Set a first reading for September 16, 2014, at 10:00 a.m. to consider amending proposed ordinance entitled Santa Cruz-Monterey-Merced Managed Medical Care Commission (amends Ordinance No. 1850 and Chapter 9.43 of the Merced County Code) and 2) set a second reading and possible adoption of the proposed ordinance for October 7, 2014, at 10:00 a.m. 2. Approve and authorize the Chairman to sign Renewal Contract No. 2007062 with California Department of Resources Recycling and Recovery for Solid Waste Local Enforcement Agency Grant for FY 2014-15; and adopt Resolution authorizing the Chair to sign the Grant Agreement and authorizing the Director of Public Health or Designee to sign all payments requests. ADOPTED RESOLUTION 3. Approve and authorize the Chairman to sign Amendment Contract No. 2014148 with the California Health Collaborative for chronic disease and intervention services. Fire 4. Approve the continuation of the proclamation of the existence of a local emergency due to drought. Ag Commissioner 5. Approve and authorize the Chairman to sign Renewal Contract No. 2007246 with California Department of Food and Agriculture (CDFA) for nursery stock inspection activities at County nursery locations. Sheriff 6. Approve and authorize the Chairman to sign Renewal Contract No. 2005239 with United States Department of Justice for Federal Equitable Sharing Agreement and Certification for the Federal Forfeiture Program for the Sheriff's Department. County Executive Office 7. Approve and authorize the Chairman to sign Amendment Contract No. 2009112 with Peterson Consulting, Inc. for state legislative advocacy services. Board Recognition 8. Proclaim the month of September 2014 as "National Recovery Month" in Merced County.

9. Proclaim September as Literacy Awareness Month in Merced County in Recognition of the International Day of Literacy (September 8), the California State Library Literacy Services 30-Year Anniversary, and the Merced County READ AND SUCCEED program's 5-Year Anniversary. 10. Authorize Proclamation of August 1 7 th as Breastfeeding Awareness Week. REGULAR CALENDAR BOARD ACTION HEALTH 11. Contract with Golden Valley Health Centers to provide consulting services for activities related to the Blue Shield Safety Net Integration Grant. 12. Contract with Livingston Community Health to provide consulting services for activities related to the Blue Shield Safety Net Integration Grant. 13. Contract with Desert Vista Consulting to provide consulting services related to the Blue Shield Safety Net Integration Grant. MENTAL HEALTH 14. Contract with Transit Joint Powers Authority of Merced County - The Bus, for bus services for The Wellness Center. 15. Contract with Aegis Treatment Centers, LLC for Drug Medi-Cal Outpatient Narcotic Treatment services. 16. Contract with Livingston Union School District to implement the Prevention and Early Intervention and Innovation Plans through the placement of County staff and provision of mental health services at Livingston schools. 17. 1) Approve Merced Lao Family, Inc. as one of the successful bidders to RFP No. 7046; and 2) Contract with Merced Lao Family Community, Inc. for implementation of the Integrated Mental Health in Primary Care Settings Program and the Cultural Brokers for Mental Health Services Program as part of the Mental Health Services Act Prevention and Early Intervention. 18. Contract with Department of Health Care Services for the State Mandated Performance Contract; and adopt the Resolution to authorize and approve execution of the Standard Agreement. ADOPTED RESOLUTION AS RECOMMENDED AYES: ALL PUBLIC WORKS 19. Waive the Law Enforcement Facilities Fees for Building Permit No. BP2014-0529, and direct the Department of Public Works and the Sheriff's Department to return to the Board at a later date with a revised resolution exempting similar activities.

AUDITOR 20. Adopt Resolution setting the Secured Property Tax Rates for the 2014/2015 fiscal year. ADOPTED RESOLUTION AS RECOMMENDED AYES: ALL ELECTIONS 21. (1) Approve the consolidation of the Gubernatorial General Election on November 4, 2014, with Sheriff Run-off and Supervisorial District Three Run-off, and various City, School District and Special District elections; and (2) Call the election for Special Districts not submitting resolutions. 22. Adopt Resolution to call for an election on December 2, 2014, to fill the Merced County Employees' Retirement Association Board seats set to expire December 31, 2014 for #7 Safety, #7 Alternate Safety, #8 Retired and #8 Alternate Retired members for the new term commencing January 1, 2015. ADOPTED RESOLUTION AS RECOMMENDED AYES: ALL HUMAN RESOURCES 23. Approve the First Amendment to the 2011 Memorandum of Understanding (2012057) between Merced County and Deputy Sheriff's Association (DSA) representing Bargaining Unit 10 for the period of July 1, 2014 to June 30, 2015. 24. Ratify the Memorandum of Understanding (2012178) between Merced County and Teamsters Local 856 representing Bargaining Unit 2; and authorize Human Resources to make the necessary adjustments to the Merced County Rules and Regulations Resolution 2007-22 and the Salary Allocation Resolution 06-120. PULLED NO ACTION TAKEN BOARD OF SUPERVISORS 25. Authorize $2,500 of District Two's Special Board Project funds to be forwarded to Castle Air Museum Foundation, Inc. for the construction of an asphalt pad where the Presidential Aircraft will be parked. 26. Authorize an additional $1,000 of District Five's Special Board Project funds to be forwarded to KDPT-LF for new broadcast system equipment for broadcasting the Dos Palos High School football games. 27. Authorize $1,026 of District Four's Special Board Project Funds to be forwarded to be used to purchase Doggy Bag Dispensers and supplies to be used at Lake Yosemite; and authorize Administrative Services - Purchasing to issue a purchase order to KirbyBuilt. BOARD APPOINTMENTS 28. Appoint Tony Weber to serve as Provider At-Large Representative Member on the Santa Cruz-Monterey Merced Managed Medical Care Commission, filling an unexpired term until April 22, 2015.

29. Reappoint Mark Bodley to serve as an Appointed Member At-Large Representative on the Merced County Employees' Retirement Board until July 1,2017. MODIFIED RECOMMENDATION AYES: ALL REVIEW BOARD ORDER 30. Reappoint Denard Davis representing the Business Person At-Large Member to serve on the Commerce, Aviation and Economic Development Revolving Loan Fund Loan Administration Board until December 22, 2015. BOARD INFORMATION & POSSIBLE ACTION 31. Public Works re: Contract with Darrale Patrias for the Castle Airport Operational Apron Security Lighting Project. CONTRACT 32. California Fish and Game Commission re: Notice of Proposed Emergency Action - Merced River Closure Due to Drought Conditions. 33. California Office of Emergency Services re: Request that the U.S. Department of Agriculture designate Merced County as a disaster area due to a combination of unseasonable weather events that occurred November 1, 2013 through May 31, 2014.
