Ordinance Fact Sheet I TO: CITY COUNCIL DATE: April 2, 2007 FROM: SUBJECT: CITY ATTORNEY ORDINANCE TO AMEND ZONING MAP AT 40 NORTH DAISY AVENUE TITLE OF PROPOSED ORDINANCE AN ORDINANCE OF THE CITY OF PASADENA AMENDING THE OFFIClAL MAP OF THE CITY OF PASADENA ESTABLISHED BY SECTION 17.20.020 OF THE PASADENA MUNICIPAL CODE TO CHANGE THE DESIGNATION FOR THE PROPERTY LOCATED AT 40 NORTH DAISY AVENUE PURPOSE OF ORDINANCE This ordinance implements and codifies the zoning map amendment approved by the City Council on March 12, 2007. The purpose of this ordinance is to amend the zoning map to change the existing zoning from EPSP-dl-IG (East Pasadena Specific Plan subarea dl general industrial district) to ECSP-CG-5 (The Lamanda Park area), and to allow religious and ancillary uses at the site. REASON WHY LEGISLATION IS NEEDED This legislation is needed to allow religious and ancillary uses at the site, as the site is owned and used by the neighboring church for office use. This change is consistent with the General Plan, East Colorado Specific Plan, and surrounding uses. PROGRAMS, DEPARTMENTS OR GROUPS AFFECTED The Planning and Development Department will implement the proposed ordinance. I AGENDA MEETING OF 04/02/2007 ITEM NO. %&.

FISCAL IMPACT There will not be an immediate fiscal impact as a result of this amendment to the zoning map. Development fees will be collected by the Planning and Development Department at the appropriate time. This ordinance, due to its length and the corresponding cost of publication, will be published by title and summary as permitted by Section 508 of the Pasadena City Charter. The approved summary of this ordinance is as follows: "Summary Ordinance No. amends the official zoning map of the City of Pasadena by: (1) changing the existing zoning EPSP-dl-IG (East Pasadena Specific Plan subarea dl general industrial district) to ECSP-CG-5 (The Lamanda Park area) to allow the existing church-related office use of the subject site and a proposed use of a portion of the parcel as play area for a proposed establishment of a child day care center at the adjacent parcel occupied by a church; and (2) by reclassifying from EPSP-dl-IG (East Pasadena Specific Plan, subarea dl, general industrial district) to ECSP-CG-5 (The Lamanda Park area) the property located at the southeast corner of North Daisy Avenue and Nina Street, shown on the map entitled 'Proposed Zone Change from EPSP-dl-IG to ECSP-CG-5' dated January, 2007. Maps depicting these changes are attached hereto as Exhibit A and incorporated herein by this reference, and are on file in the City Clerk's Office of the City of Pasadena. Ordinance No. shall take effect 30 days from its publication."

SECTION 2. The official map of the City of Pasadena as established by Section 17.20.20 is amended by: (I) changing the existing zoning EPSP-dl-IG (East Pasadena Specific Plan subarea dl general industrial district) to ECSP-CG-5 (The Lamanda Park area) to allow the existing church-related office use of the subject site and a proposed use of a portion of the parcel as play area for a proposed establishment of a child day care center at the adjacent parcel occupied by a church; and (2) by reclassifying from EPSP-dl-IG (East Pasadena Specific Plan, subarea dl, general industrial district) to ECSP-CG-5 (The Lamanda Park area) the property located at the southeast comer of North Daisy Avenue and Nina Street, shown on the map entitled 'Proposed Zone Change from EPSP-dl-IG to ECSP-CG-5' dated January, 2007.
