April 14, 2014. Moved by Kevin M. Janak and seconded by Danny Garcia, the Commissioners Court approved the minutes of the meeting held April 7, 2014. Motion adopted. CITIZENS COMMUNICATION: (2-2:13) 2. April 14, 2014. Donald R. Pozzi, County Judge, opened the meeting to anyone wishing to address general County business which was not on the meeting agenda. Ms. Deborah Ramirez, Administrative Officer for the Department of Veterans Affairs in Victoria, expressed concerns regarding a need for volunteer drivers to transport veterans to specialty clinics at the Audie L. Murphy Memorial VA Hospital in San Antonio. The department currently only has two drivers. Ms. Ramirez stated that they have also reached out to several veterans organizations for assistance and would greatly appreciate the County s support as well. Mr. Carl Bludau, veteran, also expressed concerns, offered some solutions, and answered questions from the Court. Judge Donald R. Pozzi thanked Ms. Ramirez and Mr. Bludau for bringing forward their concerns and suggestions, and thanked Mr. Bludau for his service. Hearing no further comments, Judge Pozzi moved to the next agenda item.

Ives, the Commissioners Court received the monthly reports from the County Judge, County Commissioners Precinct Nos. 1-4, Treasurer, Criminal District Attorney, County Auditor, Justice of the Peace, Precinct No. 4. Motion adopted. BOND FORFEITURE RELEASES: (5-25:57) 5. April 14, 2014. None. INTERIM VENDOR PAYMENTS ACH REPORT - CITIZENS MEDICAL CENTER: (6-26:03) 6. April 14, 2014. Moved by Clint C. Ives and seconded by Danny Garcia, the Commissioners Court approved the interim vendor payments dated April 10, 2014, in the amount of $2,277,979.14, and the ACH report dated April 10, 2014, in the amount of $1,358,500.00. GRANT DISCRETIONARY EXEMPTION AND APPROVE PROPOSAL LOCAL GOVERNMENT CODE 262.024(a)(2) PURCHASE OF REPLACEMENT OF VCSO JAIL ELEVATOR THYSSENKRUPP ELEVATOR - VICTORIA COUNTY SHERIFF S OFFICE: (7-26:57) 7. April 14, 2014. Moved by Kevin M. Janak and seconded by Danny Garcia, pursuant to Local Government Code 262.024(a)(2), the Commissioners Court granted discretionary exemption to the Victoria County Sheriff s Office for the purchase of a replacement jail elevator and approved the proposal from ThyssenKrup Elevator in the amount of $150,660.00, for the replacement of said elevator. Motion adopted. AGREEMENT AND CERTIFICATION EQUITABLE SHARING VICTORIA COUNTY CRIMINAL DISTRICT ATTORNEY S OFFICE: (8-29:45) 8. April 14, 2014. Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court approved the Equitable Sharing Agreement and Certification for the Victoria County Criminal District Attorney s Office. Motion adopted. ORDER CHANGING POLLING LOCATION ELECTION PRECINCT NO. 16 VICTORIA COUNTY: (9-31:03) 9. April 14, 2014. Judge Donald R. Pozzi stated that the Order being considered changes the polling location in Election Precinct No. 16, which was formerly located at the Kemper City Community Center, to the residence of Mrs. Judy Nelson at 1499 San Antonio River Road. Commissioner Gary Burns thanked Mr. George Matthews, Elections Administrator, for his hard work in securing the new polling location and Mrs. Nelson for her cooperation. RESIDENTIAL CONTRACT GUADALUPE COUNTY VICTORIA COUNTY JUVENILE JUSTICE CENTER: (10a-32:11) 10a. April 14, 2014. Moved by Kevin M. Janak and seconded by Danny Garcia, the Commissioners Court approved the Residential Contract between Guadalupe County and the Victoria County Juvenile Justice Center. Motion adopted. AGREEMENT COPIER MAINTENANCE OFFICE SYSTEMS CENTER VICTORIA COUNTY JUVENILE JUSTICE CENTER: (10b-32:38) 10b. April 14, 2014. Moved by Clint C. Ives and seconded by Kevin M. Janak, the Commissioners Court approved the copier maintenance agreement between Office Systems Center and the Victoria County Juvenile Justice Center. Motion adopted. RECEIVE INFORMAL PROPOSALS PUBLIC HEALTH EMERGENCY PREPAREDNESS GRANT- EMERGENCY OPERATIONS CENTER - REGIONAL MEDICAL OPERATION CENTER BUILD OUT VICTORIA COUNTY: (11-33:28) 11. April 14, 2014. Moved by Danny Garcia and seconded by Kevin M. Janak, the Commissioners Court received informal proposals from A & A Constructors for the Emergency Operations Center-Regional Medical Operation Center build out in connection with the Public Health Emergency Preparedness Grant. The original proposal from A & A Constructors was $36,500.00; however, the costs were reduced by $2,925.00, bringing the total project cost down to $33,575.00. Funding for this project is provided by Texas Department of Health Services and the Victoria County Hospital Planning Group. Motion adopted. CONSULTING AGREEMENT TO CONDUCT AUDIT AND STUDY OF PRIOR VICTORIA COUNTY UTILITY BILLING TRISTEM VICTORIA COUNTY: (12-33:03) 12. April 14, 2014. Judge Pozzi stated that the representative from TriStem was not available, therefore, the agenda item would be placed on an agenda at a future date. No action taken.
REQUEST ADJACENT LANDOWNER WAIVER OF SPACING REQUIREMENT FOR WATER WELL PRECINCT NO. 1 - VICTORIA COUNTY: (13-35:36) 13. April 14, 2014. Commissioner Danny Garcia stated that Mr. Anthony Rosengrant of Crescent Valley requested permission to drill a water well at 16 Matchett Drive and requested that the Victoria County Groundwater Conservation District waive the spacing requirements for said water well and approve the proposed location. Commissioner Garcia stated that the reasoning behind the spacing requirement is to prevent a septic system from being placed in or near that area in the future. Moved by Danny Garcia and seconded by Kevin M. Janak, the Commissioners Court approved the request for Adjacent Landowner Waiver of Spacing Requirement to drill a water well in Precinct No. 1, of Victoria County, Texas. Motion adopted. RECEIVE - RESOLUTIONS - LOCAL GOVERNMENT CODE 81.032 - DONATIONS - COUNTY ROADS AND DRAINAGE PURPOSES - PRECINCT NO. 1 - VICTORIA COUNTY: (14-37:06) 14. April 14, 2014. RECEIVE NOTICE REGARDING COMPLETION OF REPLACEMENT OF BRIDGE ARNOLD ROAD, PRECINCT NO. 2 CJS PROJECT NUMBER 0913-27-052 IN ACCORDANCE WITH ADVANCED FUNDING AGREEMENT TEXAS DEPARTMENT OF TRANSPORTATION VICTORIA COUNTY: (15-37:52) 15. April 14, 2014. Commissioner Kevin M. Janak stated that the bridge on Arnold Road is complete and is appreciative of the public for their patience while the work was being done. He also stated that he appreciates the partnership with the Texas Department of Transportation. Moved by Kevin M. Janak and seconded by Danny Garcia, the Commissioners Court received notice from the Texas Department of Transportation regarding the completion of the replacement of the bridge on Arnold Road, Precinct No. 2, CJS Project number 0913-27-052, in accordance with the Advance Funding Agreement.
