Legislative Library of British Columbia Premiers of British Columbia 1871-Present JULY 2017

Premiers of British Columbia, 1871-Present The following is a list of Premiers of British Columbia, 1871 to the present. An individual Premier is assigned an order number for each time that he or she holds office without a break between terms. Thus, George Anthony Walkem is listed as both the third and the fifth Premier. The British Columbia Gazette is the primary source for name spellings. In recent years, the trend has been for people in general to not provide a formal full name to official publications; thus, in many cases, a premier s middle name is not included on this list. 1

Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: The date that McCreight s cabinet was sworn in. Appointments-Nov. 14, 1871, Gazette 1871, p. 1. End Date: On Dec. 20, McCreight told the Assembly he had tendered his resignation, but would hold office until a successor was appointed. It is presumed, then, that his end date matched the date that de Cosmos cabinet was sworn in. Dec. 20, 1872, Journals of the Legislative Assembly of British Columbia 1872, p. 9. Appointments-Dec. 28, 1872, British Columbia Gazette 1872, p. 1. LIX. Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: The date the DeCosmos ministry was sworn in. Appointments-Dec. 28, 1872, British Columbia Gazette 1872, p. 1. End Date: Feb. 9, 1874, Journals of the Legislative Assembly of British Columbia 1874, p. 39. Parliament: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 548-553. Walkem: Name: Boomer is occasionally added to Walkem s given names. However, it does not appear on his death certificate (BC Archives Microfilm Number B13081). The Dictionary of Canadian Biography vol. XIII (pg 1066) states that Walkem s will did not include the name Boomer, and the author speculates that Boomer may have been a nickname used by Walkem s political opponents. The spelling for this list comes from the Gazette: Appointments Dec 28, 1872, British Columbia Gazette 1872, p. 1. Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: It is unclear exactly when Walkem became premier. A Feb. 12, 1874, Colonist article noted it was rumoured the previous day that Walkem had been called to form a government and the crisis was debated by the Executive Council, but it is not clear what resulted. Thus, a later date Feb. 13, 1874 was selected for this list because that was the date that Walkem told the Assembly that he had formed a new government based on the same cabinet appointments as under DeCosmos. The Ministry, Daily British Colonist, Feb. 12, 1974, p. 3; First Provincial Legislative Assembly, Daily British Colonist, Feb. 14, 1874, p. 3. End Date: Resignation of Ministry, Daily British Colonist, Jan. 28, 1876, p. 3. Parliament: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 548-553. Elliott: Name: Appointments Feb. 5, 1876, British Columbia Gazette 1876, p. 41. Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: According to the Daily British Colonist, it was on this date that Elliott announced to the Assembly that he had formed a new ministry and the new cabinet was sworn in. The New Ministry, Daily British 4

Colonist, Feb. 2, 1876, p. 3. End Date: Elliott lost his seat in the May 22, 1878, general election. However, the end date selected for this list is his successor s start date (see Walkem Start Date below). Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 548-553. Walkem: Name: See first entry for Walkem. Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: It is unclear when Walkem was sworn in as premier. According to the Gazette, he was sworn in as Attorney-General on June 25, as Chief Commissioner of Land and Works on June 26, and as President of the Executive Council on June 27 (note that the president of the executive council was not always the premier). The first of these dates June 25 has been selected. Appointments June 29, 1878, British Columbia Gazette 1878, p. 191. End Date: Walkem was appointed a judge on May 23, 1882, (Canada Gazette, vol. XV, 1882, p. 1927) but according to the Colonist did not resign until June 6, 1882. The later date has been chosen for this list. Parliaments: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 548-553. Party: Confirmed in Electoral History of British Columbia 1871-1986, Victoria: Elections British Columbia, 1988, p. 545-547. Start Date: It is unclear when Beaven was sworn in as premier; the Colonist on June 9, 1882, (2) speculated that Beaven had accepted the premiership, but no more was said. The start date given is the date that the cabinet was sworn in. Appointments June 13, 1882, British Columbia Gazette 1882, p. 211.
