GLS REGION V PDC November 17, 2015 The GLS Region V met at 6:00 p.m. on Tuesday, November 17, 2015, in the Conference Room of the Genesee County Metropolitan Planning Commission (GCMPC), 1101 Beach Street, Room 223, Flint, Michigan. Mr. Jason Nordberg stated that the Chair, Vice-Chair and Fiscal Officer could not attend the meeting tonight. He stated that tonight we have Assistant Director Christine Durgan with us and she can sit in as Chairperson or we can elect someone from the committee here tonight to chair the meeting. Motion: Action: Approved, Moved by Jeffrey Kelley, Seconded by Julie Hales-Smith, to approve Christine Durgan to sit in as Chairperson for this meeting. Motion passed unanimously. Acting Chairperson Christine Durgan called the meeting to order at 6:03 p.m. INTRODUCTION A. Roll Call. D. Opportunity for the Public to Address the GLS Region V PDC No one spoke at this time. E. Communications There were no Communications. II. ACTION ITEMS A. Financial Report 1. Report Ms. Christine Durgan stated that our accounting staff is in the process of doing year-end, so there is no Financial Report at this time. She stated that one will be presented at the next meeting in January. 2. Checks Ms. Christine Durgan reviewed the checks and stated that checks are in the amount of $51,643.93. Motion: Action: Approved, Moved by Cheryl Clark, Seconded by Ed Benning, to approve the checks in the amount of $51,643.93 and to authorize the signing by the proper authorities. Motion passed unanimously. (Documents on file with minutes) B. 2016 Regional Prosperity Initiative Resolution of Support and Submission Letter Ms. Anna Pinter stated that for the third year the Governor s budget includes grant funds for the RPI. She stated that the I-69 Thumb Region, through this Commission, will apply for $250,000 to be used to assist with the implementation of projects and strategies outlined in the Accelerate Plan, some of which were started with 2015 RPI funding. Ms. Pinter stated that applications for the 2016 funding are due to the State on December 1, 2015. Ms. Pinter stated that currently letters of support are being requested. Ms. Pinter stated that at this time staff is requesting the GLS Region V to approve the Chairperson or other authorized signatory to sign the cover letter and Resolution of Support to submit with the application for 2016 Regional Prosperity Initiative funding. Motion: Action: Approved, Moved by Jeffrey Kelly, Seconded by Robert McLaren to approve the Chairperson or other authorized signatory to sign the cover letter and Resolution of Support to submit with the application for 2016 Regional Prosperity Initiative funding. Motion passed unanimously. C. 2016 Meeting Dates Ms. Christine Durgan stated that the 2016 Region V meetings will be held on the 4 th Tuesday of the month at 6:00 p.m. Discussion

ensued regarding moving the time up earlier in the afternoon. Committee members agreed a survey or poll should be taken from all Committee Members on moving the meeting to an earlier time in the day. It was agreed that the meeting dates were okay. It was also agreed that the January 26, 2016 meeting would go as planned at 6:00 p.m. and that all future meetings time would be determined at the January 26, 2016 meeting. Motion: Action: Approved, Moved by Cheryl Clark, Seconded by John Mandelaris, to approve the 2016 Meeting Dates and to approve the January 2016 Region V meeting for 6:00 p.m. and to have a poll/survey done of committee members to see about moving the meeting time to earlier in the day and to set that time at the January 26, 2016 meeting. Motion passed unanimously. (Document on file with minutes) III. DISCUSSION ITEMS A. MAR Update Ms. Anna Pinter stated that Matt Flechter, DEQ was at the MAR meeting as well as at the November 12, 2015 I-69 Steering Committee meeting to introduce the Recycle by Design Challenge. She stated that it s a Governor Snyder initiative to get more residential recycling in Michigan. She stated Michigan used to be a leader in recycling but has since fallen. Ms. Pinter stated that Michigan s residential recycling rate is about 15%, while the national average is 34%. She stated that the Recycle by Design Challenge is looking for Public private partnerships that will focus on economic value of recycling. She stated that the DEQ sees the initiative as primarily business driven. Ms. Pinter stated more details will be announced in February. Discussion ensued. Region 6 Regional Prosperity Initiative Update Ms. Anna Pinter stated that the 2016 Regional Initiative grant application is due December 1 st. She stated that staff met with both the Education Action Team and the economic development partners to discuss potential projects for the 2016 funding. Ms. Pinter stated that a draft budget was developed and discussed at the I-69 Thumb Region Steering Committee meeting on Thursday, November 12 th. She stated that staff is requesting Letters of Support from those stakeholders participating in the Regional initiative. She stated that the letters are required to be submitted with the grant application. Ms. Pinter stated that the next Steering Committee meeting will be held on February 11, 2016 at 10:30 am.

