Notice of this meeting is in accordance with the OPEN PUBLIC MEETINGS ACT P.L. 1975, Chapter 231 (Section 10:4-10). APPROVAL OF MEETING MINUTES Resolution 2018-68 Approving Council Minutes of March 13, 2018 Public Comment ORDINANCES Ordinance 2018-1 Public Hearing: Amending and Supplementing Article II, and establishing 2-9.1, creating the position of Assistant to the Borough Clerk (Second Reading) seeing no public comments, Councilman motioned to close Public Hearing; Seconded by Council President, and full Council consent. 1

Councilman stated he would like to see residency added back into the ordinance. Seeing no motion to enter such amendment, proceeded with current verbiage. Ordinance 2018-3 Ordinance of the Borough of Island Heights, County of Ocean, State of New Jersey, Authorizing Reconstruction of Maple Avenue and Lake Avenue (Phase 1), and Appropriating $390,000.00 Therefore, and Providing for the Issuance of $90,464.00 In General Improvement Bonds or Notes to Finance the Same (Second Reading) Public Hearing: seeing no public comments, Council President motioned to close Public Hearing; Seconded by Council Member, and full Council consent. Ordinance 2018-6 Calendar Year 2018 Ordinance to Eceed the Municipal Budget Appropriation Limits and To Establish a CAP Bank (N.J.S.A. 40A: 4-45.14) (1st reading) Public Comment: The CFO stated this ordinance allows the Borough to increase by 1% and 3.5% overall for ependitures; if you don t use it, it goes to CAP Bank for 2 years. 2

Resolution 2018-64 Providing for Amendments to the Appropriations Approved Prior to the Final Adoption of the 2018 Municipal Budget Resolution 2018-69 Introduction of 2018 Municipal Budget Public Comment The CFO stated that the Public Hearing on the Budget will be on May 8 th. RESOLUTIONS Resolution 2018-55 Canceling Water-Sewer Capital Improvement Appropriation Balances of Completed Projects (from table) Public Comment The CFO informed Council Member Thomson that these funds are not able to be utilized for maintenance. Once a project is considered complete, it turns to maintenance and is not considered a capital epense. Resolution 2018-66 Approving the Following Purchase Vendor: CSI Computers LLC Cost: $1,195.00 Item: 2 nd quarter 2018 computer services for the borough COUNCIL REPORTS ASAY: Thanked Maria Sessa and J&L on their open tour, which was very informative. He stated J&L only employs an estimated 1,200 employees, and about 1,800 workers were on-call for the storm. In review of the landfill tonnage report, weekly recycling increased 60 tons more. GABRIEL: none BERGLUND: All documents for the boat dock have been submitted, with a plan for bulkheading forthcoming. The NJDEP approved the sewer pump change. The final count didn t include Dirmitt Avenue for grinder pump and rails, and asked for a supplement by Maser. Boy Scout Island committee hasn t met and are under the gun to submit the grant for a maimum of $35,000 by May 1 st. Maser provided four proposals for shoreline enhancement, with different techniques for each enhancement. SNOW: The Easter Egg Hunt last Sunday went well and thanked Wendy and Tamara for stuffing eggs. Founders Day event is still in planning, with a flyer to be included with ta bills. Water and Sewer now has E-Bill. The Recreation Summer Program will have Zumba this year. The Northern Ocean Recycling Center announced a new smartphone app called Recycle Coach. THOMPSON: There is a wine tasting on April 19 th for the Cultural and Heritage Foundation WUDZKI: Thanked DPW, Police and all emergency services who worked during the last storm. Planning has started for the Farmer s Market, with dates forthcoming. SILVER: Joe Cocoa s mom passed and therefore will not be available this coming Monday, however Ray Claudio will assist. PRIVILEGE OF THE FLOOR Bob McNeil, 237 Ocean Ave, asked how will badges work when there are no lifeguards. and Council advised Mr. McNeil that recreation badges are still mandatory, and they will be checked by the Borough s badge checker. 7

Adjournment at 8:15pm Items of Interest: Borough Clerk The Island Heights Environmental Committee regularly scheduled meeting is Wednesday, May 16, 2018 at 7:00 PM held at the borough hall. The Central Regional Board of Education regularly scheduled meeting is Thursday, May 17, 2018 at 7:00 PM at the Board of Education building, Forest Hills Parkway, Bayville. The Island Heights and Council regularly scheduled meeting is Tuesday, May 22, 2018 at 7:00 PM held at the borough hall. All municipal offices will be closed on Monday, May 28, 2018 in observance of Memorial Day. DOG & CAT LICENSES ARE TO BE RENEWED JANUARY 1 OF EACH YEAR * Proof of Current Rabies Required, Spaying/Neutering Certificate to obtain $3.00 discount Cat & Dog Fee: $10.00 Proof Spayed/Neutered: $7.00 In addition, a Late Fee of $5.00 will be imposed February 1 and an additional $1.00 each month late thereafter.
