In the interim, the County Chairman is authorized to fill any such vacancy on a temporary basis, with the advice and consent of the Executive Committee. Email addresses are not always recorded accurately and sometimes notices go to spam folders without the recipients knowledge. The original reason for switching from
mailed notices (U.S. Mail) to email was to save the party the costs of printing and postage. This change will allow the party to use multiple methods as needed to reach delegates. The proposal also directs the party to contact delegates or members individually, so that notice is not just a general post on a website or Facebook page. The proposal also removes a recently added requirement that the secretary may only send out official notices with the permission of the chair. The secretary is the secretary to the body, not the secretary to the chair. This is the case in both our bylaws and in Roberts Rules (excerpts attached). The secretary s duties include sending out the notice of each meeting to the membership. Permission is not needed. This is not to say that the chair and secretary should not work together, they should. But the secretary needs to be able to fulfill their duties and responsibilities to the body. Proposed Changes: ARTICLE 2. MEETINGS (2C) Email is the official medium of communication of the Cache GOP. The notice requirements specified in these by-laws, as well as for event invitations, shall be delivered via the official Cache GOP email service. Official communications, notice, and invitations may be delivered via electronic media and/or hardcopy media at the discretion of the Chairman. (2C) The party may communicate through email, text, U.S. Mail, phone, and/or social media. The Chairman of each of these committees may be a non-voting/ex-officio member of the Executive Committee. These committees shall meet at least quarterly to conduct business. For each of these committees, a quorum is necessary to conduct binding business and is defined as a majority of the appointed members. ARTICLE 9. VOTING (9G)A quorum of a County Convention is defined as any number of credentialed state delegates officially assembled for the purpose of transacting business except that a majority of those credentialed shall be required for considering resolutions and changes to the bylaws and platform. Submitted by: Clair Ellis PRO 02 Vice Chair 435-757-7797 BYLAW PROPOSAL FOR QUORUM FOR COUNTY CENTRAL COMMITTEE Sets the Quorum for the CCC at 65 Explanation: It appears there has never been a quorum requirement in the bylaws for the County Central Committee. A quorum is the minimum number of members who must be present at a meeting
for business to be validly transacted. The practice and tradition of the committee and the party has been to consider a quorum as simply those who show up for that meeting. However, absent a quorum number in the bylaws, the county party rules revert to Roberts Rules of Order. It says a quorum number for a committee is a majority. (RONR 11th edition, p. 346, lines 11-13; p. 347 lines lines 12-15). A quorum is important because it protects against unrepresentative action in the name of the body by a small number of members. At the same time, a high number for a quorum can keep a body from doing business. The quorum number should be set at approximately the largest number that can be counted on to attend any meeting except in bad weather or unfavorable conditions. The Cache Central Committee has at this point 373 members. A quorum of a majority would be 188. The committee consists of the precinct chairs, vice chairs, secretaries and treasurers of all 85 precincts. (If all those seats are elected, that is a total of 340.) Also included are the Executive Committee (12 seats); the county elected officials (14 people) and the state elected officials in Cache County (4 now..but it could be 6 or more). Also the Cache Republican Women s Chair, USU Republican Chair and Cache County TARS Chair. Over the last several years, the number of attendees has varied from 48 to 74 members, based on minutes of the meetings. That is a low percentage, and is actually one of the reasons that precinct treasurers were added to the central committee in 2014. We were hoping to increase attendance. The average of those who attended the meetings is about 63 members. It is also of interest to note that even after the bylaws were originally passed in 1992, only 22.5% of the Central Committee attended a meeting to elect a new County Executive. Based on the average attendance recently, my suggestion is to use the number 65 for a quorum. Proposed Changes: ARTICLE 2. Almost 40 percent of Cache County is owned and managed by the federal government.no one knows or loves these public lands more than those who call them home. Unfortunately, local voices are often drowned out by special interest groups and one-size-fits-all federal land management. This ignores the unique needs of our public lands and the cultural, social and economic makeup of our community. Our families, our county, and our state deserve better. The state of Utah is well equipped to manage public lands and has repeatedly demonstrated its ability to balance conservation, recreation and economic interests. We contend that government closest to the people governs best and our public lands are no exception. Utah should manage the vast majority of its public lands, putting them to multiple, often complementary uses. This management model will help ensure that local voices are not only heard, but integrated into the management of our public lands.
