Call to Order. Chair Netts called the meeting to order at 9:00 a.m. ITEM 2. Pledge of Allegiance. Commissioner O Steen led the Pledge of Allegiance to the Flag of the United States of America. ITEM 3. Roll Call. Secretary Gernert called the roll and Chair Netts, Vice-Chair Donaldson, Treasurer Blow, Commissioners, Crowley, Isiminger, Sansom and O Steen were present. Commissioners Cuozzo, McCabe and Williams were absent. Secretary Gernert stated that a quorum was present. ITEM 4. Consent Agenda. Chair Netts stated there are no items on today s Consent Agenda. ITEM 5. Additions or Deletions. Chair Netts asked if there were any additions or deletions to the meeting agenda. Mr. Crosley noted that a current Interest and Term of Funds sheet had been distributed to commissioners and staff. Treasurer Blow made a motion to approve the final agenda as presented. The motion was seconded by Vice-Chair Donaldson. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 6. Public Comments. Chair Netts asked if there were any public comments on issues that are not on today s agenda.

Mr. Crosley asked if there were any comments or questions regarding the February 17, 2018 Finance and Board Meeting minutes. There were none. Commissioner Sansom made a motion to approve the February 17, 2018 Finance and Board Meeting minutes as presented. The motion was seconded by Vice-Chair Donaldson. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 8. Staff Report on Duval County Area Projects. Mr. Crosley stated that Phase I of the Dredged Material Management Plan (DMMP) for the Intracoastal Waterway in Duval County was completed in 1986 and was recently updated. Phase II of the DMMP was completed in 1993. Land acquisition was completed in 1995. Mr. Crosley stated that the 50-year dredging projection for the 21 miles of channel in Duval County is 2.3 million cubic yards and the storage projection is 4.4 million cubic yards. This ranks as the fifth highest dredging projection of the District's 12 counties. Mr. Crosley stated that six (6) upland Dredged Material Management Areas (DMMA) will manage dredged materials from the waterway. All sites have been purchased, four (4) sites are fully constructed, and the rest have had Phase 1 development. Mr. Crosley stated that in the summer of 2013, approximately 74,000 cubic yards of material was offloaded from DMMA DU-2 for the construction of DMMA NA-1 in Nassau County. DMMA DU-2 was then utilized for placement of non-beach quality material (approximately 13,000 cubic yards) that was dredged during the Reach 2 (Sawpit) dredging project by the U.S. Army Corps of Engineers (USACE) in 2013. The use of this site for non-beach compatible material is expected to reoccur with the 2018 dredging project. Mr. Crosley stated that in 2015, a Florida Department of Transportation (FDOT) sub-contractor removed approximately 300,000 cubic yards of material from DMMA DU- 2 for roadway projects, at no cost to the District. The weir at DU-9 was replaced in 2017 and the site is fully operational. 2

ITEM 9. Comments from the U.S. Army Corps of Engineers. Ms. Shelley Trulock, the IWW Project Manager with the U.S. Army Corps of Engineers (USACE), stated that plans and specifications for the Atlantic Intracoastal Waterway (AIWW) Sawpit Reach III project in Nassau County are underway. There is $2.2 million in the President s FY 2018 Budget that will be used for the plans, specifications and construction contract. A five-year Memorandum of Agreement (MOA) between the USACE and Florida Department of Environmental Protection s (FDEP) Parks Department has been initiated and will allow for placement of material on Amelia Island State Park. Ms. Trulock stated that plans and specifications for the Intracoastal Waterway (IWW), Volusia County will be combined with the Ponce Inlet dredging project into one contract action. The bid opening was held on February 13, 2018. Three (3) bids were received and there is an apparent low bidder. Evaluation of the bidder s proposal is underway. Ms. Trulock stated that construction is progressing on DMMA O-7, Martin County. The project is expected to be completed within the contract required completion date of July 2018. Ms. Trulock stated that plans and specifications for DMMA O-23, Martin County were started in November 2017. Many issues with the site have been identified including an existing stormwater treatment system located on the site. Project timing is to be determined. Mr. Crosley noted that he is working with Attorney Breton and Taylor Engineering to resolve this issue. Ms. Trulock stated that the USACE Hopper Dredge Currituck will be brought back in June 2018 to dredge the Crossroads Reach and channel widener in Martin County. Taylor Engineering is obtaining the cultural investigations for the widener. Ms. Trulock stated that the IWW Broward Reach I dredging project will remove approximately 50,0000 cubic yards of material from the channel. The material will be placed in MSA 641. If the Town of Hillsboro Beach is interested in the material, they can obtain it from that location to put on their beaches, once their permit is in place. 3

