Proof and evidence has been provided of Public Corruption and includes multiple federal and state crimes. A copy of the cover letter to the Grand Jury has been provided. Due to the seriousness of the allegations, we ask that Deputy Los Angeles City Attorney Elizabeth Gertz be relieved of all administrative and prosecutorial duties pending the outcome of the Grand Jury investigation. After several months and thousands of hours of investigative work, we have provided proof and evidence that Ms. Gertz has demonstrated a disturbing level of prosecutorial misconduct, and is complicit in a plethora of public corruption issues, honest services fraud, federal and state crimes, and multiple violations of the State Bar Professional Rules of Conduct. In addition, we ask for an immediate audit of the miss-application of federal taxpayer grant funds that have been provided to the City of Los Angeles under the auspices of the Violence Against Women Act. In order to prevent the compromise of an audit, it must be conducted in conjunction and cooperation with the U.S. Department of Justice, Office of Inspector General. We ask for a cooperative effort amongst the various governmental and oversight bodies including the California State Bar. Additionally, and in order to prevent a compromise of this complaint, the potential for the destruction of evidence and witness intimidation, we ask that you take preventative measures to insure the integrity of this complaint and investigation. We have also taken the opportunity, and have notified a host of other governmental entities and oversight bodies to maintain the honesty and integrity of this process, and to restore public faith and confidence. Due to the seriousness of the allegations, we ask that LAPD Threat Management Unit Detective Jose Viramontes be relieved of all administrative and enforcement duties pending the outcome of the Grand Jury investigation. After several months and thousands of hours of investigative work, we have provided proof and evidence that Detective Viramontes is complicit in a plethora of public corruption issues to include honest services fraud, federal and state crimes, and a variety of civil rights violations under color of law. As the Grand Jury cover letter indicates, now retired LAPD TMU Detective Martha DeFoe has also been named in the complaint. In addition to the same public corruption issues that involve Detective Viramontes, additional and unrelated discoveries have been made that involve retired Detective DeFoe. An additional letter may be provided at a later time to address those specific issues. In order to maintain the honesty and integrity of this process, a host of other governmental entities and oversight bodies have been notified. For the purposes of public safety, we ask that you take preventive measures to insure the proper administration of justice, to prevent the intentional destruction of evidence, and to prevent retaliatory actions by LAPD officers. Vice, NCFM Currently, an LAPD Internal Affairs investigation is underway that involves Detective Viramontes; however there exists the possibility that the inquiry may be compromised. Due to the length and seriousness of the violations there exists a significant exposure of civil liability, and that exposure has the potential of a possible compromise for an honest inquiry. It is unfortunate that this debacle has escalated to this point, however; for nearly a decade a plethora of red flags and warning signs have been missed, ignored, or intentionally compromised. The evidence also reveals sufficient facts to conduct an audit of all state taxpayer funds that have been distributed to the County and City of Los Angeles, as this case example reveals that crimes were committed by public officials who were operating under a variety of state and federal grant funds under the auspices of the Violence Against Women Act. Due to the fact that Los Angeles County and City judicial officers, prosecutors, law enforcement officers, and attorneys have been named in this complaint, a potential exists for the compromise of this complaint and inquiry. Additional factors include the presence of entertainment figures and a political component is present, which may have facilitated a portion of this debacle. What is crucial to the public trust is that the Grand Jury complaint process is not compromised. The State of California has had a lengthy and well documented history of the compromise of public corruption investigations, particularly when prominent figures are involved. One concern in this scenario is whether or not the County of Los Angeles can be impartial in this matter. Another concern is not that these violations occurred and can be proved; but rather to what extent and effort would be applied to minimize and deflect evidence of public corruption and civil liability. As the letter to the Grand Jury indicates, there are a number of prominent individuals involved, as well as a number of federal crimes are alleged. A concern is that this complaint and any subsequent investigation has the potential for compromise, and the potential for being ignored. Contrary to public perception, the Los Angeles area has an extremely poor record for public corruption investigations, indictments, and convictions, especially in cases where prominent figures are involved. It was learned during the course of the inquiry which resulted in the complaint, that there may already