Canvass Meeting for the May 1 st Waynesboro City Local Election was called to order at 9:33 AM on Wednesday May 2, 2019 by Elizabeth Bouldin-Clopton, Chair of Waynesboro Electoral Board. In attendance: Elizabeth Bouldin-Clopton, Chair, Robert Horowitz, Secretary of the Waynesboro Electoral Board, Lisa Jeffers, Waynesboro Registrar, and Marsha Howard, witness representing the Waynesboro Republican Party Committee. The Board decided to open and work on each Ward separately. Wards A, B, C, D and CAP Envelopes 1A, 1B, 2A, 2, 3, 4, 6 & 8 were all sealed and signed by OE. Envelope 7 was sealed with all contents included. Envelopes 1A & 1B were empty since no provisional ballots were cast. Envelope 2 A The Printed Returns Form was signed and the signed zero, results and write in tapes were attached. Envelope 2 Closing Check List was filled and signed. Thumb drive Pollbooks separated by Registrar. Officers of election oaths were signed. The incident reports were included. Poll Book Entry Slips were there. Ballot Sheet Was filled and signed. Statement of Returns were signed and signed zero, results and write in tapes were attached. The Electoral Board (henceforward EB) Chair read, the Secretary confirmed, and the Registrar verified vote results. After verifying contents, The EB sealed and signed all Envelopes. Total votes cast: Ward A: 184, Ward B: 633, Ward C: 395; Ward D: 817, CAP: 46; Total City of Waynesboro: 2.075 15.8% of registered voters. Issues that arose involved 40-foot space from polling entrance at which candidate, party or concerned Poll workers can campaign for their candidates or issue. It was determined we will be more precise by using premeasured 40-foot ropes from which sidewalk chalk can be used to note circumference. An unauthorized ballot sample was being distributed. When an EB member became aware of this, she immediately approached the candidate to cease and desist from using them. They immediately complied. The EB sought guidance from the State. Since compliance was immediate no further action was necessary. An Officer of Election (hence forward OE) found post it notes with the name of a candidate written on them attached to doors of bathroom stalls in Ward B, the Public Library s women s bathroom. She immediately removed them and reported this to the Ward B Chief, who in turn informed a member of the EB. All of Chiefs and Assistance Chiefs were pleased with Closing Check list. All had suggestions to make them better. The EB agreed that these suggestions and recommendations will be discussed at the Chief and Assistant Chief training on May 2018. All election numbers reported on Election Night were OK as checked. Total votes cast in the City of Waynesboro Local General Election were: 2,075 or 15.88% of registered voters. Williams, Member School Board Ward C: Debra M. Freeman-Belle, Member School Board Ward D: Kathryn E. Maneval, Member City Council Ward C: Robert W. Bobby Henderson and Member City Council Ward D: Samuel A. Hostetter were signed by Electoral Board Members and sealed with Waynesboro Electoral Board Seal.

Certificates for election winners will be ready for them to pickup when their final campaign financial reports are received. The Canvass for the May 1 st Local Election in Waynesboro, Virginia was closed, and the election certified at 10:53 AM. The Chair moved, and the Secretary seconded that The Electoral Board stay in session to discuss other issues. The EB discussed the training sessions to be held for the forthcoming Republican Federal Senatorial and the Democratic Federal Congressional Primaries to be held on June 12, 2018. After a discussion on the need for OE training, it was agreed that Training for and a discussion session with Chiefs and Assistant Chiefs be held on Wednesday May 23, 2018 starting at 6 PM. On Thursday May 24 th the Chief and Assistant Chief of each ward will conduct a mock election day run through training session (including Voting Machine set up, Pollbooks and Voting) with the members of their Ward s Officers of Election. The registrar will contact Chiefs, Assistant Chiefs and all OEs who will be requested to work on the June 12, 2018 primary to attend their respective training sessions once times are determined. Robert Horowitz, Secretary, moved to go into Executive Session, seconded by Elizabeth Bouldin-Clopton and approved. Meeting went into Executive Session at 11:10 AM. Chair called regular EB meeting back into session at 11:30a. The EB discussed the critical situation due to the City Manager and Finance Committee s elimination of the Full Time Assistant Registrar from the EB & Registrar s proposed 2019 Budget. Robert Horowitz, Secretary, reported on his comments and additional discussions at the April 23 rd City Council where he spoke during the Public Comment section of the 2019 Waynesboro Budget Proposal. Mr. Horowitz requested a hearing on this issue during his talk. After the meeting in a separate conversation, Mayor Allen also suggested a meeting. The Chair moved, and the Secretary seconded that Robert Horowitz, Secretary, compose an invitation for the EB and the Registrar to meet with The City Council, The City Manager and the Finance Committee to discuss this budget issue at 3 PM om May 11, 2018. The EB discussed the need for a third Electoral Board Member and the hope that the Waynesboro Republican Party Committee appoint nominees for the position as soon as possible. It is of concern that the EB will be understaffed and without proper representation for the upcoming Primaries on June 12, 2019. The Chair moved, and the Secretary seconded that the EB meeting be adjourned.