Ms. Trulock stated that Hurricane Irma deposited material into the IWW channel in St. Augustine, Matanzas and Jupiter. The USACE is reaching out and opening discussions as to material placement. These three (3) projects should qualify for federal hurricane supplemental funding. ITEM 10. Presentation by the U.S. Army Corps of Engineers on Regional Sediment Management as Applied to the Intracoastal Waterway. Ms. Jackie Keiser, U.S. Army Corps of Engineers (USACE) Chief, Coastal & Navigation Section, Water Resources Branch, Project Management, and Dredging Program Manager for Jacksonville District; and Mr. Clay McCoy, PhD, with the U.S. Army Corps of Engineers (USACE) Jacksonville District, provided a presentation on Regional Sediment Management (RSM) as it specifically applies to the Atlantic Intracoastal Waterway (AIWW), the Intracoastal Waterway (IWW) and the Okeechobee Waterway (OWW), also referred to collectively as the Intracoastal Waterway. The presentation is available upon request. ITEM 11. Tallahassee Report. Mr. Jon Moyle stated that the 2018 Legislative session concluded on Friday, March 11, 2018. He presented a report reviewing the status of confirmation proceedings for the Florida Inland Navigation District (FIND) commissioners and detailed bills that could impact FIND. He provided an update on a Constitution Revision Commission proposal focused on special districts and detailed some broader topics that the Legislature considered during this session. The full report is included in the District s agenda at AICW.org. ITEM 12. Update on the Waterway Master Plan for Duval County. Ms. Margo Moehring, with the Northeast Florida Regional Council and Mr. Brian Burket, with the City of Jacksonville, presented a Maritime Master Plan developed by The City of Jacksonville, in collaboration with the cities of Atlantic Beach, Neptune Beach and Jacksonville Beach, for Duval County. The plan can be found online at Jaxboatplan.com. and is available upon request. 4

ITEM 13. Interlocal Agreement with the Florida Department of Environmental Protection for Material Removal and Repair at Dredged Material Management Area SJ-1, St. Johns County, Florida. Mr. Crosley stated that on September 9, 10 and 11, 2017, Hurricane Irma severely impacted much of peninsular Florida. Just prior to the storm, on September 7, 2017, staff of the Florida Department of Environmental Protection (FDEP) telephoned the Executive Director of the Florida Inland Navigation District(FIND) to request emergency removal of material from Dredged Material Management Area (DMMA) SJ-1 in St. Johns County. This material was utilized to shore up the beaches and dunes along State Road A1A in anticipation of a Category 4 or 5 hurricane. Mr. Crosley stated that on Saturday, September 16, 2017 FIND field staff visited DMMA SJ-1 and discovered the FDEP contractor had begun excavation from the outside of the berm, causing considerable damage to the existing facility. FDEP was notified, work was halted immediately, and the contractor was dismissed. Mr. Crosley stated that in the months since this event, staff, the FIND attorney and the District Engineer, have been working with FDEP to develop an agreement for postmaterial removal and facility repair. Due diligence has been conducted and an agreement has been drafted. Approval of this agreement will allow the FDEP to repair DMMA SJ-1 beginning by the end of March. Repairs are expected to take in upwards of six (6) months with little to no costs to the District. Oversight of the project by the District Engineer will be reimbursed by FDEP. Commissioner Sansom asked how far into the berm did the contractor dig. Mr. Crosley stated approximately one-third of the southern berm and the berm ramp were removed. Treasurer Blow noted that FDEP will pay $567,521.00 in damages and they will also pay for Taylor Engineering s work on this project. Commissioner Sansom made a motion to approve the Material Removal and Site Restoration Agreement between the Florida Department of Environmental Protection and the Florida Inland Navigation District for Dredged Material Management Area SJ-1, St. Johns County, Florida. The motion was seconded by Treasurer Blow. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. 5

