Luciani presided and called the meeting to order at 6:34 p.m. CONFLICTS OF INTEREST Nil AGENDA ITEM # 1 - MINUTES 1(a) T. Whalen M. Murphy THAT the minutes of the Regular Council meeting held on May 17, 2011, be received and adopted. 1(b) N. Preiner S. Paone THAT the minutes of the Special Council meeting held on May 17, 2011, be received and adopted.

- Page 2, Council Meeting Minutes, June 7, 2011 - AGENDA ITEM #2(a) - MAYOR'S REPORTS, ANNOUNCEMENTS AND REMARKS Mayor Luciani reported on the following community activities and events: On Thursday, May 19 th, N-TEC (Niagara Training and Employment Agency), Port Robinson celebrated its 40 th Anniversary. Mayor Luciani and Regional Councillor D Angela were in attendance to congratulate them on their success. On Sunday, June 5 th Mayor Luciani attended the local branch of the Canadian Legion s Decoration Day Parade and Ceremony. The Mayor announced that the music in the park will begin on Wednesday, June 15, 2011 with The Thorold Reed Band performing at the Battle of Beaverdams Park at 7:30 p.m. These concerts will be held every Wednesday evening until August 17 th, 2011. The Mayor advised that the pool was opened on Saturday, June 4 th. It will be open only on weekends until the full-time schedule begins on June 25 th. Councillor Whalen attended the 60 th anniversary of Bishop John O Mara s ordination. The Mayor thanked Councillor Whalen for presenting a special certificate to the Bishop on the City s behalf. Mayor Luciani presented Claudette Meloche with the Senior of the Year Award for the City of Thorold. Mayor Luciani thanked her on behalf of Council for her dedicated contribution to the senior community in Thorold. Mayor Luciani announced that Thorold Secondary School is not closing. It is one of five high schools in St. Catharines and Thorold that will be reviewed by the Accommodation Review Committee in September 2011. A representative of this Council will be on this committee. Mayor Luciani advised that there are still some rain barrels for sale at our Public Works Department. They are $30.00 and proof of Thorold residency is required. AGENDA ITEM #2(b) PRESENTATIONS Nil AGENDA ITEM #2(c) DELEGATIONS 1. Tony Vandermaas, Chair of the Tourism Advisory Committee was in attendance to provide Council with an update from the Tourism Advisory Committee. Mr. Vandermaas provided some statistics from previous years about the dollars that come to the Region and he highlighted specific areas in Thorold that draw tourists to the City. His challenge to the City: where do you see tourism as part of an integrated development plan?

Whalen WHEREAS every four years eligible voters in the City of Thorold elect a Mayor, eight Municipal Councillors and one Regional Councillor; AND WHEREAS the Mayor, by virtue of his office, and the Regional Councillor represents the interests of the residents of Thorold at Regional Council meetings; AND WHEREAS it is imperative that Thorold City Council has consistent and clear on-going dialogue between levels of municipal and regional government through its elected representatives to ensure residents receive the best representation possible; AND WHEREAS subsection 218(2) of the Municipal Act, 2001, S.O. 2001, c 25 provides, in part, an upper-tier municipality has the power to change the composition of council by changing the method of selecting members of council, including having members elected to serve on both the upper and lower-tier councils; AND WHEREAS The Regional Municipality of Niagara Act, R.S.O. 1990, Chapter R.13, Part II, Elections 6 (2) Qualifications prohibits the dual role of upper and lower-tier councillors; AND WHEREAS the City of Thorold would be better served if the Regional Councillor was also a member of Thorold City Council as is the case in the Region of Halton and the Region of Peel; NOW THEREFORE BE IT RESOLVED THAT the Municipal Council of The Corporation of the City of Thorold hereby requests The Regional Municipality of Niagara to initiate the process to permit a member elected from the City of Thorold and any or all the member municipalities, as a Regional Councillor, to serve on both the upper-tier and lower-tier Councils and that this process be taken into consideration for the 2014 Municipal Election. AND THAT the City of Thorold respectfully requests the support of local Area Municipalities in this regard. See Resolution 3 (a)(2)

Day THAT the 3 (f)(8), HST Gas Tax Revenue communication be referred to the next available Council meeting for consideration as a 3(a) motion. 3(a)(4) N. Preiner B. Day THAT Councillor Paone be appointed as Council s representative to the District School Board of Niagara Accommodation Review Advisory Committee; AND THAT District School Board of Niagara be so advised. Mr. Sauchuk advised that the splash pads are being repaired and once they are deemed safe, they will be open to the public. 2. Councillor Paone asked to by the City s representative on the District School Board of Niagara Accommodation Review Advisory Committee. (See Resolution 3(a)(4))
