Todd Richard (Municipal Clerk), Brad Andrus (Legal Counsel) COMMENCEMENT Call to order. Mayor Stelly called the Regular Meeting to order. Invocation and Pledge of Allegiance Invocation was led by Councilmember Malbrough. The Pledge of Allegiance was given by Councilmember Duplechain Reading and approval of the minutes of the August 07, 2017 Regular Meeting It was moved by Councilmember Comeaux, seconded by Councilmember Duplechin, to accept the minutes as presented. Reading and approval of the minutes of the August 21 st Special Meeting It was moved by Councilmember Wimberley, seconded by Councilmember Malbrough, to accept the minutes as presented. Councilmember Comeaux requested the minutes to show the approval of repairs to the police station and the engineering fees totaling $97,120.00. The correction was made. Old Business None New Business 1. Engineering Report: No Action Items 2. Municipal Department Reports: a. Warrant Officer Dale Thibodeaux Monthly Report: Statistics for the Warrant/ Narcotics Division for the Month of August 2017 as follows: 10- Bench Warrants resolved by arrest or payment of warrant. $ 2,000 in currency collected for recovered bench warrants. 1- Bench Warrants recalled. 15 Drug Cases Completed b. Police Department: 1. Anticipated executive session, Landon Primeaux. Chief Venable asked to remove item from agenda. 2. Update on repairs to Air Conditioners & Ventilation by Mr. Ed Habetz Mr. Habetz presented to council an update on the Police Station stating since Aug. 21 st meeting. He informed the council, insulation had been sprayed and within 2-3 weeks the building should be completed. The added work would increase the original proposal cost by $ 7,500.00. 3. Amend the Gen. Fund for Police Department AC repairs approved at Aug.21 st special meeting. It was moved by Councilmember Comeaux, seconded by Councilmember Wimberley to amend the General Fund in the Amount of $ 104,620.00 for payment of repairs for the Police Department Air Condition System. 3. Legal Resolutions: a. Municipal Water Pollution Prevention Resolution (Sewer Department) The following resolution was offered by Councilmember Wimberley, seconded by Councilmember Daigle and duly resolved RESOLUTION No # 091117 Be it Resolved that The Town Church Point, Louisiana informs the Louisiana Department of Environmental Quality that the following actions were taken by Board of Aldermen of The Town Church Point : 1. Resolve the Municipal Water Pollution Environmental Audit Report which is attached to this resolution. 2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharged Elimination System (LPDES) permit. (Actions that will be taken to address the problems identified in the audit report) a. Preventive Maintenance on Pump Stations b. Preventive Maintenance on Plant c. Smoke testing for I/F and repairs d. Reports, Request, & Introductions of Ordinances a. Building Code Inspection Report Rodney Richard Mr. Richard explained the need for a separate account to be made for code enforcement in order for tracking purposes pertaining to tickets, fines and liens to be managed and budgeting purposes for enforcement. It was moved by Councilmember Duplechin, seconded by Councilmember Wimberley to approve a separated checking account to be open for Code Enforcement. b. Introduction of Ordinance for all town vehicles to be domiciled within the corporation limits. It was moved by Councilmember Comeaux to introduce an ordinance for all town vehicles to be domiciled within the corporation limits. Motion dies due to a lack of a second. c. Introduction of Ordinance for Speed Bump on Gary Drive Item removed from agenda, requested to be placed on next meeting agenda. d. Alcohol exemption for Autumn Fest of OLSH at 218 N. Rogers on Oct. 29, 2017 It was moved by Councilmember Duplechin, seconded by Councilmember Wimberley to approved an alcohol exemption for Autumn Fest for OLSH at 218 N. e. Request by Chester Randal to burn debris on his property along Bayou Plaquemine in District 3. Council did not to accept the request made by Chester Randall. Request denied. f. Alcohol exemption for Family Fun Day and Color Run Route Approval from Chief Venable for Nov. 12, 2017 at 218 North Rogers Street OMP School grounds. It was moved by Councilmember Duplechin, seconded by Councilmember Malbrough to grant an alcohol exemption for Family Fun Day for November 12, 2017 at 218 North Rogers Street at OMP School grounds. g. Mr. Harold Fonte, Museum Curator. Proposal concerning exterior painting of museum. Mr. Fonte presented to council three proposals for the painting of the dormers at le Vieux Presbytere. Mr. Fonte also informed the public of a presentation on WVUE channel 8 New Orleans will be showing on the Town of Church Point. Closing: Comments from the Chief of Police, Staff and Councilmen: The Mayor, & Councilmembers thanked the public for attendance. The Mayor informed the public the next schedule council meeting will be held September 27, 2017 at 5:00 p.m. for a Public Hearing and Special Meeting for the annual budget.
