Developer s account balance is $22,544.00, Liquid Fuels Investment Account is $9,876.69, the Equipment Fund $23,570.98, and the Capital Reserve CD s $417,884.55 for a total of $1,286,928.78. No action required. A motion was made by Bruce Robinson and seconded by Gary Thistlethwaite the bill payments of November 21 st and 23rd, and December 12, 2016 bill payment lists. Motion carried Old Business A motion was made by Bruce Robinson and seconded by Wade Thomas to approve Ordinance #03-2016 Nuisance Ordinance. Motion carried with Roll Call Vote and Supervisor, Scott Matson voting No. Dorothy reported resolution #21-2016 has been updated with; Road Bond, Road Study, a new angle of approach at Myers School Road and Peoples Road $500/month fee for each month over the set timeframe until the road is opened plus any monies lost from Liquid Fuels. A motion was made by Gary Thistlethwaite and seconded by Bruce Robinson to approve Resolution #21-2016 request by Coal Loaders to close Myers School Road for Reclamation Work in 2017. Motion carried New Business A motion was made by Gary Thistlethwaite and seconded by Scott Matson to approve the request to hire two part-time Police Officers (Francis (Fran) Plummer and Christine (Chrissy) Fiok) with pay rate noted in the FOP contract. Motion carried A motion was made by Bruce Robinson and seconded by Gary Thistlethwaite to approve Financial Administrative Assistant, Roxanne Shadron review at an increase of $.75 per hour.