B. Governor s Regional Transit Mobility Initiative Update Ms. Anna Pinter stated that Phase 2 of the Regional Transit Mobility Initiative is currently underway. She stated that KFH Group released a draft needs assessment in October for the workshop attendees to review and gain input. Ms. Pinter stated that a final draft is expected to be released in December. C. Lapeer County Parks and Recreation Plan Update Mr. Damon Fortney stated that on behalf of Lapeer County, the Genesee County Metropolitan Planning Commission (GCMPC) staff is continuing the process of an update to the County s Parks and Recreation Master Plan. Mr. Fortney stated that during October, the ad-hoc committee created and released a public input survey to all municipalities and several libraries throughout Lapeer County. In addition, the survey was included in the Lapeer Area View Newspaper. He stated that a public input session was held on October 22 nd. Mr. Fortney stated that through the efforts of the public survey and public input session staff received over 120 responses from residents. Mr. Fortney stated that a draft of the plan will be completed by the end of November. Discussion ensued. D. 2015 Asset Management PASER Survey Reports Mr. Damon Fortney presented a PowerPoint and stated that once the PASER Report has been finalized, staff will send it out to everyone. Mr. Fortney stated that he had some copies with him if anyone wanted to see them after the meeting. Discussion ensued. E. MDOT Local Road Safety Plans (LRSP) Mr. Damon Fortney stated that the Michigan Department of Transportation (MDOT) has begun working with Regional Planning Organizations to develop Local Road Safety Plans (LRSPs). He stated that an LRSP provides an opportunity for safety stakeholders and involved agencies at all levels of government to work together to align and leverage resources to address safety challenges. Mr. Fortney stated that MDOT is currently working with two regions in the state as part of a pilot program. He stated that the Atkins Group has been selected as the consultant to develop LRSPs for GLS Region V during FY 2016 and 2017. Mr. Fortney stated that MDOT expects to begin working with RPOs during the month of December, followed by a kickoff meeting in January 2016. Mr. Fortney stated that further information about this program will be provided at a later date.