be an existing federal probe of some of the individuals named. Whether or not that is the case, is unknown by this organization. What is known however is that there have been a number of individuals who have filed complaints or who have supplied information to federal authorities that involved some of the named individuals or of similar scenarios. Consequently, and due to a lengthy and well documented history of inaction, indifference, and incompetence, it is the intent of this organization to bring these matters into the public spotlight in order to assist in correcting this long term problem. Sadly, a long history wherein the red flags and warning signs were either missed, ignored, or compromised in some fashion, necessitates the education of the general public as a public safety measure. For over six months and several thousand hours of voluntary investigate work, we have filed a formal complaint consisting of nearly 250 pages and have included nearly 100 exhibits and attachments in excess of 1,500 pages with the Los Angeles County Grand Jury. A copy of a cover letter has been provided for reference. Our inquiry has revealed a decade long pattern of the fraudulent use of the restraining order system and which has now escalated in countless examples of criminal corruption on the part of law enforcement officers, prosecutors, judges and attorneys. Most of the groups are operating specialized units and are recipients of federal tax-payer funds awarded to them under the auspices of the Violence Against Women Act, Office of Justice Programs. The allegations contained within the more than 1,500 pages describe a pattern and practice of discrimination and intentional criminal acts committed by attorneys, law enforcement officers, prosecutors and judges. The issues are far reaching and are such an egregious example of the misuse, waste and fraud of taxpayer funds, that it is imperative that any such monies currently slated to be distributed to the City and County of Los Angeles be denied, and a full and complete audit is initiated to discover the losses and fraud, and no further funds should be forwarded until such time as an extensive and thorough inquiry is completed. In order to clarify the purpose of our first letter, we are bringing to your attention the issue of serious flaws with the restraining order system, but more importantly, we are bringing to your attention, the issue of serious public corruption that is involved in this process. As such; and through a cooperative effort, A Voice for Men has filed an official public corruption complaint to the Los Angeles County Grand Jury, and have provided a copy of that cover letter for your records. We f\jlly understand that the Public Integrity Division does not have any jurisdiction to investigate the catastrophic misuse, abuse, exploitation, manipulation, and criminal procurement of restraining orders, but the Public Integrity Division DOES have the responsibility for the investigation of public corruption; and in this example, public corruption surrounding the restraining order process. The example that we have provided has the potential of becoming one of the most egregious examples of the misuse of the restraining order system in the history of the State of California that has been facilitated by intentional and malicious criminal acts on the part of public officials. Our staff in conjunction with a number of other similar organizations, conduct research, provide education, and advocate for victims of false allegations of domestic violence that result in the procurement and issuance of fraudulent restraining orders. For over six months; involving over 1,000 hours of research and investigative efforts, sufficient evidence of public corruption has been discovered, and as such, a complaint has been filed with the Los Angeles County Grand Jury. A copy of that cover letter has been included with this correspondence. The evidence suggests that public officials, members of the State Bar, and possibly judicial officers have been complicit in a multitude of federal and state crimes, and professional rules violations which have resulted in the fraudulent procurement and issuance of temporary and permanent restraining orders. This example is so egregious, that it has the potential for becoming one of the worst examples of restraining order abuse in the history of the State of California. The California State Senate Judiciary Committee is responsible for legislative changes as they are related to family law matters. We respectfully ask that the Senate Judiciary Committee monitor this complaint, as the abuses outlined in this example combined the public corruption element, should be a catalyst for a major overhaul and reform of the restraining order system in the State of California. Contrary to public perception, the restraining order system is completely out of control with false allegations virtually automatic in family law cases. It is wreaking havoc on so many individuals, both men and women, and we are more than a decade past major reform. The devastating effect that false restraining orders has on children can only be categorized as CHILD ABUSE. It is THE ONLY civil court procedure that violates every constitutional and due process guarantee, with absolutely no sanction against those who abuse the process. This example is a prime case that must be the foundation for a major overhaul of the restraining order system.