ITEM 14. Dredged Material Management Area SJ-1 Dike Repair, St. Johns County, Florida. Mr. Crosley stated that Taylor Engineering has provided a scope and cost estimate for professional engineering services and construction management of the Dredged Material Management Area (DMMA) SJ-1 in St. Johns County. The District will pay our engineer for services performed and receive reimbursement from the Florida Department of Environmental Protection (FDEP). Vice-Chair Donaldson made a motion to approve the revised scope of services and fee quote from Taylor Engineering in the amount of $59,752.00 (reimbursable by FDEP) for design services and construction oversight at DMMA SJ-1, St. Johns County, Florida. The motion was seconded by Treasurer Blow. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 15. Scope of Services and Fee Quote for Dredged Material Management Area DU-2 Shoreline Stabilization Permitting, Design, Bidding, and Construction Administration, Duval County, Florida. Mr. Crosley stated that the shoreline along the Intracoastal Waterway (IWW) at Dredged Material Management Area (DMMA) DU-2 has been experienced significant erosion and needs stabilization. Taylor Engineering has assessed the current shoreline conditions and provided a scope and fee quote to design, permit, bid and provide construction administration services for this project. Commissioner Isiminger made a motion to approve the scope of work and cost-plus fee quote in the total amount $78,869.75 (including $1,200.00 in sub-consultant fees) for the design, permitting, bidding and construction oversight of shoreline stabilization at DMMA DU-2, Duval County, Florida. The motion was seconded by Secretary Gernert. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 16. Scope of Services and Fee Quote for Construction Oversight of Material Offloading at Dredged Material Management Area NA-1, Nassau County, Florida. Mr. Crosley stated that Taylor Engineering has provided a scope and fee quote in the amount of $19,751.26 to oversee the offload of approximately 50,000 cubic yards of 6

material from DMMA NA-1 by United Brothers Development Corporation, Inc. United Brothers will reimburse the District for this cost. Vice-Chair Donaldson made a motion to approve a scope of work and a not-to exceed fee quote in the total amount $19,751.16 (to be reimbursed by the contractor United Brothers Development Corporation, Inc.) for construction oversight of material offloading at DMMA NA-1, Nassau County, Florida. The motion was seconded by Treasurer Blow. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 17. Use Agreement with the City of Daytona Beach for Dredged Material Management Area V-29, Volusia County, Florida. Mr. Crosley stated that the City of Daytona Beach has requested a use agreement for the perimeter of Dredged Material Management Area (DMMA) V-29, a site owned by the City with a long-term controlling lease to the Navigation District. This site is one of the District s fully-constructed, long-term DMMA s for Intracoastal Waterway maintenance. The City is requesting to establish a sanitary force main along the perimeter of the existing site. Staff, our attorney and the District Engineer have reviewed this proposal and the initial plans and recommend approval of the proposed use agreement. The project is not expected to impact the District s site or operations, but the agreement does contain a remedy should an unexpected event occur. Commissioner Sansom made a motion to approve the Joint Use Agreement with the City of Daytona Beach for establishing a sanitary force main along the perimeter of DMMA V29, Volusia County, Florida. The motion was seconded by Treasurer Blow. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. ITEM 18. Finance and Budget Committee Report. Treasurer Blow made a motion to approve the recommendations of the District s Finance and Budget Committee, the January 2018 financial statements, the delegation of authority, and the expenditure and project status report. The motion was seconded by Vice- Chair Donaldson. Chair Netts asked for discussion. Hearing none, a vote was taken, and the motion passed unanimously. 7

ITEM 19. Washington D.C. Report Mr. Crosley stated that the President s Fiscal Year (FY) 2019 budget proposal for the U.S. Army Corps of Engineers was released. The budget proposal includes $2.9 million for the Intracoastal Waterway (IWW) in Florida. The full report is included in the District s agenda at AICW.org. Mr. Crosley stated that the Washington D.C. trip is scheduled for March 21 and 22, 2018. Commissioner Sansom suggested that the Washington D.C. agenda include a meeting with Representative Webster. ITEM 20. Additional Staff Comments and Additional Agenda Items. Mr. Crosley stated that Taylor Engineering has advised him they are ready to begin construction of DMMA M-8. Staff will prepare a project Budget Amendment and bring it to the April or May 2018 meeting for Board approval. Ms. Zimmerman stated that the Intracoastal Waterway (IWW) Inspection trip is scheduled for March 25 through March 28, 2018. ITEM 21. Additional Commissioner Comments. Commissioner O Steen thanked staff for coordinating last evening s well attended Community Outreach event. Commissioner Crowley stated that staff will be sending commissioners a web site related to the Miami Marine Stadium s boat races. He noted that the first boat race in twenty-five years will be held soon in the stadium boat basin. There are some people in Miami that are opposed to opening the boat basin to races because they consider it a natural area. The U.S. Coast Guard will be developing a new rule to regulate the area. Comments to the proposed rule will be due in April. He would appreciate a letter from the Executive Director supporting the boat races be sent to the U.S. Coast Guard. He noted that the boat races and the maintenance for racing boats generate a huge economic impact to the area. Commissioners supported a letter from the Executive Director in support of opening the Miami Marine Stadium s boat basin to boat races. Secretary Gernert thanked Lori Brownell from Taylor Engineering for providing shoaling information around Pier 66 at the 17 th Street Causeway Bridge. 8