F. FY 2017-2020 Rural Task Force (RTF) Call for Projects Update Mr. Damon Fortney stated that the Michigan Department of Transportation (MDOT) released a Rural Task Force (RTF) Call for Projects for the FY 2017-2020 Transportation Improvement Program (TIP) on November 9, 2015. He stated that this Call for Projects is for the Lapeer and Shiawassee Counties. Mr. Fortney stated that staff will begin to meet with local road and transit agencies in each county in the coming week to develop project applications and timelines. He stated that once timelines are established, there will be a public notice in the Lapeer County Press and the Argus Press as the official state of the Call. Discussion ensued. IV. ANNOUNCEMENTS Ed Benning stated that the EPA is no longer monitoring the air quality in Genesee County. He stated that as a matter of fact they have eliminated all counties across the country except for two. Discussion ensued. V. Genesee-Lapeer-Shiawassee Region V MEMORANDUM TO: FROM: Members of the GLS Region V Planning and Development Commission Jason Nordberg DATE: January 26, 2016 SUBJECT: 2016 Meeting Times The GLS Region V Planning and Development committee approved the 2016 Meeting Dates, however the time for the meetings with the exception of the January 26, 2016 meeting will be a discussion at the January meeting. A Survey Monkey Poll was sent out to the members of the GLS Region V Planning and Development Commission with the agenda packet. Committee members are asked to respond to the survey by Monday, January 25, 2016. In the survey, committee members are asked to select their top two (2) times they would like to see the Region V meetings be held. The information from the poll will be collected and discussed at the January 26, 2016 meeting. Genesee-Lapeer-Shiaw assee Region V MEMORANDUM TO: FROM: Members of the GLS Region V Planning and Development Commission Anna Pinter, Planner III Genesee County Metropolitan Planning Commission DATE: January 26, 2016 SUBJECT: Region 6 Regional Prosperity Initiative Update The 2016 Regional Prosperity Initiative grant application was submitted December 1 st. Staff hopes to receive information on the RPI awards late January or early February. Once funds are awarded, the various action teams will meet to put together plans for implementing projects proposed in the 2016 application. Staff continues to work on partnership projects funded with the previous RPI grant. The workforce development joint implementation funding has been fully expended. This funding was used to assist Genesee Shiawassee Michigan Works! and ThumbWorks! in consolidating into one agency, Genesee Shiawassee Thumb (GST) Michigan Works!. The craft agriculture project is also progressing. The craft agriculture businesses identified from the seven counties include breweries/wineries, farms, farmers markets, meat/poultry, orchards and other small businesses that have specialty products available. These businesses will be mapped, both online and in hard copy format, and will include some basic information including their address, hours, phone number and a short description about the entity. The interactive, online version of the map is expected to be available mid-february, with hard copies following soon after. Genesee-Lapeer-Shiaw assee Region V MEMORANDUM TO: Members of the Genesee-Lapeer-Shiawassee Region V Planning & Development Commission FROM: Jacob Maurer, Planner 1 Genesee County Metropolitan Planning Commission DATE: January 26, 2016 SUBJECT: Governor s Regional Transit Mobility Initiative Update Phase Two of the Regional Transit Mobility Initiative is nearing completion. On January 5 th, staff participated in a statewide conference call hosted by MDOT and the consultant KFH Group. The purpose of the call was to review status of the overall effort to implement the Initiative and to discuss how each region will transition into Phase Three. KFH Group released the draft strategies assessment for the GLS Region V Phase Two report in mid-december to gain input. Staff provided recommendations to their report. During December, the ad-hoc committee approved a draft for public release. Copies of the draft are available online at www.lapeercountyweb.org and are also available at each township, village, or city office through the County. Lapeer County has commenced a public comment period from January 1, 2016 through January 31, 2016. A public hearing is scheduled for January 21, 2016 at 9:15 a.m. The draft Lapeer County Parks and Recreation Plan will be presented to the Lapeer County Board of Commissioners for final approval on February 18, 2016. Genesee-Lapeer-Shiaw assee Region V MEMORANDUM TO: FROM: Members of the GLS Region V Planning and Development Commission Damon Fortney, Planner I Genesee County Metropolitan Planning Commission DATE: January 26, 2016 SUBJECT: MDOT Local Road Safety Plans (LRSP) The Michigan Department of Transportation (MDOT) has begun working with Regional Planning Organizations to develop Local Road Safety Plans (LRSPs). An LRSP is a formal document that defines key emphasis areas and strategies that impact local roads and provides a framework to accomplish safety enhancements at the local level. An LRSP provides an opportunity for safety stakeholders and involved agencies at all levels of government to work together to align and leverage resources to address safety challenges. Plans will be developed through Michigan s Regional Planning Organizations (RPOs), and will also have county-specific issues addressed. Atkins Group has been selected as the consultant to develop LRSPs for GLS Region V beginning in early 2016. Contracts are currently being finalized for the project, and MDOT expects to begin working with RPOs during the month of February, beginning with a kickoff meeting.
