WASHINGTON TOWNSHIP RECREATION COMMITTEE MINUTES JULY 3, 2018 Adequate notice of this meeting, in accordance with the Open Public Meetings Act, has been given by posting one copy of the Notice of Meeting in the Washington Township Administrative Office, by making copies to the Express Times and Star Gazette and to the Municipal Clerk in Washington Township. The agenda is subject to change by Order of the Recreation Committee at any time before, during or after this scheduled meeting. The Meeting of the Recreation Committee was called to order by Chairman Ray Kunzmann at 7:35pm. ATTENDEES R. Fiore, S. Fritts, J. Defranza, T. Henderson, D. Schott, M. Kries, R. Kunzmann, L. Tiger, Absent: R. Sizemore Guests: D. Flint, John Ferri (DPW) APPROVAL OF MINUTES Motion to approve the minutes of June 7, 2018 Regular Meeting was made by D, Schott and second by L.Tiger. All voted in favor. MEADOW BREEZE PARK Repair parking lots Planned for 2018 pending bond decision. Bond was passed. Parking lots for D1, D2, and Kayharts are in bad condition. Two-rail fence along Meadow Breeze Lane and behind P&R Building DPW reported starting installation tentatively on 7/12. o Walking path extensions R. Fiori suggested a resolution would need to be passed and submitted to the state in order to begin fundraising for a stated project and costs would need to be determined. A discussion was held on the appropriate materials to use and it was suggested that Viersma be contacted to determine materials and cost. 8/9: It was subsequently determined that the Twp. could not conduct a game (50/50) but requesting donations for a stated project (walking path ext.) is allowed. provided flyers requesting donations and a barrel was provided at the event. $37 was collected at the event and approx. 100 flyers/hiking trail maps were distributed. Paint outside of snack stand and inside of dugouts on D1 Dugout work pushed to Spring 2019. There are still 4 gallons of royal blue paint available for snack stand assuming J. Defranza is amenable to using that color. Joe will get back with a decision. Meadow Breeze entrance signs Ralph spoke with Frank Blanch. Two signs were expected to be completed in mid-june (Both Meadow Breeze Way entrances). TBD. Shed roof repairs Roof near horseshoe pits and near D5 has been done. TBD Pacesetter Shed Pad was completed. Shed to be in place by week of 7/9. Install cabinets above the sink area in the P&R Building and replace internal lights with LED lighting. DPW to pick up cabinets. Defibrillator Maintenance DPW reported all updates were made to all boxes. Bounce wall Manpower and road work is dominating the workload for the DPW crew. Job boxes behind ballfields To be cleaned/painted during Winter 2018/2019.Once funding has been approved, the crew will schedule this project. Push to Spring 2019. Raising roofs on D1/D2 dugouts. Further discussion targeting completion for Spring 2019. Additional discussion ensued regarding the potential for dugouts on D3. Mill Pond Rd. Property Mapping done. Project still on hold for funding ACTIVE AREAS Lock on concession stand - J. Ferri suggested making all locks on the stand the same. All agreed. Regarding the previously damaged batting cage, it was stated that it has since been repaired. R. Kunzmann to take pictures of local cages. D. Flint to meet with Family Affair regarding planting perennials throughout the park. A plan should be available by August meeting. D5 outfield fence: The DPW estimates that it will cost ~$10K (quote provided by A&S Fence) for a permanent fence with a warning track and fence topper. The installation of this fence will need to be done by a contractor. Installation scheduling TBD. D. Flint suggested coming up with fund raising activities to support repairs necessary around the park. Other suggestions included: o 50/50 (National Night Out: Aug. 7) o Golf and/or bowling outing (Steve) Bowling: Winter 2019 (Jan/Feb) o Tricky Tray (consider tricky tray along with bowling event) o 3 on 3 basketball tournament (Ray)
o Baseball/Softball tournament (Tim) T. Henderson contacted USABL and Tagem requesting field spec requirements (1 year advance notice). Rec Comm. can run concessions. o Volleyball tournament o 5K Run/Walk R. Fiori to check with Twp. Committee regarding requirements for a general resolution for park fundraising in general vs. specific projects. A vote was taken approving A. Kilduff to spend $400 for give-away items for NNO. The motion was made by S. Fritts and 2 nd by J. Defranza. All approved. PASSIVE AREAS D. Flint stated that three trails (behind HS, Lake Marguerite, Flint trail, Griffith Woods) have been cleared. The water company has agreed to come out twice/year to clear paths. There is a need for the arboretum to be better maintained. A couple ideas brought up were to: Have a communication sent to the Fairway Homeowners Association (FHA) website asking for assistance. Needs people with horticulture experience to best maintain. R. Fiori to discuss with FHA. Rutgers is also a possibility that Ralph will explore. D. Flint suggested a second cement picnic table be added at Lake Marguerite. FINANCIAL & BUDGET REVIEW A financial report was provided indicating $4,855 year-to-date for pavilion & field usage. OLD BUSINESS R. Kunzmann reported that Flag Football paid the $500 fine. No further damage to the fields has been reported and the matter was closed. R. Fiori spoke with J. Ferri about LED lighting in P&R Building. Ralph also brought up a dog obedience group who would like to rent a portion of the park however the Twp. has an ordinance against loose pets in the park. The Twp. s insurance company suggested avoiding the group unless the WTRC would agree to amend the bi-laws. NEW BUSINESS Field Schedule meetings were determined:

(if necessary) o Dates were subsequently changed to: Forms due: 8/3 Sub Comm.: 8/9 Public Mtg.: TBD A discussion was held regarding updating usage forms to include requiring bonds in lieu of damage made to fields. R. Fiori to run idea past legal counsel assuming an amendment may be needed to the WTRC Bi-laws. R. Fiori suggested work needed to be done at the Arboretum including signs that need to be replaced, parking lot work, and certification for DPW workers so herbicides/pesticides can be applied to the area. Ralph is also contacting the Fairway Estates HOA to see if any volunteers might be interested in helping. A discussion was held regarding approx. 5 acres of private property near the north side of the Dick Flint trail. The owner contacted the state to see if they were interested in purchasing the property, which they were not. R. Fiori to ask if the owner would like to donate the property to the Twp.
